Book excerpt: Liberalized autocracy is a system of rule allowing for a measure of political openess and competition in the electoral, party, and press arenas, while ensuring that power rests in the hands of ruling regimes. While the United States supports such hybrid systems, whether the gap between words and deeds should or can be closed or narrowed is a complex question, since a sudden move from state-managed liberalization to democracy could open the door to Islamist power.

Book excerpt: In the wake of September 11 through the U.S. invasion of Iraq, a key tenet of U.S. foreign policy has been that promoting democracy in the Arab world is an important strategy in reducing terrorism; at the same time, some policymakers and analysts have held that democracy has nothing to do with terrorism -- or even that the growth of democracy in the Middle East may exacerbate political violence. However, scant empirical evidence links democracy to terrorism, positively or negatively. This study examines whether such links exist by exploring the effects of liberalization processes on political violence in Egypt, Jordan, Bahrain, Saudi Arabia, Algeria, and Morocco from 1991 to 2006. Drawing on data on the incidence of terrorist violence, extensive fieldwork and interviews in each of the six countries, and primary and secondary literature from and about each country, Kaye et al. find that political reforms have, in some instances, helped to marginalize and undercut extremist actors, but that these effects tend to be short-lived if reforms fail to produce tangible results. Moreover, when regimes backtrack on even limited openings, the risks of instability and violence increase.

Book excerpt: Since the uprisings of 2010 and 2011, it has often been assumed that the politics of the Arab-speaking world is dominated, and will continue to be dominated, by orthodox Islamic thought and authoritarian politics. Challenging these assumptions, Line Khatib explores the current liberal movement in the region, examining its activists and intellectuals, their work, and the strengths and weaknesses of the movement as a whole. By investigating the underground and overlooked actors and activists of liberal activism, Khatib problematizes the ways in which Arab liberalism has been dismissed as an insignificant sociopolitical force, or a mere reaction to Western formulations of liberal politics. Instead, she demonstrates how Arab liberalism is a homegrown phenomenon that has influenced the politics of the region since the nineteenth century. Shedding new light on an understudied movement, Khatib provokes a re-evaluation of the existing literature and offers new ways of conceptualizing the future of liberalism and democracy in the modern Arab world.

Book excerpt: A comprehensive assessment of the origins and staying power of Middle East autocracies, as well as a sober account of the struggles of state reformers and opposition forces to promote civil liberties, competitive elections and a pluralistic vision of Islam. Drawing on the insights of some 25 leading Western and Middle Eastern scholars, the book highlights the dualistic and often contradictory nature of political liberalization. Yemen suggest, political liberalization - as managed by the state - not only opens new spaces for debate and criticism, but is also used as a deliberate tactic to avoid genuine democratization. In several chapters on Iran, the authors analyze the benefits and costs of limited reform. There, the electoral successes of President Mohammad Khatami and his reformist allies inspired a new generation but have not as yet undermined the clerical establishment's power. By contrast, in Turkey a party with Islamist roots is moving a discredited system beyond decades of conflict and paralysis, following a stunning election victory in 2002. force for change. While acknowledging the enduring attraction of radical Islam throughout the Arab world, the concluding chapters carefully assess the recent efforts of Muslim civil society activists and intellectuals to promote a liberal Islamic alternative. Their struggles to affirm the compatibility of Islam and pluralistic democracy face daunting challenges, not least of which is the persistent efforts of many Arab rulers to limit the influence of all advocates of democracy, secular or religious.

Available in PDF, EPUB and Kindle. Book excerpt: Rethinking Arab Democratization unpacks and historicizes the rise of Arab electoralism, narrating the story of stalled democratic transition in the Arab Middle East. It provides a balance sheet of the state of Arab democratization from the mid-1970s into the 21st century. In seeking to answer the question of how Arab countries democratize and whether they are democratizing at all, the book pays attention to specificity, highlighting the peculiarities of democratic transitions in the Arab Middle East. To this end, it situates the discussion of such transitions firmly within their local contexts, but without losing sight of the global picture, namely, the US drive to control and 'democratize' the Arab World. The book rejects 'exceptionalism', 'foundationalism', and 'Orientalism', by showing that the Arab World is not immured from the global trend towards political liberalization. But by identifying new trends in Arab democratic transitions, highlighting their peculiarities and drawing on Arab neglected discourses and voices, the book pinpoints the contingency of some of the arguments underlying Western theories of democratic transition when applied to the Arab setting. Oxford Studies in Democratization is a series for scholars and students of comparative politics and related disciplines. Volumes concentrate on the comparative study of the democratization process that accompanied the decline and termination of the cold war. The geographical focus of the series is primarily Latin America, the Caribbean, Southern and Eastern Europe, and relevant experiences in Africa and Asia. The series editor is Laurence Whitehead, Official Fellow, Nuffield College, University of Oxford.

Available in PDF, EPUB and Kindle. Book excerpt: In 2003, President Bush lamented, "Sixty years of Western nations excusing and accommodating the lack of freedom in the Middle East did nothing to make us safe," transforming democracy promotion into a national security priority. According to this logic, America must promote democracy as an antidote to terrorism; democracy promotion could no longer be relegated to obscure bureaus of the U.S. government. After 9/11 revealed the threats posed by extremism emanating from the Middle East, the Bush administration no longer considered democracy in the Arab world a luxury. To be sure, the destabilizing events that have unfolded in Iraq and the broader region since 2003 have led to a backlash against democracy promotion in the Middle East, and to some extent, against the United States as well. Moreover, democracy promotion never secured a very high level of support or resources from the U.S. administration even at the height of its popularity. But given the prominent role of democracy promotion in the broader U.S. strategy for the Middle East, it is curious that so little research has empirically explored the relationship between democracy and terrorism. This study is an attempt to fill this gap, examining six Arab cases in depth. Rather than ask whether democracy can stop terrorism, the authors explore how liberalization processes can influence calculations regarding political violence in various domestic contexts (recognizing that there are no democracies, and arguably no genuine democratization processes, in the Arab world today). Has the introduction of political reforms into the Arab Middle East alleviated terrorism and violent extremism? If so, in what ways and under what conditions? If not, why? Can the reversal of reforms and a return to repressive policies increase the risk of terrorism over time? In short, what are the effects of liberalization processes on the resort to political violence in this critical area of the world?

This book examines the major reasons underlying the persistence of this democracy deficit over the past decades, drawing on case studies from across the Arab world to explore economic development, political institutions and social factors, and the impact of oil wealth and regional wars.
