Can the dynamics of a transition influence its outcome? Under what circumstances has democracy been consolidated in Africa? This trilogy of questions has become necessary in light of the current democratic wave engulfing Africa and the rest of the world. In examining the conditions that initiate democratic transitions, this book investigates the circumstances under which democracy movements have operated between 1980 and 1990. It concludes that, contrary to dominant democratic theory, the transitions to democracy in Africa have occurred under declining levels of development. With regard to transitions, the book recognizes that they have their own dynamics. Two main types of transitions are discerned: top-down and bottom-up. The book argues that in spite of the restrictive nature of top-down transitions, they offer a better opportunity for democratic consolidation because of the consensus between elites of the pro-democracy regime and their counterparts in the authoritarian regime, a condition that is normally absent under bottom-up transitions. Finally, relying on the cases of consolidated democracies, the book derives an African democracy model. The model delineates five main conditions that facilitate democratic consolidation, including good leadership, relevant political institutions, external support, civic space, and a reasonable level of development. It cautions, however, that these are not sufficient conditions, nor are all of them necessary. Since countries have unique historical circumstances, specific countries will have to combine conditions in the model that are relevant to that society to consolidate its democracy. The right combination will depend on the specific needs of the individual country.

Two processes by which consensual unity can be established are explored - elite settlement, the negotiating of compromises on basic disagreements, and elite convergence, a more subtle series of tactical decisions by rival elites which have cumulative effect, over perhaps a generation.

This book, the first comprehensive study of the politics of protest in postcommunist Central Europe, shows that organized protests not only continued under the new regime but also had a powerful impact on Poland's democratic consolidation. Following the collapse of communism in 1989, the countries of Eastern Europe embarked on the gargantuan project of restructuring their social, political, economic, and cultural institutions. The social cost of these transformations was high, and citizens expressed their discontent in various ways. Protest actions became common events, particularly in Poland. In order to explain why protest in Poland was so intense and so particularized, Grzegorz Ekiert and Jan Kubik place the situation within a broad political, economic, and social context and test it against major theories of protest politics. They conclude that in transitional polities where conventional political institutions such as parties or interest groups are underdeveloped, organized collective protest becomes a legitimate and moderately effective strategy for conducting state-society dialogue. The authors offer an original and rich description of protest movements in Poland after the fall of communism as a basis for developing and testing their ideas. They highlight the organized and moderate character of the protests and argue that the protests were not intended to reverse the change of 1989 but to protest specific policies of the government. One concern has to do with the institutional arrangements for governing bequeathed to the new democratic regimes by their authoritarian predecessors and with the related issue of whether presidential or parliamentary systems work better for the consolidation of democracy. In this book, Peter Siavelis takes a close look at the important case of Chile, which had a long tradition of successful legislative resolution of conflict but was left by the Pinochet regime with a changed institutional framework that greatly strengthened the presidency at the expense of the legislature. Weakening of the legislature combined with an exclusionary electoral system, Siavelis argues, undermines the ability of Chile's National Congress to play its former role as an arena of accommodation, creating serious obstacles to interbranch cooperation and, ultimately, democratic governability. Unlike other studies that contrast presidential and parliamentary systems in the large, Siavelis examines a variety of factors, including socioeconomic conditions and characteristics of political parties, that affect whether or not one of these systems will operate more or less successfully at any given time. He also offers proposals for institutional reform that could mitigate the harm he expects the current political structure to produce.
