Available in PDF, EPUB and Kindle. Book excerpt: "Satu Riutta asks whether civic education initiatives - to which huge sums of donor funds and effort are devoted annually - actually promote political participation among the rural poor in nascent democracies. Does raising awareness about citizen rights and responsibilities increase participation? Are the effects of civic education greatest on collective or individual forms of participation? Do women respond differently than men? Drawing on a rich set of original data from villages in Tanzania and Zambia, Riutta casts new light on both the empowering effects and the limitations of civic education in the context of participatory development and democratization" -- Publisher's description.

Book excerpt: The Research and Education for Democracy in Tanzania project is based at the Department of Political Science and Public Administration at the University of Dar es Salaam. This is the second in a series of publications documenting scholarly opinions and research findings. Issues relating to Tanzania's political trends are discussed, with a focus on the political environment and processes that surrounded the run up to the October 1995 general elections. It brings together analytical discussions on why Tanzania is yet to establish an enlightened civil society, the weaknesses and prospects of the new political parties, and the gender imbalances and disadvantaged position of women as political actors.

It analyses the structures and management of civil groups, and their relationships with communities and government, so as to determine the extent to which they represent a force for change. Professor Mushi, widely published political scientist at the University of Dar es Salaam, argues that capactity is still limited due to a lack of resources, trained personnel and management capacity. Moreover, civil society is hampered by a lack of autonomy because the state, although withdrawing from being sole service-provider in Tanzania, still holds sway over civil groups.

Book excerpt: Research Paper (undergraduate) from the year 2017 in the subject Law - Public Law / Constitutional Law / Basic Rights, Mzumbe University (MZUMBE UNIVERSITY MAIN CAMPUS), course: LL.B, language: English, abstract: Most aspects of human life are dependent on the political make up of the state and the contemporary world has put into priority democratic forms of government as it allows the followers to have a dictative power to determine who to rule over them and under which standards the leader should conduct his reign. For that porpose democratic elections were introduced in The United Republic of Tanzania. For the purpose of ensuring democratic elections, laws are enacted and put into force both at the municipal and international levels. Also, electoral management bodies are established by the laws to execute the purpose in all democratic elections. In Tanzania two bodies act for the purpose as establised by the Constitutions inforce therein. The bodies are the National Electoral and Zanzibar Electoral Commissions (NEC and ZEC). The core principle governing the powers and operations of these commissions are independence and impartiality and the elections executed in complience with the principles are deemed free and fair (just), this is tested by the electoral stakeholders through their post electoral views and commentaries. Generally, the study is about the independence and impartiality of the commissions as to secure confidence of the public in their dealings so as to realise democratic elections in the state. The study is made up of five chapters as follows: Chapter one covers the background information, research problem, research objectives, and research methodology. Chapter two explains the conceptual framework covering the operational meanings of key words concepts and the perspectives of various levels of the universe on democratic elections. Chapter three provides the legal and institutional frameworks, while Chapter four dwells on analysis and presentation of findings of the study. The last chapter provides the conclusion and proposes recommendations to curb the researched problem.

Available in PDF, EPUB and Kindle. Book excerpt: Full parliamentary democracy did not come quickly or easily to Tanzania. In 1962, the first constitution of Tanzania as an independent republic shifted power from parliament to the executive: specifically to the presidency. In 1965, the interim constitution further eroded the powers of parliament in favour of a one party state, controlled by the Tanganyika African National Union (TANU). Parliament became little more than a token, rubber-stamping organisation. This multi-contributory study traces the development of multi-party democracy in Tanzania from the appointment of the first two chiefs to Tanganyika's colonial Legislative Council in 1945 to the present day. It highlights the struggle for supremacy between parliament and the executive during the period from 1968 to 1992, when parliament began to assert itself as a vibrant multi-party institution.

While most neighbouring states have gone through violent conflicts, Tanzania has managed to implement extensive reforms without armed political conflicts, Hence, Tanzania is an interesting case for Peace and Development research. This dissertation analyses the political development in Tanzania since the introduction of the multiparty system in 1992, with a focus on the challenges for the democratisation process in connection with the 2000 and 2005 elections. The question of to what extent Tanzania had moved towards a consolidation of democracy, is analysed by looking at nine different institutions of importance for democratisation grouped in four spheres: the state, the political, civil and economic society. Focus is on the development of the political society, and the role of the opposition in particular. The analysis is based on secondary and primary material collected between September 2000 to April 2010. The main conclusion is that even if the institutions of liberal democracy have gradually developed, in practice single-party rule has continued, manifested in the 2005 election when the CCM won 92% of seats. Despite impressive economic growth, poverty remains deep and has not been substantially reduced. On a theoretical level this brings the old debate between liberal and substantive democracy back to the fore. Neither the economic nor the political reforms have brought about a transformation of the political and economic system resulting in the poor majority gaining substantially more political influence and improved economic conditions. Hence, it is argued that the interface between the economic, political and administrative reforms has not been sufficiently considered in the liberal democratic tradition. Liberal democracy is necessary for a democratic development, but not sufficient for democracy to be consolidated. For that a substantive democratic development is necessary.

Book excerpt: Seminar paper from the year 2010 in the subject Politics - Region: Africa, grade: 1,00, Jacobs University Bremen gGmbH, language: English, abstract: While it is commonly agreed on, that being able to measure democracy precisely has become increasingly important in political science, different approaches can be taken to measure democracy. This paper compares and evaluates Freedom House (FH) and Vanhanen’s approaches and applies those to the United Public of Tanzania from 1974 to the present. While both approaches agree that Tanzania cannot be classified as a democracy, Vanhanen determines the degree of democracy on the basis of elections and their outcomes and FH by looking at the implementation of preconditions of democracy.
