The purpose of this manual is to provide guidance to analysts who prepare or review economic analyses (EA) in support of the decision making process. Increasing the quality of EA's should increase the likelihood of project approval. This manual provides a basic framework for implementing the policies of EA concepts, methods, and procedures. This manual provides detailed guidance for preparing an EA. It addresses EA terminology, the EA process, and overall policy. Chapter 1 is an introduction to economic alalyses Chapter 2 provides a basic definition of EA and the EA process. Each step in the process is explained in detail. Chapter 3 discusses cost estimating methods, data collection and analysis, and estimating considerations. Chapter 4 defines the types of benefits, and shows methods of identifying, quantifying, and evaluating benefits. Chapter 5 identifies methods for comparing alternatives in an EA and developing economic indicators for a system or project. Chapter 6 describes techniques and considerations for the handling of sensitivity, risk and uncertainty. Chapter 7 discusses the proper methods of documenting an EA and provides a checklist for documentation. Chapter 8 provides special guidance on preparation and approval of EAs for Major Command, Control, Communications and Computer/Information Technology (C4/IT) Systems. Appendices provide additional details on special topics, including the required cost cell structure and cost element definitions for C4/IT System EA's, examples of EA quantitative methods, an EA example which illustrates common EA techniques and documentation methods, and a listing of economic analysis- related web sites.

Book excerpt: The purpose of the Cost Benefit Analysis (CBA) Guide is to assist Army analysts and agencies in preparing CBA to support Army decision makers. Based on a structured process, this Guide will assist analysts in identifying, quantifying, and evaluating the future costs and benefits of alternative solutions. It will also assist in identifying the optimum course of action for decision-making purposes. This Guide is intended for general use in functional areas where CBA guidance does not exist. In some areas, such as weapon systems acquisition, guidance for cost estimating has already been published; analysts in these areas do not need to follow this Guide. For every proposed program, initiative or decision point that will be presented to decision makers, it is important to provide an accurate and complete picture of both the costs estimates and the benefits to be derived. The Guide is applicable to a wide range of requirements, issues, tasks, and problems that require a deliberate analysis to arrive at the optimum course of action. This Guide describes a CBA process that comprises eight major steps. 1. Define the problem / opportunity. Include background and circumstances. 2. Formulate Assumptions and Identify Constraints 3. Define and document alternatives (including the status quo if relevant) 4. Develop cost estimates for each alternative (including status quo if relevant) 5. Identify Quantifiable and Non-Quantifiable Benefits 6. Define Alternative Selection Criteria 7. Compare Alternatives 8. Report Results and Recommendations.

Book excerpt: This thesis assesses the current state of Department of Army (DA) cost estimating and analysis (CE/A)and cost management (CM) capabilities. In particular, it supports the Deputy Assistant Secretary of the Army-Cost & Economics' mission to provide DA with cost, performance and economic analysis in the form of expertise, models, data, estimates and analysis at all levels; and it identified opportunities for improvement in the way CE/A and CM communities can better serve the DA. The first step in this thesis was to identify which organizations in the DA employed CE/A and CM personnel. Next, questionnaires with which to elicit the information required for a complete baseline assessment were constructed, tested, and disseminated. Cost community employees filled out the questionnaires. The data collected was formed into useful categories, and displayed in informative ways. With data thus arranged, analysis was performed and recommendations made. This thesis provides understanding of practices, techniques, and standards within the DA CE/A and CM communities. It is the first phase of a larger effort to understanding the changes in human capital strategy necessitated by the advent of General Fund Enterprise Business System (GFEBS), the Army's version of enterprise-wide financial management systems.
