To help meet these challenges, the Assistant Secretary of the Army for Research and Technology requested the National Research Council (NRC) carry out a series of studies on how science and technology could assist the Army prepare for its role in homeland security (HLS). The NRC's Board on Army Science and Technology formed the Committee on Army Science and Technology for Homeland Security to accomplish that assignment. The Committee was asked to review relevant literature and activities, determine areas of emphasis for Army S&T in support of counter terrorism and anti-terrorism, and recommend high-payoff technologies to help the Army fulfill its mission. The Department of Defense Counter-Terrorism Technology Task Force identified four operational areas in reviewing technical proposals for HLS operations: indications and warning; denial and survivability; recovery and consequence management; and attribution and retaliation. The study sponsor asked the Committee to use these four areas as the basis for its assessment of the science and technology (S&T) that will be important for the Army's HLS role. Overall, the Committee found that: There is potential for substantial synergy between S&T work carried out by the Army for its HLS responsibilities and the development of the next generation Army, the Objective Force. The Army National Guard (ARNG) is critical to the success of the Army's HLS efforts.

The results of this Task Force were developed independent of, but are highly consistent with, the findings and recommendations of the Congressionally mandated Electromagnetic Pulse (EMP) Commission.

As long as anyone in the world has or can acquire nuclear weapons, America must have nuclear deterrence expertise competent to avoid strategic surprise and respond to present and future challenges. There are many kinds of threats that demand national leadership, but no threat can put the nation's existence at risk as quickly and as chillingly as nuclear weapons. To say this is not to dismiss the seriousness of other threats. It simply acknowledges that since the dawn of the nuclear age, security from nuclear attack has been in a class of its own, and major national decisions on nuclear deterrence issues have been reserved for the President of the United States. Nuclear deterrence expertise is uniquely demanding. It cannot be acquired overnight or on the fly. It resides in a highly classified environment mandated by law, it crosses a number of disciplines and skills, and it involves implicit as well as explicit knowledge. Nuclear weapons expertise is necessary to design and build nuclear weapons, to plan and operate nuclear forces, and to design defense against nuclear attack. It is also necessary to analyze and understand foreign nuclear weapons programs, devise nuclear policies and strategies, deal with allies who depend on the American nuclear umbrella, prevent and counter nuclear proliferation, defeat nuclear terrorism, and-in the event that a nuclear detonation takes place by accident or cold, hostile intent-cope with the catastrophic consequences. America's nuclear deterrence and nuclear weapons expertise resides in what this study calls the "nuclear security enterprise." This enterprise includes nuclear activities in the Department of Defense (DOD), Department of Energy, Intelligence Community (IC), and the Department of Homeland Security. During the Cold War, the bulk of the nuclear security enterprise consisted of the U.S. nuclear weapons program and force posture devoted to deterring the Soviet Union. The skills acquired for those activities provided a robust base from which the United States not only could conduct nuclear deterrence, but also could devote expertise with nuclear proliferation and nuclear terrorism issues. However, nuclear deterrence was the principal focus. Today, deterrence of major power nuclear threats and the prospects of global war have receded in national priority while nuclear proliferation terrorism and defense have become urgent concerns. Today's nuclear security enterprise devotes the energy and attention to proliferation and terrorism issues that once were reserved for nuclear offensive forces. It is in that context that this task force reviewed nuclear deterrence expertise.

The world has changed significantly since then: deterrence and containment are tangential to the problems posed by terrorism and radical Islam, but intelligence and the other instruments of national power have not yet found the right alternative. The effort reported here focuses on one piece of this complex issue: the impact on the Intelligence Community of the new global S & T landscape. Much of what we recommend involves change, but change implies risk. More than ever in the past, pervasive risk aversion severely hobbles innovation in the Intelligence Community. The dramatic change in the nature of the threat and the potential adversaries we face compounds this problem to critical levels. Unless the Intelligence Community leadership can break through and create a realistic risk management approach to such issues as increasing direct analyst involvement in the most important areas of private sector S & T expertise, the Intelligence Community will have wasted its efforts. Leadership is the answer, and that leadership, that permission to take measured risk, must come from the Director of National Intelligence (DNI).
