Book excerpt: This study is directed toward the problems associated with obtaining periodic measurements of the cost of utilizing long-lived capital plant and equipment in business enterprise. Two major considerations are investigated. The first of these is the possibility that the procedure of depreciation accounting, by which such measurements are traditionally determined, has evolved into a practice which has departed from the underlying theory from which it acquired its original validity. The second consideration gives attention to the possibility that the contemporary large-scale corporate entity presents a concept of productive plant and equipment which need not concede the limited useful life fundamentally embodied in traditional depreciation theory. In order to direct attention to these consideration, the investigation hypothesizes that the elimination of the provision for depreciation of long-lived plant and equipment from the short-term profit reports of large-scale corporate enterprise would serve to enhance the usefulness of such reports. In the analysis of the manner in which these short-run cost measurements are developed economic and accounting concepts of the use of captial goods are compared. The problems arising in the quantitative measurement of such usage are analyzed and related to the assumptions which underlie the theory of depreciation accounting. The theory of depreciation of capital goods as it is embodied in contemporary management philosophy is examined and the historical development of depreciation practice is traced in order to explain how these procedures have acquired their present-day form. In conclusion, the contemporary phenomenon of capital goods accumulation by the large corporate enterprise is examined to determine whether these accumulations are an appropriate concern of traditional depreciation theory. The results of the study provide indication that current depreciation accounting practice does not have the measurement of the short-run cost of utilizing long-lived captial goods in the business enterprise as its objective. In addition, the possibility is suggested that the attempt to apply such measurement to the capital goods assemblages of the large corporate entity may have become theoretically inappropriate. Suggesting a major departure from generally accepted accounting theory, the hypothesis of the investigation cannot be assumed to be fully supported by this limited study. Areas where additional research would seem to be appropriate are outlined at the conclusion of the study. The investigation relies on reference to selected writings of recognized authorities in the areas of economics and accounting and on description and appraisal of other selected writings considered to be pertinent.
