Book Synopsis Responsibility and Partnership in Swedish Aid Discourse by : Gudrun Dahl
Download or read book Responsibility and Partnership in Swedish Aid Discourse written by Gudrun Dahl and published by Nordic Africa Institute. This book was released on 2001 with total page 34 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 1997 the Swedish Ministry for Foreign Affairs elaborated a ‘New Policy for Africa’. Its purpose was to co-ordinate the country’s cultural assistance, trade and development aid to African countries by giving these activities a frame of common goals and an ideological rationale, emphasising ‘partnership’ rather than ‘solidarity’ or ‘aid’. This paper analyses the metaphors and paradoxes of the rhetorical draping of the policy as presented in the main report and the speeches of various officials. Of particular concern is what image of moral and reciprocal relations the policy mediates.

Book Synopsis Exporting Democracy by : Peter J. Schraeder
Download or read book Exporting Democracy written by Peter J. Schraeder and published by Lynne Rienner Publishers. This book was released on 2002 with total page 314 pages. Available in PDF, EPUB and Kindle. Book excerpt: In recent years, debates within academic and policymaking circles have gradually shifted - from a Cold War focus on whether democracy constitutes the best form of governance, to the question of whether (and to what degree) international actors should be actively involved in democracy promotion. This book offers the first comprehensive analysis of international efforts to promote democracy during the post-World War II period, with an emphasis on developments since 1989. The authors assess the efforts of major industrialized democracies, multilateral actors, and NGOs. They find that the success of these endeavors is constrained by several realities, ranging from the often significant gap between the rhetoric and the reality of actual policies, to the dilemma that occurs when the goal of democracy clashes with other foreign policy interests. The first comprehensive analysis of international efforts to promote democracy during the post-World War II period, with an emphasis on developments since 1989.
Book Synopsis The EU's Approach to Human Rights Conditionality in Practice by : Elena Fierro
Download or read book The EU's Approach to Human Rights Conditionality in Practice written by Elena Fierro and published by BRILL. This book was released on 2021-10-18 with total page 448 pages. Available in PDF, EPUB and Kindle. Book excerpt: Human rights in the external relations of the EU may manifest itself in different manners; one of them is the conditionality policy that the EU applies to third countries. This study intends to explore the modalities of this conditionality policy, as well as its nature and reach. It also analyzes how the policy could be improved and be made more coherent and effective. The point of departure is the division made between two modes of conditionality: ex ante and ex post. In the first case the EU issues conditions, which must be fulfilled before the negotiation or conclusion of a given agreement or an action with a view to strengthening the relations. The second case, conditionality ex post , is when conditions are allready part of an agreement or an established relation. The so-called human rights clause, or democratic clause, incarnates the second modality. This study explores both types of conditionality, but puts a special emphasis on the second, given its legal nature, its reciprocity, and its systematic inclusion in all framework agreements. It is argued here that this clause could represent the basis of a fully-fledged human rights policy of EU. At present, however, the implementation of the clause has been fragmentary. The interpretation that has prevailed (the human rights clause being a mechanism of exclusively punitive nature), has constituted an obstacle for its implementation. In addition, the clause has been activated only as a response to breaches of democratic principles (and not human rights) in the ACP countries ( and not other regions). The human rights clause has been the victim of the 'sectorial approaches' where policy choices were determined by the instrument at issue. It is about time for the EU to revisit the interpretation of the clause in order to make of it a dynamic instrument, integrated in a global and coherent external human rights policy.

Book excerpt: "Scandinavian countries are routinely considered exceptional for their commitment to development cooperation, peace mediation, and humanitarian action. This book highlights how the political culture of Scandinavia is indeed characterized by the idea of doing good on the world stage, but then shows how this "Scandinavian Humanitarian Brand" is an asset that policymakers and others can capitalize on to legitimize policy interventions and ideas, or to advance commercial, diplomatic, and security interests. Providing case studies from all Scandinavian countries, this book shows how the brand is made, reinforced, and used in a variety of policy contexts, from foreign aid and humanitarian assistance; to military operations, peace-building, and mediation; to migration policy, global health and international cooperation. A key objective of the book is to explain why the Scandinavian Humanitarian Brand retains such apparent resilience in a time when Scandinavia's characteristic approach to world affairs seems challenged from many sides at once. This title is also available as Open Access on Cambridge Core"--

This fifteen-Year Retrospective on the Right to Food Guidelines helps us look back and understand what has worked and why, where the bottlenecks lie, and how governments and their partners can be most effective in the fight against hunger and malnutrition.
