Book excerpt: As part of a comprehensive review of student treatment at the Department of Defense (DOD) service academies originally requested by Senator Nunn and Senator Glenn, we collected information on the honor and conduct adjudicatory systems at the Military Academy, the Naval Academy, and the Air Force Academy. The purpose of this report is to (1) compare the honor and conduct systems at each academy and describe how the various systems provide common due process protections and (2) describe the attitudes and perceptions of the students toward the honor and conduct systems. As arranged with your staff, unless you publicly announce its contents earlier, we plan no further distribution of this report until 1 day from its date of issue. At that time, we will send copies to other interested congressional committees and Members of Congress; the Secretaries of Defense, the Army, the Navy, and the Air Force; and the Superintendents of the Military Academy, the Naval Academy, and the Air Force Academy. We will also make copies available to other interested parties on request. Over the years, there have been several highly publicized incidents at the Department of Defense's (DOD) service academies involving honor or conduct charges against students. The former Chairman of the Senate Committee on Armed Services and the former Chairman of its Subcommittee on Manpower and Personnel asked GAO to review the adjudicatory systems used at the academies to make decisions regarding student conduct and performance. The objectives of this report are to (1) compare the honor and conduct systems at each academy and describe how the various systems provide common due process protections and (2) describe the attitudes and perceptions of the students toward these systems.

Book excerpt: Incidents of sexual harassment and assault contradict the academies' core values to treat all with dignity and respect. Yet, since 2003, each of the Department of Defense (DOD) academies and the Coast Guard Academy has experienced at least one incident. In 2003, Congress directed DOD to establish programs and to submit annual reports, and although not required, the Coast Guard Academy, within the Department of Homeland Security, has taken similar action. GAO was asked to review sexual harassment and assault programs at the academies. This report evaluates (1) the academies' programs to prevent, respond to, and resolve sexual harassment and assault cases; (2) the academies' visibility over sexual harassment and assault incidents; and (3) DOD and Coast Guard oversight of their academies' efforts. GAO analyzed data for program years 2003 through 2006, reviewed requirements, met with service and academy officials, and interviewed randomly selected students at each academy. GAO suggests that Congress consider requiring the Coast Guard Academy to submit data for DOD's annual report and to participate in assessments methodologically comparable to those administered by DOD. GAO is also making recommendations to DOD and the Coast Guard to improve oversight of sexual assault and harassment at their academies. Both agencies concurred or partially concurred with GAO's recommendations.

Book excerpt: Pursuant to a congressional request, GAO reviewed the treatment of fourth class midshipmen and cadets at Department of Defense service academies, focusing on the: (1) extent of hazing at each of the academies; (2) academies' actions to control and eliminate hazing; and (3) impact of hazing on cadets and midshipmen. GAO found that: (1) the distinction between allowable fourth class indoctrination and improper fourth class treatment was unclear to a significant number of cadets and midshipmen; (2) the majority of the students at all three academies indicated that during their fourth class year they had been subjected to upperclassmen screaming in their faces, verbal harassment, memorizing and reciting trivia, and using study hours to prepare for fourth class duties; (3) the officers on the commandants' staffs generally concurred with the extent of hazing cited by the students, except for the Air Force Academy officers; (4) academy disciplinary records revealed that few individuals have been charged with hazing; (5) the Military Academy and Naval Academy made changes in their fourth class indoctrination system which focused on positive leadership development techniques; (6) there was a strong correlation between self-reported exposure to hazing-type treatment and higher frequency of physical and psychological stress symptoms, lower grade point averages, thoughts about leaving the academy, and lower motivation toward making the service a career; and (7) the majority of students, especially those in the upper classes, held traditional views regarding the purpose and operation of the fourth class system.

Available in PDF, EPUB and Kindle. Book excerpt: Graduates of the service academies operated by the Army, Navy, and Air Force currently make up approximately 18 percent of the officer corps for the nation's armed services. The academies represent the military's most expensive source of new officers. The Department of Defense (DOD) pays the full cost of a student's 4-year education at the academies; and the related cost has increased over the past 4 years. Admission to the academies is highly competitive. The academies use a "whole person" method to make admission decisions. Recent studies by the Air Force raised questions about possible adverse effects of whole person admissions policies on student quality. GAO was asked to review all three service academies and specifically address the extent to which (1) DOD oversees the service academies, (2) applicants are granted waivers of academic standards, and (3) various groups of students differ in admissions scores and academy performance. The Office of the Under Secretary of Defense for Personnel and Readiness (OUSD/P & R), the services, and the academies' boards of visitors conduct considerable oversight of the academies' operations and performance, but they lack a complete oversight framework. A complete oversight framework includes performance goals and measures against which the academies' performance could be better assessed. OUSD/P & R and the services use the number and type of commissioned officers as the primary measure of academy performance. OUSD/P & R requires and receives reports on academy performance from the services. While data submitted in these reports provide perspective on current performance compared with past performance, without stated performance goals and measures, these reports do not offer OUSD/P & R or the services as good an insight into the academies performance as they could. Additionally, though the academy boards of visitors serve as an external oversight mechanism to focus attention on a wide range of issues, they also do not assess the academies' performance against established performance goals and measures. The academies do not grant waivers from academic criteria or have absolute minimum scores for admission. However, under the whole person approach, the academies can admit some applicants whose academic scores are lower than might normally be competitive for admission, but who in their totality (academics, physical aptitude, and leadership) are evaluated by academy officials as being capable of succeeding at the academy. In our review of the academy classes that started in 1998 (class of 2002), we found that despite differences among various groups of students in their admissions scores and similar differences in their performance while at the academies, the differences in performance were not sizable. Some groups, such as females, performed better in some categories than the class as a whole and worse in others. Some groups (minorities, preparatory school graduates, recruited athletes, and students in the lower 30 percent of their class in terms of academic admissions scores) performed at lower levels on average in all categories than the class as a whole.
