The Germans gave way, and early in May Count Bernstorff presented a Note in which his Government promised that henceforth the campaign would be conducted in accordance with the general principles of international law, and that no vessel would be sunk until some provision had been made for the safety of the passengers and crew. These concessions ushered in a new phase of the con flict. The Imperial Chancellor had yielded to the American demands in the teeth of fierce opposition from the officers of the naval and military commands. The thought of loyally supporting the Government in the attitude it had adopted evidently never entered their minds, as the events recorded in this volume attest; and for the rest of the year they strove, by making progressive encroachments upon the pledges given, to restore the submarine campaign to the position which it had lost. They were tolerably successful for at the end of 1916 merchant vessels were being sunk without warning in the Atlantic and North Sea as well as the Mediterranean: in January 1917 the number of lives lost in British merchant ships was 276, and 245 of these died as a result of the submarine campaign. When, a few weeks later, the German Government declared unrestricted submarine war, it was practically announcing an accomplished fact, but the decision proved the final influence which brought the United States into the war. Then, continuing to apply those successful measures, they went on to negate the Japanese submarine threat in the Pacific. The author cites the crucial role of civilian scientists - the "outsiders" - who worked with military staffs and operational commanders of the campaign at sea. Their open minds and objective methods were essential for the application of such tactical advances as sonar and radar, acoustic torpedoes, depth finders, and code breaking to the battle. Lord Jellicoe once remarked that he did not think English people realized the wonderful work which these mystery ships had done in the war, and that in these vessels there had been displayed a spirit of endurance, discipline, and courage the like of which the world had never before seen. To few naval historians, I believe, has it ever been permitted to enjoy such complete opportunities for acquiring authentic information as is here presented. Unquestionably the greatest sphere of Q-ship Operations was off the south-west coast of Ireland, owing to the fact that the enemy submarines from the summer of 1915 to 1918 concentrated their attacks, with certain intervals, on the shipping in the western approaches to the British Isles. It was my good fortune during most of this period to be at sea patrolling off that part of Ireland. These Q-ships were therefore familiar in their various disguises at sea or in harbour at Berehaven and Queenstown during their well earned rest. Throughout this time I kept a diary, and noted down much that would otherwise have been forgotten. Many of the Q-ship officers were my personal friends, and I have enjoyed the hospitality of their ships. Valuable data, too, were obtained from officers of merchant ships who witnessed Q-ships engaging submarines.
