Works dealing with the topic fall either into brief discussions in biographies of Roosevelt, general surveys of Sino-American relations, or studies of special topics, such as the Chinese exclusion issue, which encompass a portion of the Roosevelt years. Moreover, the subject has been overshadowed somewhat by studies of problems between Japan and the United States in this era. The goal of this study is to offer a more complete examination of the American relationship with China during Roosevelt’s presidency. The focus will be on the discussion of major issues and concerns in the relationship of the two nations from the time Roosevelt took office until he left, something that this book does for the first time. Greater emphasis needs to be placed on creating a more complete picture of Teddy Roosevelt and China relations, especially in regard to his and his advisers’ perceptual framework of that region and its impact upon the making of China policy. The goal of this study is to begin that process. Special attention is paid to the question of how Roosevelt and the members of his administration viewed China, as it is believed that their viewpoints, which were prejudicial, were very instrumental in how they chose to deal with China and the question of the Open Door. The emphasis on the role of stereotyping gives the book a particularly unique point of view. Readers will be made aware of the difficulties of making foreign policy under challenging conditions, but also of how the attitudes and perceptions of policymakers can shape the direction that those policies can take. A critical argument of the book is that a stereotyped perception of China and its people inhibited American policy responses toward the Chinese state in Roosevelt’s Administration. While Roosevelt’s attitudes regarding white supremacy have been discussed elsewhere, a fuller consideration of how his views affected the making of foreign policy, particularly China policy, is needed, especially now that Sino-American relations today are of great concern.

It can enable citizens to express themselves freely and organize outside state control. Yet while online activity has helped challenge authoritarian rule in some cases, other regimes have endured: no movement comparable to the Arab Spring has arisen in China. In Contesting Cyberspace in China, Rongbin Han offers a powerful counterintuitive explanation for the survival of the world’s largest authoritarian regime in the digital age. Han reveals the complex internal dynamics of online expression in China, showing how the state, service providers, and netizens negotiate the limits of discourse. He finds that state censorship has conditioned online expression, yet has failed to bring it under control. However, Han also finds that freer expression may work to the advantage of the regime because its critics are not the only ones empowered: the Internet has proved less threatening than expected due to the multiplicity of beliefs, identities, and values online. State-sponsored and spontaneous pro-government commenters have turned out to be a major presence on the Chinese internet, denigrating dissenters and barraging oppositional voices. Han explores the recruitment, training, and behavior of hired commenters, the “fifty-cent army,” as well as group identity formation among nationalistic Internet posters who see themselves as patriots defending China against online saboteurs. Drawing on a rich set of data collected through interviews, participant observation, and long-term online ethnography, as well as official reports and state directives, Contesting Cyberspace in China interrogates our assumptions about authoritarian resilience and the democratizing power of the Internet.

This approach, which Chinese strategists sometimes called "echelon defense," involves the use of non-military instruments of sea power--especially maritime law enforcement forces--to vie with other states for control over disputed maritime space. These non-military forces operate on the first line (or echelon) of China's expanding frontier. Behind them, on the second line, China employs naval forces to deter foreign leaders from using force, thereby compelling them to compete on China's own terms. The echelon defense approach allows China to gradually achieve its objectives without risking a conflict or giving other great powers such as the United States sufficient grounds to intervene. At stake, however, are much more than moral concerns and hurt national feelings. To Washington, the undemocratic nature of the Chinese government makes it ultimately suspect on all issues. To Beijing, the human rights pressure exerted by the West on China seems designed to compromise its legitimacy. As China's economic power grows and its influence on the politics of developing countries continues, an understanding of the place of human rights in China's foreign relations is crucial to the implementation of an effective international human rights agenda. In Human Rights in Chinese Foreign Relations, Ming Wan examines China's relations with the United States, Western Europe, Japan, and the United Nations human rights institutions. Wan shows that, after a decade of persistent external pressure to reform its practices, China still plays human rights diplomacy as traditional power politics and deflects pressure by mobilizing its propaganda machine to neutralize Western criticism, by making compromises that do not threaten core interests, and by offering commercial incentives to important nations to help prevent a unified Western front. Furthermore, at the UN, China has largely succeeded in rallying developing nation members to defeat Western efforts at censure. In turn, it is apparent to Wan that, while the idea of human rights matters in Western policy, it has seldom prevailed over economic considerations or concerns about national security. Western governments have not committed as many policy resources to pressuring Beijing on human rights as to other issues, and the differing degrees of commitment to human rights-related foreign policy explain why Japan, Western Europe, and the United States, in that order, have gradually retreated from confronting China on human rights issues.
