Cet ouvrage rappelle d'abord ces contraintes démographiques, climatiques et environnementales qui pèseront sur la disponibilité de ressources à l'horizon 2050, et traite ensuite des facteurs d'évolution de la demande alimentaire, des moyens techniques et économiques d'y faire face, et enfin des conditions d'un équilibre possible. Une synthèse est proposée en début de volume. Des recommandations y sont faites, destinées aux pouvoirs publics français pour les éclairer sur leur politique nationale et internationale, mais aussi à la société civile, qui est concernée car les problèmes ne sont pas seulement scientifiques ou technologiques : ils mettent aussi en jeu les comportements individuels des producteurs et des consommateurs. However, there are large variations in the amounts of water available to nations and regions, and growing concern surrounding the uncertainty associated with these supplies, due in large part to natural and human impacts on the water cycle. The need for alternative sources of fresh water has also been aggravated by the large influx of guest workers and significant improvements in the quality of life among Gulf populations. Therefore supplies are augmented by alternative sources—mainly desalinization, which meets most of the needs of these countries. However, this comes at a great financial cost as it is an extremely energy intensive process and has associated security risks, but many still see desalination as the only viable means of ensuring water supply in the region. Global food security also faces an uncertain future. The Gulf states suffer from a substantial food gap, and all the countries of the region are net food importers. The increase in the region’s population, rising income levels, and harsh weather conditions that prevent the increase of local food production, have resulted in a vast increase in the region’s food imports. The ECSSR 17th Annual Conference, Water and Food Security in the Arabian Gulf, held at the Center on March 26–27, 2012 in Abu Dhabi, and the resultant papers contained in this volume, provide a detailed investigation of the food and water security challenges facing the region. They explore water and food resource management strategies and policies in the Gulf states, the global geopolitics of water security, future demand trends in the Arabian Gulf region, and the particular challenges faced by the UAE in ensuring a reliable supply of food and water in the coming decades.

Book excerpt: This book is a collection of overview articles showing how space-based observations, combined with hydrological modeling, have considerably improved our knowledge of the continental water cycle and its sensitivity to climate change. Two main issues are highlighted: (1) the use in combination of space observations for monitoring water storage changes in river basins worldwide, and (2) the use of space data in hydrological modeling either through data assimilation or as external constraints. The water resources aspect is also addressed, as well as the impacts of direct anthropogenic forcing on land hydrology (e.g. ground water depletion, dam building on rivers, crop irrigation, changes in land use and agricultural practices, etc.). Remote sensing observations offer important new information on this important topic as well, which is highly useful for achieving water management objectives.Over the past 15 years, remote sensing techniques have increasingly demonstrated their capability to monitor components of the water balance of large river basins on time scales ranging from months to decades: satellite altimetry routinely monitors water level changes in large rivers, lakes and floodplains. When combined with satellite imagery, this technique can also measure surface water volume variations. Passive and active microwave sensors offer important information on soil moisture (e.g. the SMOS mission) as well as wetlands and snowpack. The GRACE space gravity mission offers, for the first time, the possibility of directly measuring spatio-temporal variations in the total vertically integrated terrestrial water storage. When combined with other space observations (e.g. from satellite altimetry and SMOS) or model estimates of surface waters and soil moisture, space gravity data can effectively measure groundwater storage variations. New satellite missions, planned for the coming years, will complement the constellation of satellites monitoring waters on land. The 2010 GHI is the fifth in an annual series that records the state of global, regional, and national hunger. The 2010 GHI shows some improvement over the 1990 GHI, falling by almost one-quarter, but overall the index for hunger in the world remains at a level characterized as serious. The GHI captures three dimensions of hunger: insufficient availability of calories, shortfalls in the nutritional status of children, and child mortality. Accordingly, the Index includes the following three equally weighted indicators: the proportion of people who are undernourished, as estimated by the Food and Agriculture Organization of the United Nations (FAO); the prevalence of underweight in children under the age of five, as compiled by the World Health Organization (WHO); and the under-five mortality rate, as reported by the United Nations Children's Fund (UNICEF).
