Book excerpt: The President has declared that the United States must be prepared to assist in the stabilization and reconstruction of at-risk countries and regions to promote the security of the nation. Reconstruction and stabilization operations require a "whole of government" approach with the deployment of both uniformed and civilian personnel from the Department of Defense (DoD) and other departments and agencies. To support these stabilization and reconstruction missions, the President has requested $249.0 million in the fiscal year 2009 budget to build an Active and Standby Response Corps of over 2,000 federal civilian personnel from all 15 civilian agencies and to build a Civilian Reserve Corps comprised of about 2,000 experts from state and local governments and from the private sector. H.R. 1084, which passed in the House on March 5, 2008, authorizes funds and responsibilities for the Office of the Coordinator for Reconstruction and Stabilization within the Department of State to establish and manage these corps. In a recently issued memorandum and policy, the Under Secretary of Defense (Personnel and Readiness) underscored the need to increase the capacity of DoD civilian volunteers to support these and other contingency operations. The memo highlights the current need to support manning of Provincial Reconstruction Teams (PRTs) and Ministerial Defense Teams (MDTs) as examples of reasons for building civilian deployment capacity. With regard to the federal civilian employees that have been or will be deployed to Iraq or Afghanistan, the Subcommittee on Oversight & Investigations, Committee on Armed Services, U.S. House of Representatives, has highlighted the following key areas for follow-on actions and further inquiry and investigation: medical care policies vs. practices, the role of the Department of Labor Office of Workers' Compensation Programs, mental health and stress disorders, and equitable and sufficient incentives and benefits.

Book excerpt: For ongoing operations in Afghanistan and Iraq, military medical personnel are among the first to arrive and the last to leave. Sustained U.S. involvement in these operations has placed stresses on the Department of Defense's (DoD) medical personnel. As the U.S. military role in Iraq and Afghanistan changes, the Army must adapt the number and mix of medical personnel it deploys. This report evaluated the extent to which: (1) DoD has assessed its need for medical personnel in theater to support ongoing operations; (2) the Army has adapted the composition and use of medical units to provide advanced medical care; and (3) the Army fills medical personnel gaps that arise in theater. Illus. This is a print on demand report.

This report compare agency policies and identifies any issues in policy or implementation regarding: (1) compensation; (2) medical benefits; and (3) identification and tracking of deployed civilians. Includes recommendations. Charts and tables.

Available in PDF, EPUB and Kindle. Book excerpt: This new handbook provides an introduction to current sociological and behavioral research on the effects of the wars in Iraq and Afghanistan. The wars in Iraq and Afghanistan represent two of the most interesting and potentially troubling events of recent decades. These two wars-so similar in their beginnings-generated different responses from various publics and the mass media; they have had profound effects on the members of the armed services, on their families and relatives, and on the people of Iraq and Afghanistan. Analyzing the effect of the two wars on military personnel and civilians, this volume is divided into four main parts: Part I: War on the Ground: Combat and Its Aftermath Part II: War on the Ground: Non-Combat Operations, Noncombatants, and Operators Part III: The War Back Home: The Social Construction of War, Its Heroes, And Its Enemies Part IV: The War Back Home: Families and Youth on the Home Front With contributions from leading academic sociologists, anthropologists, psychologists, military researchers, and researchers affiliated with Non-Governmental Organizations (NGOs), this Handbook will be of interest to students of the Iraq and Afghanistan wars, military sociology and psychology, war studies, anthropology, US politics, and of youth. Steven Carlton-Ford is associate professor of Sociology at the University of Cincinnati. He recently served for five years as the editor of Sociological Focus. Morten G. Ender is professor of sociology and Sociology Program Director at West Point, the United States Military Academy. He is the author of American Soldiers in Iraq (Routledge 2009).

From the crossbow to cyber capabilities, technology that could be weaponized to create an advantage over an adversary has inevitably found its way into military arsenals for use in armed conflict. The weaponization of emerging technologies, however, raises challenging legal issues with respect to the law of armed conflict. As States continue to develop and exploit new technologies, how will the law of armed conflict address the use of these technologies on the battlefield? Is existing law sufficient to regulate new technologies, such as cyber capabilities, autonomous weapons systems, and artificial intelligence? Have emerging technologies fundamentally altered the way we should understand concepts such as law-of-war precautions and the principle of distinction? How can we ensure compliance and accountability in light of technological advancement? This volume of the Lieber Studies explores these critical questions while highlighting the legal challenges--and opportunities--presented by the use of emerging technologies on the battlefield.
