Drawing on interviews, site visits, and archival research in Turkey, North Africa, and Western Europe, Jonathan Laurence demonstrates how, over hundreds of years, both Sunni and Catholic authorities experienced three major shocks and displacements—religious reformation, the rise of the nation-state, and mass migration. As a result, Catholic institutions eventually accepted the state’s political jurisdiction and embraced transnational spiritual leadership as their central mission. Laurence reveals an analogous process unfolding across the Sunni Muslim world in the twenty-first century. Identifying institutional patterns before and after political collapse, Laurence shows how centralized religious communities relinquish power at different rates and times. Whereas early Christianity and Islam were characterized by missionary expansion, religious institutions forged in the modern era are primarily defensive in nature. The prevailing answer today among both scholars and policymakers is yes. But this is to overlook force employment, or the doctrine and tactics by which materiel is actually used. In a landmark reconception of battle and war, this book provides a systematic account of how force employment interacts with materiel to produce real combat outcomes. Stephen Biddle argues that force employment is central to modern war, becoming increasingly important since 1900 as the key to surviving ever more lethal weaponry. Technological change produces opposite effects depending on how forces are employed; to focus only on materiel is thus to risk major error--with serious consequences for both policy and scholarship. In clear, fluent prose, Biddle provides a systematic account of force employment's role and shows how this account holds up under rigorous, multimethod testing. Book excerpt: In 404 b.c. the Peloponnesian War finally came to an end, when the Athenians, starved into submission, were forced to accept Sparta's terms of surrender. Shortly afterwards a group of thirty conspirators, with Spartan backing ("the Thirty"), overthrew the democracy and established a narrow oligarchy. Although the oligarchs were in power for only thirteen months, they killed more than 5 percent of the citizenry and terrorized the rest by confiscating the property of some and banishing many others. Despite this brutality, members of the democratic resistance movement that regained control of Athens came to terms with the oligarchs and agreed to an amnesty that protected collaborators from prosecution for all but the most severe crimes. The war and subsequent reconciliation of Athenian society has been a rich field for historians of ancient Greece. From a rhetorical and ideological standpoint, this period is unique because of the extraordinary lengths to which the Athenians went to maintain peace. In Remembering Defeat, Andrew Wolpert claims that the peace was "negotiated and constructed in civic discourse" and not imposed upon the populace. Rather than explaining why the reconciliation was successful, as a way of shedding light on changes in Athenian ideology Wolpert uses public speeches of the early fourth century to consider how the Athenians confronted the troubling memories of defeat and civil war, and how they explained to themselves an agreement that allowed the conspirators and their collaborators to go unpunished. Encompassing rhetorical analysis, trauma studies, and recent scholarship on identity, memory, and law, Wolpert's study sheds new light on a pivotal period in Athens' history.

Military action destroyed homes, businesses, and personal possessions; East European governments expelled 15 million ethnic Germans from their ancestral homes; and currency reform virtually wiped out many Germans' hard-earned savings. These "war damaged" individuals, well over one-third of the West German population, vehemently demanded compensation at the expense of those who had not suffered losses, to be financed through capital levies on surviving private property. Michael Hughes offers the first comprehensive study of West Germany's efforts to redistribute the costs of war and defeat among its citizenry. The debate over a Lastenausgleich (a balancing out of burdens) generated thousands of documents in which West Germans articulated deeply held beliefs about social justice, economic rationality, and political legitimacy. Hughes uses these sources to trace important changes in German society since 1918, illuminating the process by which West Germans, who had rejected liberal democracy in favor of Nazi dictatorship in the 1930s, came to accept the social-market economy and parliamentary democracy of the 1950s.
