Indeed, the Fuhrer's relations with his Axis partners were fraught with an almost total lack of coordination. Compared to the Allies, the coalition was hardly an alliance at all. Focusing on Germany's military relations with Italy, Romania, Hungary, and Finland, Richard DiNardo unearths a wealth of information that reveals how the Axis coalition largely undermined Hitler's objectives from the Eastern Front to the Balkans, Mediterranean, and North Africa. DiNardo argues that the Axis military alliance was doomed from the beginning by a lack of common war aims, the absence of a unified command structure, and each nation's fundamental mistrust of the others. Germany was disinclined to make the kinds of compromises that successful wartime partnerships demanded and, because Hitler insisted on separate pacts with each nation, Italy and Finland often found themselves conducting counterproductive parallel wars on their own. DiNardo's detailed assessments of ground, naval, and air operations reveal precisely why the Axis allies were so dysfunctional as a collective force, sometimes for seemingly mundane but vital reasons-a shortage of interpreters, for example. His analysis covers coalition warfare at every level, demonstrating that some military services were better at working with their allies than others, while also pointing to rare successes, such as Rommel's effective coordination with Italian forces in North Africa. In the end, while some individual Axis units fought with distinction—if not on a par with the vaunted Wehrmacht—and helped Germany achieve some of its military aims, the coalition's overall military performance was riddled with disappointments. The Axis seemed on top of the world until 1941, when it added to its list of enemies the United States and the Soviet Union. The entry of Russia and America into the war decisively tipped the balance against Germany, Italy, and Japan. Resource-rich Russia and the United States were prepared for protracted conflict, whereas the Axis was not. From Pearl Harbor onward, it is difficult to imagine how the Axis could have avoided the fate that befell it, short of Stalin's defection from the Allied side. Material weakness should have imposed strategic discipline on Axis territorial ambitions, but none of the three major Axis states seemed to recognize the limits of their power. Imperial ambitions, fueled by extreme ideologies, held sway over a realistic grasp of what was possible and what was not. An examination of World War II's outcome reveals three lessons. First, numbers still matter. The best strategy is to be strong. The strong sometimes lose, but the weak lose more often. Second, ideology can distort sound strategic thinking. Both Germany and Japan were victimized by extreme racial ideologies that prompted them to overestimate their own fighting power and underestimate that of their enemies. Third, operational and tactical superiority cannot redeem a faulty strategy. Throughout the war, Germany outperformed its enemies on the battlefield; however, it was still crushed strategically.

The book provides insight into the relationships between the Combined Chiefs of Staff and Allied theater commanders, the role of the Combined Chiefs regarding economic mobilization, and the bitter inter-Allied strategic debates in regard to OVERLORD and the war in the Pacific. This book is a must-read for anyone interested in the British American alliance in World War II. Careful attention is paid in the book to the three organizations that contributed the principal membership of the Combined Chiefs of Staff; i.e., the U.S. Joint Chiefs of Staff, the British Chiefs of Staff Committee, and (in the case of Sir John Dill) the British Joint Staff Mission in Washington. After providing a biographical background of the principal member so the Combined Chiefs of Staff, Rigby provides information on wartime Washington, D.C. as the home base for the Combined Chiefs of Staff organization. Detailed information is given regarding the Casablanca Conference, but the author is careful to distinguish between the formal nature of the big Allied wartime summit meetings and the much less formal day-to-day give and take which characterized British-American strategic debates between the British Joint Staff Mission in Washington and the U.S. Joint Chiefs of Staff. Indeed, it is a major contention of the book that it is critical to remember that more than half of the meetings of the Combined Chiefs of Staff took place in Washington, D.C. in a regularly scheduled weekly pattern and not at the big Allied conferences such as Yalta. The role of the Combined Chiefs of Staff in directing the war in the Pacific and in planning the OVERLORD cross-channel invasion of western Europe, respectively, is covered in detail. These were the two most contentious issues with which the Combined Chiefs of Staff had to deal. Rigby attempts to answer the question of why two combative, fearless, warriors like Churchill and Brooke would be so unwilling to go back across the Channel, and to explain the tug-of-war the British Chiefs of Staff had to conduct with Churchill before a British battle fleet could join the American Central Pacific Drive late in the war. The book also provides a wealth of information on the role played by members of the Combined Chiefs of Staff in the spheres of economic mobilization and wartime diplomacy. Most of all, what Allied Master Strategists does is to give the Combined Chiefs of Staff what they have long deserved—a book of their own; a book that is not weighted towards the U.S. Joint Chiefs on the one hand or the British Chiefs of Staff on the other; a book that is not strictly a “naval” book, an “army” book, or an “air” book, but a book that like the western alliance during World War II, is truly “combined” in an international as well as an interservice manner.

It was the first meeting between the United States and Britain to determine military strategy. Franklin Roosevelt, Winston Churchill, and their top military advisors spent hours making major decisions that would determine the direction of the Allied war effort. The main achievement of the conference was the “Europe first” decision, declaring that the defeat of Germany was the highest priority. Neither side knew what to expect before this momentous meeting.
