Book excerpt: This second report, entitled "The Department for Children, Schools and Families and the Children's Plan", (HCP 213, session 2007-08, ISBN 9780215514691) from the Children, Schools and Families Committee examines the creation of the new Department for Children, Schools and Families. The Department has sole responsibility for early years education and the schooling of children between 5 and 13, but in other areas, such as education for 14-19 year olds, it operates jointly with other Government departments, in partcular the Department for Innovation, Universities and Skills. The Committee welcomes the Departmental focus on children, but expresses some reservations in regard of joint responsibility which it sees as leading to a lack of clarity in regard of responsibility and a dilution in decision making. The Committee believes clarity on which Department has specific responsibility is important, particularly with the introduction of the new Diploma system for 14-19 year olds. Also the Departments' Children's Plan does not at present have a timetable of action or a clear set of priorities and that the Department needs to be explicit on how it intends to drive improvements in services for children and familes. In total the Committee has set out 14 conclusions and recommendations covering: the new Department; the Children's Plan; Public Service Agreements; schools' funding; efficiency and productivity.

Book excerpt: In its annual examination of the Department for Children, Schools and Families' (DCSF) spending, the Children, Schools and Families Committee predicts that future funding will be much tighter than at present and the rate of spending growth will be minimal come the next Spending Review. The Committee is pleased that the Government has reaffirmed its commitment to capital investment in education, but there is concern that the review of Building Schools for the Future will lead to the programme being curtailed. To avoid doubt, the Department should make a clear statement about the programme's future. The Committee identifies key problems with the presentation of expenditure figures in the report, including confusion about which expenditure streams or grants deliver which objectives, and calls on the Department to rectify these problems in its next Annual Report. To ensure real accountability, staging points must be included for long term Public Service Agreement (PSA) targets. In order to assess whether these targets have been met, it is imperative that DCSF does not revise them at every three-yearly spending review. The Committee is disappointed that details on how DCSF achieved its efficiency savings are vague and it expects much more of the promised detail in the 2009 Departmental Annual Report.

Book excerpt: The Department for Children, Schools and Families has made progress in improving its financial management, with strong commitment at senior management and board level. The Department's ability to reach a high standard of financial management depends partly on successful working with local authorities, other partner organisations, and the schools themselves. It does, however, face specific challenges, including the need for better strategic management of its large capital programme, and to encourage better financial management in schools. The Department has built up a large capital underspend, which increased from £1.9 billion at 31 March 2008 to around £2.4 billion at the end of March 2009. Its capital expenditure programme will need to be carefully managed given the history of underspending and the challenge of bringing forward £924 million of expenditure from 2010-11 to 2009-10 as part of the Government's fiscal stimulus. At March 2008, schools in England had a net cumulative surplus of £1.9 billion. Only 1 in 5 local authorities reduced their total net school surplus in 2007-08. Local authorities are accountable for school spending and the Department should encourage them to redistribute excessive uncommitted surpluses in line with local needs. The Department was, in 2007, one of three departments which had not implemented in-year accruals accounting systems, which would help to improve the accuracy of financial forecasting and reporting. The planned introduction of a shared services arrangement for finance with procurement and personnel support should also help improve financial management and lead to efficiencies.

Book excerpt: In 2007, the Department for Children, Schools and Families commissioned Sir Peter Williams to undertake an independent review of the quality of primary mathematics teaching and his report was published in June 2008. This report evaluates, in particular: raising attainment and progress in mathematics and narrowing achievement gaps between certain pupils and their peers; and the delivery and effectiveness of the Primary National Strategy's resources and interventions and their impact on pupil and school performance. It was found that bringing greater structure and consistency to the way primary mathematics is taught, the Strategy initially helped to improve test results at Key Stage 2. Since 2000, however, attainment has levelled off. It is too early to tell if the 2007 revisions to the Strategy will deliver the step change required. The report makes recommendations on this basis.

Book excerpt: This report focusses on the FCO's financial situation and the implications of the Spending Review 2010 for its work and performance, and that of its associated body, the British Council. The FCO is one of the major departmental 'losers' in the Spending Review. Reductions in spending on the FCO, if they result in shortfalls in skilled personnel and technical support in key countries and regions, can have a serious effect in terms of the UK's relations with foreign countries, out of all proportion to the amounts of money involved, especially in relation to the UK's security and that of its Overseas Territories. Cuts to the core FCO budget of even 10% may have a damaging effect on the Department's ability to promote UK interests overseas. The FCO will also face cuts of 55% to its capital budget. The target of raising £50 million per year through selling existing buildings may be difficult to achieve, and may not secure savings in the long-term. A further reduction in the opportunities for more junior UK-based staff to serve in overseas posts, and a consequent diminishing of experience and morale among FCO employees, could over time have a damaging effect on the quality of British diplomacy and the effectiveness of the FCO. The British Council, facing a 25% cut in spending, should give detailed information on its strategy for implementing the cut, which may well trigger fundamental rethinking of the role and work of the Council.

This book was released on 2007-12-11 with total page 176 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Children's Plan, conceived after consultation with both parents and professionals, sets out the Government's ambitions for improving children and young people's lives over the next decade. The six strategic objectives are to: secure the health and wellbeing of children and young people; safeguard the young and vulnerable; achieve world class standards; close the gap in educational achievement for children from disadvantaged backgrounds; ensuring young people are participating in achieving their potential to 18 and beyond; and keeping children and young people on the path to success. The ambition depends on all children's services working together at the local level and the final chapter looks at the systems which are needed for this to happen
