Book excerpt: The annual consideration of appropriations bills (regular, continuing, and supplemental) by Congress is part of a complex set of budget processes that also encompasses the consideration of budget resolutions, revenue and debt-limit legislation, other spending measures, and reconciliation bills. In addition, the operation of programs and the spending of appropriated funds are subject to constraints established in authorising statutes. Congressional action on the budget for a fiscal year usually begins following the submission of the President's budget at the beginning of each annual session of Congress. Congressional practices governing the consideration of appropriations and other budgetary measures are rooted in the Constitution, the standing rules of the House and Senate, and statutes, such as the Congressional Budget and Impoundment Control Act of 1974. This book is a guide to one of the regular appropriations bills that Congress considers each year. It is designed to supplement the information provided by the House and Senate Appropriations Subcommittees on Defence. For both defence authorisation and appropriations, this book summarises the status of the bills, their scope, major issues, funding levels, and related congressional activity.

Winslow Wheeler draws on three decades of work with four prominent senators to tell in lively detail how members of Congress divert money from essential war-fighting accounts to pay for pork in their home states, cook the budget books to pursue personal agendas, and run for cover when confronted with tough defense issues. With meticulous documentation to support his claims, he contends that this behavior is not confined to one party or one political philosophy. He further contends that senators who sell themselves as reformers and journalists covering Capitol Hill are simply not doing their jobs. Pork is far from a new phenomenon in Washington, yet most Americans fail to understand its serious consequences. Wheeler knows the harm it does and challenges citizens to take action against lawmakers pretending to serve the public trust while sending home the bacon. Dubbed a "Hill Deep Throat" who participated in the game he now criticizes, he fills his book with evidence of Congressional wrongdoing, naming names and citing specific examples. Pointing to the extremes that have become routine in the legislative process, he focuses on defense appropriations and Congress's willingness to load down defense bills with pork, in some cases with the Pentagon's help. On the question of deciding war, he accuses today's members of Congress of lacking the character of their predecessors, often positioning themselves on both sides of the question of war against Iraq without probing the administration's justifications. This report seeks to provide Congress and the public with an understanding of how agencies respond to congressional funding directions by examining how selected executive branch agencies translate these directions from Congress into governmental activities. There have been numerous calls in and out of Congress for earmark reform in response to concerns about the nature and number of earmarks. Both Houses of Congress have taken steps to increase disclosure requirements. The President has also called for earmark reform. In January 2007, the Office of Management and Budget (OMB) directed agencies to collect and submit data to it on fiscal year 2005 earmarks in appropriations bills and certain authorization bills. GAO collected and analyzed information on four agencies' processes (i.e., the Department of Defense, Department of Energy, Department of Transportation, and U.S. Army Corps of Engineers' Civil Works programs). Our objectives were to identify, for these agencies, (1) their processes for identifying and categorizing congressional directives; (2) their processes for tracking, implementing, and reporting on congressional directives; and (3) agency officials' views on the trends and impact of congressional directives.
