Book excerpt: This is the second volume in a two-volume series of books on democratic consolidation in Eastern Europe. The first volume focused on the issue of institutional engineering. This second volume analyses the external parameters of democratic consolidation in thirteen Eastern European countries: how different international actors and various economic, cultural and security types of transnational pressures have shaped democratic politics in the region. The aim is to contrast a set of democracy theories with empirical evidence accumulated in Eastern Europe over the last ten years. The volume tries to avoid complex debates about definitions, methods and the uses and misuses of comparative research. Instead it seeks to establish what has really happened in the region, and which of the existing theories are helpful in explaining these developments. The volume is divided into two parts. The first part presents a conceptual and comparative frame of analysis, the second consists of detailed studies of individual countries undergoing democratic consolidation. Case study chapters deal with the following countries: Estonia and Latvia, Hungary, Poland, the Czech Republic, Slovakia, Romania, Bulgaria and Macedonia, the states of former Yugoslavia, Belarus and Ukraine, and finally Russia. The concluding chapter identifies a set of variables responsible for the enormous impact of external factors on democratic consolidation in Eastern Europe. It conceptualises the interplay of internal and external factors impinging upon democracy, and shows the interplay of different positive and negative types of external pressures. It also evaluates the conscious Western effort to craft or engineer democracy in Eastern Europe.

The empirical case studies deal with the following countries: Estonia, Latvia, Lithuania,Bulgaria, Romania, Ukraine, Russia, Belarus, the Czech Republic, Slovakia, Slovenia, Hungary and Poland. It concludes that the EU’s democratization role in this region was, not surprisingly, weak within this time period. However, this weak role only took shape under four domestic and transnational conditions: (a) a higher cost-benefit balance of rule transfer, (b) a lower structural difficulty a given country would need to overcome on its way towards a democratic regime, (c) increased levels of authority distribution across branches of power, and (d) a higher extent of democratic diffusion resulting from regional interactions. In those countries where these domestic and transnational conditions were present, as in Moldova, Ukraine, and Georgia, the EU’s democratizing influence was in causal terms only the tip of the iceberg. Most variation in regime dynamics remains to be explained by domestic and transnational contexts.

A widespread perception prevails in much of the region that government officials are not sufficiently subject to routinized controls by oversight agencies. Corruption, lack of oversight, impunity of state actors, and improper use of public resources are major problems in most countries of the region. Dealing with these issues is paramount to restoring and deepening democratic legitimacy. The fundamental question in this volume is how democratic leaders in Latin America can improve accountability while simultaneously promoting governmental effectiveness. These issues have acquired urgency in contemporary Latin America because of heightened public concern about corruption and improper governmental actions on the one hand, yet on the other, uncertainty about the potential tradeoff between tightened accountability of officials and effective policy results. The volume enhances understanding of three key issues. First, it enriches understanding of the state of non-electoral forms of democratic accountability in contemporary Latin America. What are some of the major shortcoming in democratic accountability? How can they be addressed? What are some major innovations in the efforts to enhance democratic accountability? A second contribution of the volume is conceptual. Accountability is a key concept in the social sciences, yt its meaning varies widely form one author to the next.
