Book excerpt: It has been estimated that over 60 asphalt mix designs are being specified by the various local governments and design consultants in the Denver metropolitan area. As material batches are ordered for delivery to these various agencies, the producers are required to constantly change their mixing formulations and plant operations. This constantly changing process results in inefficiencies in production time and cost to the buyer, as well as variability in the process. The problem is intensified when towns and communities order small amounts of material for a local street project. In March, 1994 a Government Forum was held in conjunction with the annual meeting of the Colorado Asphalt Pavement Association. At this forum, a decision was made to organize a Task Force to address this problem and provide recommendations for asphalt paving materials in the Denver Metropolitan area. This report presents the recommendations of that Task Force. The recommendations include gradation, asphalt cement type, additives, RAP, voids, and laboratory design properties. Four standard mixes were identified.

Book excerpt: A program has begun in Colorado to prove that HMA pavements can be effectively constructed at intersections and provide significant benefits to the owner. To many highway agencies, performance, construction speed, and cost are the three key issues to consider when rehabilitating or reconstructing high traffic intersections. Therefore, demonstration projects were organized by the Colorado Asphalt Pavement Association (CAPA) to demonstrate performance, construction speed and cost advantages over PCC pavements at high traffic intersections in Colorado. This paper documents the planning, design, and construction processes that were followed to successfully build an HMA pavement at an intersection carrying over 7.7 million 18 kip (8200 kg) ESALs for a 20-year design.

Book excerpt: Documents the construction and performance of the research study which was initiated to address section 1038(d) of the 1991 Intermodal Surface Transportation Efficiency Act (ISTEA). The project selected to demonstrate the crumb rubber process was located on Platt Canyon (SH 75) from Bowles to C470 in the Denver metropolitan area. The project was a low volume roadway and quantities of crumb rubber introduced into the mix were minimal. This was to reduce risk in terms of premature failure and Colorado's limited experience with crumb rubber. Because of this limited experience, the "dry" process was selected. The project contained four different mix designs. A mix containing 1% [20 lb/ton (10 kg/Mg)] crumb rubber, a mix containing 1 lb/ton (0.5 kg/Mg), a mix containing 3 lb/ton (1.5 kg/Mg) and a mix which contained no rubber were placed on the project.

Book excerpt: Corrosion of reinforced concrete structures has been a significant problem for many state and transportation agencies since the application of deicing salts was introduced. Much research has been conducted to develop corrosion protection systems that can prolong the life span of reinforced concrete structures. The Colorado Department of Transportation (CDOT) has several routine and experimental measures to prevent corrosion of the rebar including epoxy-coated rebar, calcium nitrite admixture, organic corrosion inhibitors, a thick cover of quality concrete, and a waterproofing membrane covered by an asphalt overlay. An extensive literature review was performed to collect information on various corrosion protection systems that have been used in the U.S. and around the world. Current CDOT practices in terms of corrosion protection measures were reviewed. A draft inspection plan for Colorado's bridge structures was proposed.

The field evaluation consisted of visual inspection, fault measurement, profile measurement and distress survey. A set of falling weight deflectometer (FWD) measurements was also acquired to assess the structural responses and to evaluate load transfer efficiency between the slabs. The results of this study demonstrated that fast track concrete can be as durable as the conventional concrete pavement. After seven years of being in service the pavement has shown no sign of fatigue, only some minor distresses unrelated to fast track techniques.

Book excerpt: The purpose of the research conducted was to determine if aggregate degradation takes place and to measure the possible degree of degradation after bituminous mixtures are heated inside the NCAT Asphalt Content Tester. A study was conducted which compared the original aggregate blend (control specimens) to the residual aggregate blend (experimental specimens) obtained after several bituminous mixtures were heated inside the NCAT Asphalt Content Tester. The control specimens and the experimental specimens used to produce the bituminous mixtures were the result of an aggregate sample which was split three times. Two methods of analysis were used to review the gradation results.

Available in PDF, EPUB and Kindle. Book excerpt: This guidebook presents a methodology that uses performance measures common to various transportation modes to perform simplified corridor/project analyses. Evaluation of performance across alternatives and modes is done through a series of manual worksheets by applying an approach based on five core areas including measures of mobility, agency cost, safety, user costs, and air quality. The evaluation can be limited to an analysis based on measures of effectiveness (MOE) or completed to include a measure of economic efficiency. To calculate the measures for each of the core areas, the analyst must describe the corridor or project to be analyzed, conceptualize the alternatives to be examined, collect baseline data pertinent to those alternatives and the chosen analysis framework, and aggregate the corridor into logical segments. For cases where some local data are unavailable, the guidebook includes a series of reference tables with default and average values for variables and parameters involved in the evaluation. After the MOEs under the baseline, No-build, and alternative conditions for each analysis year are summarized, the analyst can employ a multi-criteria ranking approach to select the best alternative action based on performance measures or perform an economic efficiency analysis.

Book excerpt: This report presents Tables and Figures which summarize the HBP Quality Level Analysis (QLA) for projects completed in 1996, the second season using the latest significant revision to the specifications. The quality Level (QL) for the elements (sieve analysis, asphalt content, and pavement density) and the item composites are summarized. While QL determines Pay Factor (PF), it is also used to rank contractors' performance. The item QL improved 1.3 percentage points in 1996 over 1995. But the incentive/disincentive payments were not sufficient to cause some of the contractors to improve their process control. Both, the better and porrer performing contractors show up with similar rankings from year to year. The QLA specifications essentially are serving satisfactorily. Implementation: The PF formulas were modified for the 1997 season so as to make the pF continuous in relation to the QL, rather than in steps as has been the procedure. It is suggested the methods of applying weight factors to the element QL's for PF calculations be reviewed for possible changes. Some other changes in the specification and computer software are needed.

Book excerpt: Traffic modelling is one means of being able to predict time-varying traffic conditions in an urban roadway network to support traveler information systems and traffic management advisories. The development and testing of DYMOD (a dynamic traffic assignment model) was implemented in the Denver metro area to predict observed volumes and speeds during a typical weekday peak period (5am - 10am). On average, predicted flows agreed to within 12% of actual 5-minute volumes on I-25 through lanes at the detector locations. DYMOD was also able to model incident conditions to generate route diversion planning strategies during lane blocking accidents and to estimate vehicle hours of delay.

Information was collected on the size and type of each avalanche path, the historical frequency of avalanche occurrences, the number of avalanche tracks, the length of highway exposed, the volume of traffic on the road, the traffic peak characteristics, the speed of traffic and the consequences of an avalanche encounter with a vehicle. This information was used to generate an Avalanche Hazard Index (AHI) for Colorado Highways. The concept of the AHI has been used in the past as a quantitative measure of the avalanche hazard to traffic. The AHI values calculated in this study are considered relative values and can be used to compare the hazards of particular avalanche paths or avalanche prone routes in Colorado.

This book was released on 1995 with total page 46 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report documents the test done on noise emission levels found on vehicles in Colorado. It justifies modifications of the STAMINA 2.0 traffic noise prediction model for use in Colorado. Vehicle noise emission measurements were made in accordance with FHWA Report No. DP-45-1R. It was determined that STAMINA 2.0 (with FHWA default emission rates) over predicts the noise levels by approximately 4 dBA and that adjustments to the emission rates in the model should be made. Based on this study CDOT was allowed by FHWA to change the emission rates in STAMINA 2.0. This change in the model has reduced the cost of noise mitigation by reducing height and extent of noise barriers.
