Book excerpt: Floro Ernesto Caroleo and Francesco Pastore This book was conceived to collect selected essays presented at the session on “The Labour Market Impact of the European Union Enlargements. A New Regional Geography of Europe?” of the XXII Conference of the Italian Association of Labour Economics (AIEL). The session aimed to stimulate the debate on the continuity/ fracture of regional patterns of development and employment in old and new European Union (EU) regions. In particular, we asked whether, and how different, the causes of emergence and the evolution of regional imbalances in the new EU members of Central and Eastern Europe (CEE) are compared to those in the old EU members. Several contributions in this book suggest that a factor common to all backward regions, often neglected in the literature, is to be found in their higher than average degree of structural change or, more precisely, in the hardship they expe- ence in coping with the process of structural change typical of all advanced economies. In the new EU members of CEE, structural change is still a consequence of the continuing process of transition from central planning to a market economy, but also of what Fabrizio et al. (2009) call the “second transition”, namely that related to the run-up to and entry in the EU.

Available in PDF, EPUB and Kindle. Book excerpt: In the past fifteen years, microsimulation models have become firmly established as vital tools for analysis of the distributional impact of changes in governmental programmes. Across Europe, the US, Canada and Australia, microsimulation models are used extensively to assess who are the winners and losers from proposed policy reforms; this is now expanding into new frontiers, both geographically and in terms of policy areas. With contributions from more than 60 international experts, this volume offers a comprehensive introduction to the state of microsimulation internationally, illustrating a wide range of new applications and approaches. It will be of relevance to government policy makers, social policy planners, economists and those concerned with predicting the impact of public policy change and to academics in a variety of disciplines, especially social and public policy, human geography, development studies and economics.

Book excerpt: The Australian Defence Force, together with military forces from a number of western democracies, have for some years been seeking out and killing Islamic militants in Iraq, Syria and Afghanistan, detaining asylum seekers for periods at sea or running the judicial systems of failed states. It has also been ready to conduct internal security operations at home. The domestic legal authority cited for this is often the poorly understood concept of executive power, which is power that derives from executive and not parliamentary authority. In an age of legality where parliamentary statutes govern action by public officials in the finest detail, it is striking that these extreme exercises of the use of force often rely upon an elusive legal basis. This book seeks to find the limits to the exercise of this extraordinary power.

Book excerpt: Listed in top 50 Management Books for 2006 in the Australian Financial Review BOSS magazine, January 2007, Volume 8.In The Labour Market Ate My Babies Barbara Pocock, acclaimed author of The Work/Life Collision, examines the impact of modern working life on our children. In this book, young Australians from all over the country, city and the bush, rich and poor, talk about the good and bad of parental work - the trade off between money and time, consumer riches versus time for each other. Pocock argues that the modern labour market is having a huge impact on today's youth and eating into our capacity to care. Children have become a 'market'. Caring for kids and selling to kids is big business, as stressed, time-poor parents struggle to care for their children and salve their guilt with presents and pocket money. How will this future generation of workers weigh up the labour market and organise their lives? The Labour Market Ate My Babies argues that a sustainable future requires new policy approaches to work that incorporate the perspectives of children. We should:ensure that parents get the time they need away from work when they need it help parents get a good fit between how they want to work, and how they have to provide quality, low cost, public childcare options stop advertising to kids in ways that stimulate an early work/spend cycle. It's good to get money coming in and probably it's good to work as hard as you can when you're younger so when you're older you can retire with some money. But there should probably be a limit to how much before your relationships with other people start to strain because you are never there (Adam, 16)

Available in PDF, EPUB and Kindle. Book excerpt: In the absence of public provision, many governments rely on the market to meet childcare demand. But who are the actors shaping this market? What work do they do to marketize care? And what does it mean for how childcare is provided? Based on an innovative theoretical framework and an in-depth study of the New Zealand childcare market, Gallagher examines the problematic growth of private, for-profit childcare. Opening the 'black box' of childcare markets to closer scrutiny, this book brings to light the complex political, social and economic dynamics behind childcare provisioning.

Available in PDF, EPUB and Kindle. Book excerpt: Gender inequality is profoundly unjust and in clear contradiction to the philosophy of the ‘fair go’. In spite of some action by recent governments, Australia has fallen behind in policy and outcomes, even as the G20 group of nations, the Organisation for Economic Co-operation and Development and the International Monetary Fund are paying renewed attention to gender inequality. Tax, Social Policy and Gender presents new research on entrenched gender inequality in a comparative framework of human rights and fiscal sustainability. Ground-breaking empirical studies examine unequal returns to education for women and men, decision-making about child care by fathers and mothers, the history and gendered effects of the income tax and family payments, and women in the top 1 per cent. Contributors demonstrate how Australia’s tax, social security, child care, parental leave, education, work and retirement income policies intersect to compound gender inequality. Tax, Social Policy and Gender calls for a rethinking of equality and efficiency in tax and social policy and provides new policy solutions. It offers a pathway to achieve gender mainstreaming for women’s economic security and the wellbeing of all Australians.

Book excerpt: An Interdisciplinary Approach to Early Childhood Education and Care explores early childhood education and care in Australia from a variety of perspectives, highlighting the complexity of working within the field and the need for a truly interdisciplinary approach. It argues that only a holistic understanding of each perspective will allow a clear future for early childhood education within Australia, and that all government parties should provide better outcomes around policy and provision to ensure the support and development of the sector. Chapters offer insights into how children and families are positioned in educational reform by examining current government policy, as well as individual and collective initiatives. Key paradigms considered include positivist, behavioural, developmental, economic, sociocultural, and postmodern models. Garvis and Manning identify challenges to the field and propose improvements needed to develop an interdisciplinary approach to help close the disadvantage gap on educational outcomes. With recommendations aimed at stakeholders within different disciplines, it is hoped that this book will encourage significant improvements to early childhood education and care within Australia. Providing important insights into the landscape of early childhood education and care, this book will promote new ways of thinking of policy and provision development for the future. As such, it will be of interest to researchers, academics, and postgraduate students in the fields of early years education, education policy and politics, and sociology of education, as well as those studying childcare alongside economics, criminology and sociology.
