Recent restructuring of the schedule buys more time for technology development, but shifts key efforts like installation and testing of the combat systems until later in the construction schedule-after the ships have been initially delivered. Such compromises-made before construction has even begun-suggest that the Navy already has little margin for solving future problems without adding money and time. In fact, it appears that the budget for the lead ships is not adequate to deliver fully operational ships. The complexity and unique features of DDG 1000, along with the design work, testing, and actual construction experience to come, add to the risk of cost growth.

Why is one of the largest militaries in the world, and the most expensive by far, periodically stressed by the operational demands placed upon it? This book argues that recent problems with overstretch are the result of a heavy reliance on technology to solve tactical and strategic problems. Over the last seven decades, the US armed services have consistently chosen to push the technological frontier out in an effort to first gain, and then maintain, qualitative superiority over potential foes. The high procurement and support costs associated with cutting-edge weapon systems has resulted in a military that is shrinking in both absolute size and in the relative share of combat forces. The culmination of this process is a US military that increasingly lacks the capacity needed to conduct operations without putting significant stress on its personnel and equipment. Lake argues that this pattern is a manifestation of an American cultural disposition favoring technology. He shows that this affinity for technology is present in the organizational cultures of all the armed services, though not to the same degree. By examining procurement programs for each armed service, this book reveals how attempts to develop and leverage superior technology has resulted in some notable program failures, high procurement costs for the latest generation of equipment with associated production cuts, and the high support requirements that are causing the relative share of combat forces to shrink. Lake’s analysis of recent initiatives by the armed services suggests that this pattern is likely to continue, with the US military remaining prone to overstretch whenever its operational tempo increases above the peacetime baseline.

The Navy procured three DDG-1000s in FY2007-FY2009 and plans no further procurement of DDG-1000s. The 13 DDG-51s planned for procurement in FY2018-FY2022 are to be procured under a multiyear procurement (MYP) contract that Congress approved as part of its action on the Navy's FY2018 budget. DDG-51s procured in FY2017 and subsequent years are being built to a new design (the Flight III DDG-51 design), which incorporates a new and more capable radar called the Air and Missile Defense Radar (AMDR) or SPY-6 radar. The Navy estimates the combined procurement cost of the three DDG-51s requested for procurement in FY2019 at $5,292.7 million, or an average of $1,764.2 million each. The ships are to receive $39.4 million in prior-year (FY2018) Economic Order Quantity (EOQ) advance procurement (AP) funding (i.e., funding for up-front batch orders of components of DDG-51s to be procured under the FY2018-FY2022 MYP contract). The Navy's proposed FY2019 budget requests the following: the remaining $5,253.3 million in procurement funding needed to complete the estimated procurement cost for the three DDG-51s requested for FY2019; $391.9 million in additional EOQ AP funding for DDG-51s to be procured under the FY2018-FY2022 MYP contract; $54.0 million in cost-to-complete procurement funding to cover cost increases on DDG-51s procured in prior fiscal years; and $271.0 million in procurement funding to cover cost increases on Zumwalt (DDG-1000) class destroyers. One of the DDG-51s funded in FY2016 is to be the first of a new DDG-51 design variation called the Flight III design, which is to incorporate a new and more capable radar called the Air and Missile Defense Radar (AMDR). As part of its action on the Navy's FY2016 budget, Congress provided $1 billion in unrequested procurement funding to help pay for a DDG-51 that would be in addition to those being procured under the 10-ship MYP contract for FY2013-FY2017. The Navy, in its budget submission, notes this additional $1 billion in funding for the DDG-51 program, but does not show the additional DDG-51 in its shipbuilding plan. The $433 million in procurement funding that would be needed to complete the cost of this additional DDG-51 is, however, included as the second item on the Navy's FY2017 unfunded requirements list (i.e., the list of FY2017 programs that the Navy desires, but for which it did not have sufficient funding in FY2017). The Navy estimates the combined procurement cost of the two DDG-51s requested for procurement in FY2017 at $3,393.9 million. The ships have received a total of $182.6 million in prior-year advance procurement (AP) funding. The Navy's proposed FY2017 budget requests the remaining $3,211.3 million needed to complete the ships' estimated combined procurement cost. The Navy's proposed FY2017 budget also requests $16.0 million in so-called cost-to-complete procurement funding to cover cost growth on DDG-51s procured in FY2011. The Navy's proposed FY2017 budget also requests $271.8 million in procurement funding to complete construction of Zumwalt (DDG-1000) class destroyers procured in prior years, and $144.4 million in research and development funding for development work on the AMDR. Potential FY2017 issues for Congress concerning destroyer procurement include the following: whether to approve, reject, or modify the Navy's FY2017 procurement funding requests for the DDG-51 and DDG-1000 programs, and the Navy's FY2017 research and development funding request for the AMDR program; whether to provide some or all of the $433 million in procurement funding needed to complete the funding for the additional DDG-51 that was partially funded with $1 billion in FY2016; whether to provide the Navy with authority for entering into an MYP contract for DDG-51s to be procured in FY2018-FY2022; continued cost growth in the DDG-1000 program; cost, schedule, and technical risk in the Flight III DDG-51 program; issues raised in a January 2016 report from DOD's Director of Operational Test and Evaluation (DOT&E)-DOT&E's annual report for FY2015; and the lack of an announced Navy roadmap for accomplishing three things in the cruiser-destroyer force: restoring ship growth margins; introducing large numbers of ships with integrated electric drive systems or other technologies that could provide ample electrical power for supporting future electrically powered weapons; and introducing technologies for substantially reducing ship operating and support (O&S) costs.

The Navy planned to demonstrate the capabilities of production-representative units of the ship's major systems before installation, an approach aimed at minimizing cost and schedule risk on the lead ship. It has been able to do so for a number of systems. The restructure does not delay the completion of the hull, mechanical, and electrical systems but does delay verifying the performance of the integrated power system, the dual band radar, and software before producing and in some cases installing them on the ship. Specifically: Land-based testing of the integrated power system will not finish until 2011, over a year after units are installed on the first ship." Delays in land-based testing have slipped installation of the dual band radar by at least 3 years. Moreover, the Navy will not demonstrate the full-power output of the radar needed to meet requirements until after testing of the first production unit sometime after 2010. Software development crucial to the automation that enables reduced manning of the ship has proved challenging. For the most recent software release, the contractor had difficulty coding the ship's command and control component. The Navy certified the release without it meeting about half of the software system requirements, moving work to later releases. Yet the most challenging phases of software development lie ahead. Delays would disrupt plans for activating the ship's critical systems, as well as its combat systems.

The 30-year plan is intended to support the Navy's goal of achieving and maintaining a 313-ship fleet. The Navy first presented the 313-ship plan to Congress in February 2006. The increase in the Navy's estimated cost for implementing the plan is so large that the Navy no longer appears to have a clearly identifiable, announced strategy for generating the funds needed to implement the 30-year plan, at least not without significantly reducing funding for other Navy programs or increasing the Navy's programmed budget in coming years by billions of dollars per year. Concerns about the Navy's prospective ability to afford the 30-year shipbuilding plan, combined with year-to-year changes in Navy shipbuilding plans and significant cost growth and other problems in building certain new Navy ships, have led to strong concerns among some Members about the status of Navy shipbuilding and the potential future size and capabilities of the fleet. As a consequence of these strong concerns, some Members in hearings this year on the Navy's proposed FY2009 budget have strongly criticized aspects of the Navy's shipbuilding plan and indicated that they are considering making changes to the plan. Some Members in the House, for example, have indicated that they are considering the option of not procuring a third DDG-1000 class destroyer in FY2009, as the Navy has requested, and using the funding programmed for that ship to instead procure other kinds of ships for the Navy. This report will be updated as events warrant.
