The evolution of the BMD debate after the Cold War has been complex, complicated and punctuated. As this book shows, the debate and subsequent policy choices would often appear to reflect neither the particular requirements of the international system for US security at any given time, nor indeed the current capabilities of BMD technology. Ballistic Missile Defence and US National Security Policy traces the evolution of policy from the zero-sum debates that surrounded the Strategic Defense Initiative as Ronald Reagan left office, up to the relative political consensus that exists around a limited BMD deployment in 2012. The book shows how and why policy evolved in such a complex manner during this period, and explains the strategic reasoning and political pressures shaping BMD policy under each of the presidents who have held office since 1989. Ultimately, this volume demonstrates how relative advancements in technology, combined with growth in the perceived missile threat, gradually shifted the contours and rhythm of the domestic missile defence debate in the US towards acceptance and normalisation. Wirls’s critical historical narrative of the politics of defense in the United States during this “decade of neglect” and the military buildup in Afghanistan and Iraq explains how and why the U.S. military has become bloated and aimless and what this means for long-term security. Examining the recent history of U.S. military spending and policy under presidents George H. W. Bush, Bill Clinton, and George W. Bush, Wirls finds that although spending decreased from the close of the first Bush presidency through the early years of Clinton’s, both administrations preferred to tinker at the edges of defense policy rather than redefine it. Years of political infighting escalated the problem, leading to a military policy stalemate as neither party managed to craft a coherent, winning vision of national security. With the eight or nine nuclear powers maintaining about 27,000 nuclear weapons in their arsenals to this day, it is clear that they are here to stay for the foreseeable future. The primary mission of these nuclear forces has been and remains deterrence. Using plain language rather than policy jargon, this historically focused book shows how nuclear deterrence has worked rather than how it should. It then shows how the growing threat of nuclear proliferation threatens to create a far more complicated international situation largely because of the attendant proliferation of state nuclear deterrents. By drawing on a wide array of new sources from international archives and the latest in international scholarship, Coleman and Siracusa put some of the most important and enduring problems of nuclear deterrence over the past sixty years into global context. Nuclear deterrence in the real world often operates very differently from how it should according to the prevailing theories, and Coleman and Siracusa take a fresh look at how nuclear weapons policy has been made, finding that it often has had surprisingly little to do with what works and what does not. By studying in depth how governments here and abroad have confronted and dealt with some of the most important issues in nuclear weapons policy, for example, How many nuclear weapons are enough? and What is it that will deter? they find that the making of nuclear weapons policy is a complex, fluid bargaining process subject to the tides of politics, budgets, threat perception, ideology, technology, parochial service rivalries, flawed information, and sometimes just plain wishful thinking.
