Available in PDF, EPUB and Kindle. Book excerpt: As the influence of labor unions declines in many industrialized nations, particularly the United States, the influence of workers has decreased. Because of the need for greater involvement of workers in changing production systems, as well as frustration with existing structures of workplace regulation, the search has begun for new ways of providing a voice for workers outside the traditional collective bargaining relationship. Works councils—institutionalized bodies for representative communication between an employer and employees in a single workplace—are rare in the Anglo-American world, but are well-established in other industrialized countries. The contributors to this volume survey the history, structure, and functions of works councils in the Netherlands, Germany, France, Spain, Sweden, Italy, Poland, Canada, and the United States. Special attention is paid to the relations between works councils and unions and collective bargaining, works councils and management, and the role and interest of governments in works councils. On the basis of extensive comparative data from other Western countries, the book demonstrates powerfully that well-designed works councils may be more effective than labor unions at solving management-labor problems.

Available in PDF, EPUB and Kindle. Book excerpt: What future is there for the left, faced with the challenges of the twenty-first century? Based on a lifetime's experience in politics, Marta Harnecker addresses the crisis facing the left today. At its heart, this book is a critique of social democratic realpolitik. Harnecker reminds us that, contrary to today's orthodoxy, politics is not the art of the possible but the art of making the impossible possible by building a social and political force capable of changing reality. She believes that the social experiments being carried out in Latin America today hold out hope that an alternative to capitalism is possible; they are essentially socialist, democratic projects in which the people are the driving force. To create a real alternative to capitalism, though, the left must change. Rebuilding the Left offers real hope to those who still believe that we can create a different world.

Available in PDF, EPUB and Kindle. Book excerpt: European union movements played a central role in promoting a "Europeanmodel of society", a humane industrial relations system, high labor standards, generous welfare states, and collective political representation which reached its pinnacle in the post-World War II era. The recent shift to lower growth, rising unemployment, renewed European integration, neo-liberalism, and globalization has challenged this "European Model" and the unions' place in it. These essays, written by some of the leading scholars in the field, examine responses of six major European union movements to the dramatic changes in economic and political conditions in the last two decades. They are the result of a group research effort and are based on a common framework which lends it quite an exceptional coherence.

Available in PDF, EPUB and Kindle. Book excerpt: Royo examines how national-level social bargaining was established in Portugal and Spain during the last two decades, despite unpropitious institutional and structural conditions. He argues that this development was the result of the reorientation of the strategies of the social actors. With their support for these macro-economic agreements labor unions sought to participate in labor and economic reforms and avoid the implementation of unilateral policies on the part of governments, while mitigating the decline in their bargaining power at the workplace level. In addition, Royo contends that a process of institutional learning and increasing autonomy by unions from political parties, particularly in Spain, have further enhanced social dialogue and led the social actors to conclude that previous confrontational strategies were detrimental to the interests of their constituencies and threatened their own survival. Royo claims that the emergence of new institutions to promote tripartite social bargaining in both countries resulted in the institutionalization of the bargaining process and contributed to a transformation in the pattern of industrial relations. Of particular interest to scholars and researchers involved with Iberian politics, labor, and political economy.
