Book excerpt: In accordance with the Oil Pollution Act of 1990 (OPA) and the National Environmental Policy Act (NEPA), the federal and state natural resource trustee agencies (Trustees) have prepared a Final Programmatic Damage Assessment and Restoration Plan and Final Programmatic Environmental Impact Statement (Final PDARP/PEIS). The Final PDARP/PEIS considers programmatic alternatives, composed of Restoration Types, to restore natural resources, ecological services, and recreational use services injured or lost as a result of the Deepwater Horizon oil spill incident. The OPA natural resource damage assessment regulations guided the Trustees' development and evaluation of programmatic restoration alternatives. The Final PDARP/PEIS also evaluates the environmental consequences of the restoration alternatives under NEPA. This document shows that the injuries caused by the Deepwater Horizon oil spill incident affected such a wide array of linked resources over such an enormous area that the effects must be described as constituting an ecosystem-level injury. Consequently, the Trustees' preferred alternative for a restoration plan employs a comprehensive, integrated ecosystem approach to best address these ecosystem-level injuries. Specific restoration projects, to be selected in subsequent planning phases and evaluated under OPA and NEPA, will take place primarily in the northern Gulf of Mexico, Texas, Louisiana, Mississippi, Alabama, and Florida.

Book excerpt: On or about April 20, 2010, the mobile offshore drilling unit, Deepwater Horizon, which was being used to drill a well for BP Exploration and Production, Inc. (BP) in the Macondo prospect (Mississippi Canyon 252–MC252),suffered a blowout, caught fire and subsequently sank in the Gulf of Mexico (the Gulf). Tragically, 11 workers were killed and 19 injured. The Spill is one of the largest oil spills in U.S. history. The Spill discharged millions of barrels of oil over a period of 87 days. In addition, well over 1 million gallons of dispersants3 were applied to the waters of the spill area in an attempt to disperse the spilled oil. An undetermined amount of natural gas was also released to the environment as a result of the Spill. The U.S. Coast Guard responded and directed federal efforts to contain and clean up the Spill. The scope, nature and magnitude of the Spill caused impacts to coastal and oceanic ecosystems ranging from the deep ocean floor, through the oceanic water column, to the highly productive coastal habitats of the northern Gulf, including estuaries, shorelines and coastal marsh. Affected resources include ecologically, recreationally, and commercially important species and their habitats in the Gulf and along the coastal areas of Texas, Louisiana, Mississippi, Alabama, and Florida. These fish and wildlife species and their supporting habitats provide a number of important ecological and recreational use services.

Book excerpt: Gulf Coast communities and natural resources suffered extensive direct and indirect damage as a result of the largest accidental oil spill in US history, referred to as the Deepwater Horizon (DWH) oil spill. Notably, natural resources affected by this major spill include wetlands, coastal beaches and barrier islands, coastal and marine wildlife, seagrass beds, oyster reefs, commercial fisheries, deep benthos, and coral reefs, among other habitats and species. Losses include an estimated 20% reduction in commercial fishery landings across the Gulf of Mexico and damage to as much as 1,100 linear miles of coastal salt marsh wetlands. This historic spill is being followed by a restoration effort unparalleled in complexity and magnitude in U.S. history. Legal settlements in the wake of DWH led to the establishment of a set of programs tasked with administering and supporting DWH-related restoration in the Gulf of Mexico. In order to ensure that restoration goals are met and money is well spent, restoration monitoring and evaluation should be an integral part of those programs. However, evaluations of past restoration efforts have shown that monitoring is often inadequate or even absent. Effective Monitoring to Evaluate Ecological Restoration in the Gulf of Mexico identifies best practices for monitoring and evaluating restoration activities to improve the performance of restoration programs and increase the effectiveness and longevity of restoration projects.
