"Defining Strong State Accountability Systems" identifies six essential elements of effective systems: (1) Adoption of demanding, clear, and specific standards in all core content areas, and rigorous assessment of those standards; (2) Reporting of accessible and actionable data to all stakeholders, including summative outcome data and other formative data to drive continuous improvement; (3) Annual determinations and designations for each school and district that meaningfully differentiate their performance; (4) A system of rewards and consequences to drive improvement at the school and district levels; (5) A system of rewards and consequences to drive improvement at the individual student level; and (6) A system of rewards and consequences to drive improvement at the individual teacher and administrator level. What distinguishes the report from previous work on this subject is that it insists that individuals--both students and adults--must be held accountable along with institutions. These elements were developed from in-depth analyses of the strengths and weaknesses of seven states' accountability systems and provide a framework for Fordham's future analyses of state accountability systems during the early years of Common Core's implementation. CCSSO notes, looking beyond "No Child Left Behind," understandings of innovation at the state level will inform and shape the conversation around accountability systems moving forward. Using the "Key Elements" paper as a starting point for identifying possible topics, the authors asked state education leaders from participating states to share their experiences of an accountability transition in their state. The 2001 reauthorization of the Elementary and Secondary Education Act (the "No Child Left Behind NCLB act of 2001") makes such test-based accountability a requirement for all 50 states. The goal of the law is ". . . to ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education and reach, at a minimum, proficiency on challenging state academic achievement standards and state academic assessments." The purpose of this book is to help educators and educational policymakers understand test-based accountability so they can use it effectively in the service of this goal. States have considerable flexibility in developing their accountability systems, so long as those systems have at their core an appropriate feedback mechanism. Data on student achievement are collected annually and compared with a specific target. Failure to attain the target leads to successively harsher sanctions for schools, including ultimately reconstitution; success leads to recognition and financial rewards. when combined with greater flexibility from federal regulations and parental options to obtain supplemental educational services or move students from less-successful schools, these test-based incentives are supposed to lead to improvement for all schools.

Lawmakers, teachers, district administrators, parents, and other stakeholders--all with strong and differing opinions--have wrestled for decades with questions about the appropriate role of the federal government compared with that of states and school districts in the operation of schools and the measurement of their success. The Every Student Succeeds Act, or ESSA, signed into law in December 2015, was in many ways the culmination of the accountability movement. Under ESSA, states must hold schools accountable for student performance in English language arts, or ELA, and mathematics; a second academic indicator, such as growth in ELA and mathematics; progress in achieving English language proficiency; high school graduation rates, if applicable; and at least one measure of school quality or student success. In addition, states are required to disaggregate these indicators, excluding English language proficiency, by individual subgroups of students, including those from low-income families, those from major racial and ethnic groups, those with disabilities, and English language learners. ESSA's new requirements build on the history of school accountability, which began at the state level in the 1990s amid a broader effort to measure school performance. The No Child Left Behind Act, or NCLB--the 2001 reauthorization of the Elementary and Secondary Education Act, or ESEA--increased the federal role in accountability. ESSA, the most recent reauthorization of ESEA, gives states greater flexibility in designing more holistic accountability systems that take into account multiple indicators of school success, while continuing to hold schools accountable for academic achievement. This report analyzes the measures that states currently include in their accountability systems and examines how state systems compare with the new law's provisions, which will take effect in the 2017-18 school year. To this end, the Center for American Progress analyzed ESEA flexibility waivers and accountability workbooks, supplementing the data from those sources with information and materials from state departments of education. The authors find that statewide accountability measures fall into one of seven main categories of indicators: achievement indicators, such as proficiency in reading and mathematics; student growth indicators in multiple academic subjects; English language acquisition indicators; early warning indicators, such as chronic absenteeism; persistence indicators, such as graduation rates; college- and career-ready indicators, such as participation in and performance on college entry exams; and other indicators, such as access to the arts. However, most are doing so using outdated assumptions, holdovers from the Industrial Era, when cookie-cutter public schools followed orders from central headquarters and students were assigned to the closest school. Today education is migrating toward systems of diverse, fairly autonomous schools of choice, some of them operated by independent organizations. Before revising their measurement and accountability systems, states need to rethink their assumptions. For instance, most states have assumed that they should apply one standardized, statewide accountability system to almost all public schools. Most have also assumed that measurement and accountability systems are roughly the same thing, so the only aspects of performance they need to measure are those in their federally-required accountability systems. Under the old No Child Left Behind (NCLB) Act, most of those measures were standardized test scores, and what counted was the percentage of students scoring "proficient" or better. When schools repeatedly failed to meet such standards, most states assumed the proper response was some minor form of restructuring required by NCLB--perhaps a new principal, perhaps some new teachers, perhaps some new money. 21st century schools must be held accountable to 21st century standards. For too long, they have defined and measured school quality in a way that encourages cookie-cutter schools, all focused on preparing students for tests. Instead, they need diverse schools that cultivate the joy of learning, engage their students in deep learning, and help them develop the "character skills"--such as conscientiousness and self-control--that lead to success in life. To achieve this will require a series of fundamental changes that are presented in this report.
