The document describes the coastal zone, its physical and ecological characteristics, settlements and infrastructure, economic value, diversity and value of resources, coastal threats, and state of the environment; the key issues, including environmental and resource protection, conflict resolution, resource access, and jurisdiction; goals and objectives in management; and implementation, including the roles of the various levels of government and the community. Appendices give further details on the diversity and values of resources, a survey of the current legislative environment, and management issues, goals, objectives, and actions.
