Available in PDF, EPUB and Kindle. Book excerpt: Nelson Mandela's African National Congress won an overwhelming victory in South Africa's liberation election and repeated that triumph when the electorate went back to the polls in 1999. Whilst testifying to the enduring popularity of the ANC, these results have precipitated an emergent debate about the quality of the country's hard won democracy. In particular, a critique of the new government's performance in office has developed around the notion of the ANC as a "dominant party", one of which for demographic, historical and social reasons is unlikely to be displaced from power in an election for the forseeable future. This has led, in turn, to key questions about the role of the political parties of opposition. The debate about the ANC's dominance therefore becomes a debate about whether democracy in South Africa is just formal or whether it is real.

Download or read book No-party Democracy in Uganda written by Justus Mugaju and published by Fountain Books. This book was released on 2000 with total page 176 pages. Available in PDF, EPUB and Kindle. Book excerpt: The continuation of no-party democracy has been constitutionalised by the Constituent Assembly of Uganda, causing great controversy. The 1995 constitution provided for a referendum to be held in the year 2000 to enable Ugandans to revisit the question of political systems and choose between multiparty, no-party and any other form of democracy. The eight contributors including Professor Ali Mazrui, examine the case for and against multipartyism, the justification for no-party democracy as well as its myths and realities, and the wider ideological implications of movement politics in the Great Lakes region. They also explore the possibilities of bridging the gap between movementists and multipartyists in order to adopt a political system based on the widest consensus possible among the people in Uganda.
Book Synopsis Electoral Systems and Democratization in Southern Africa by : Andrew Reynolds
Download or read book Electoral Systems and Democratization in Southern Africa written by Andrew Reynolds and published by OUP Oxford. This book was released on 1999-01-28 with total page 356 pages. Available in PDF, EPUB and Kindle. Book excerpt: The design of electoral systems and executive types is increasingly being recognized the key lever of constitutional engineering to be applied in the interests of political accommodation and stability in ethnically divided societies. In this groundbreaking comparative study of democratic design in Southern Africa, Andrew Reynolds finds that the decisions about how to constitute representative parliaments have wide ranging effects on the type of parties and party system that develops, the nature of executive-legislative relations, and the inclusiveness of both majority and minority interests in the process of governance. While electoral system design is the primary focus of the book, the related constitutional issues of whether to choose a presidential or parliamentary system, and whether to entrench consensual, consociational or majoritarian government are also discussed. Analysing the experiences of Malawi, Namibia, South Africa, Zambia, and Zimbabwe, the author presents a host of revealing conclusions that help shed light on the success or failure of democratic design in other fledgling democracies, in both Africa and beyond.
