In When Small States Make Big Leaps, Darius Ornston reveals how these historically low-tech countries managed to assume leading positions in new industries such as biotechnology, software, and telecommunications equipment. In each case, countries used institutions that are commonly perceived to delay restructuring to accelerate the redistribution of resources to emerging enterprises and industries. Ornston draws on interviews with hundreds of politicians, policymakers, and industry representatives to identify two different patterns of institutional innovation and economic restructuring. Irish policymakers worked with industry and labor representatives to contain costs and expand market competition. Denmark and Finland adopted a different strategy, converting an established tradition of private-public and industry-labor cooperation to invest in high-quality inputs such as human capital and research. Both strategies facilitated movement into new high-tech industries but with distinctive political and economic consequences. In explaining how previously slow-moving states entered dynamic new industries, Ornston identifies a broader range of strategies by which countries can respond to disruptive challenges such as economic internationalization, rapid technological innovation, and the shift to services.

The Great Recession has had a severe impact on public finances in the Netherlands and in many other EU member states. While the pace of fiscal consolidation remains a very controversial topic, few would dispute the need to move public finances towards a more sustainable trajectory at some point in the future. Given that social spending constitutes the largest share of public expenditure in the Netherlands, it is inevitable that the questions about the affordability of existing welfare programs are being raised. The modern welfare state is also affected by various long-term structural changes in our society. Population aging is creating additional demands on the pension, health and long-term care systems at the same time when governments are looking for ways to cut public spending. Globalization makes capital and labor more mobile. This makes raising fiscal revenue to pay for the social services and transfers more challenging. Skill-biased technical change destroys many medium- and low-skilled jobs and contributes to raising inequality. Family patterns are changing as well, bringing about new risks. All these trends and challenges point to a clear bottom line: the welfare state has to change. King Willem-Alexander in his Speech from the Throne in September 2013 essentially announced that the old welfare state is dead and has to be replaced with a ‘participation society’. The new HCSS report Beyond the Welfare State takes a broad look at the welfare state: its historical evolution, and its different types in various countries. The report provides an in-depth study of several economic and societal trends that create substantial challenges for the welfare state. It also examines the efforts to reform various aspects of the welfare state that have been undertaken so far in a number of European countries. Finally, it outlines general approaches and principles that can serve as a basis for reforming the welfare state.

Spain’s weak productivity performance has been linked to the dominance of many low-productivity small firms and inefficient allocation of resources. The biggest gain can be expected from lowering regulatory barriers to competition and the cost of doing business, including at the regional level. Further improving the access to equity and credit financing, in particular for innovative start-up companies, and addressing potential disincentive effects of size-contingent rules, can also make important contributions to raising productivity growth. Supporting innovation through increasing the efficiency of Research and Development (R&D) incentives and enhancing the private R&D investment should generate positive spillovers, which are difficult to capture empirically.
