Book excerpt: Definition and Selection of Competencies: Theoretical and Conceptual Foundations (DeSeCo) is part of OECD's effort to develop over time a coherent strategy for defining, selecting and assessing key competencies for individuals to lead an overall successful and responsible life and for society to face the challenges of the present and the future. As part of the continuing work of the project, DeSeCo has elicited additional input from experts from the fields of education research, civics, and assessment to provide further insight into the conceptual underpinnings towards a framework for the definition and selection of key competencies. The papers presented here represent the fruits of that labour. The education paper, prepared by Daniel Keating, was commissioned to examine, from an education research perspective, the theory that relates the structure and functions of the competencies identified by DeSeCo to work in education, both in terms of conceptualization of a competency itself and in terms of how competencies relate to each other. Also of interest was the current and/or ideal role of societal institutions in promoting, fostering, and transmitting key competencies within the population. A second paper, written by Barbara Fratczak-Rudnicka and Judith Torney-Purta, was intended to identify competencies needed by everyone to participate actively and fully in civic and political life, their relationship to DeSeCo's framework, and address the issue of what methodologies are appropriate for assessing such competencies. The third and final paper, submitted by Tim Oates, sought to provide an analysis of theoretical work regarding issues surrounding the defining and measuring of key competencies and eventual indicator development, a previously unexamined topic in DeSeCo. Together these papers are designed to contribute substantially to the evolving conceptual framework for key competencies that is both rooted in scientific theory and interpretable in policy terms.
