Available in PDF, EPUB and Kindle. Book excerpt: Our Continent, Our Future presents the emerging African perspective on this complex issue. The authors use as background their own extensive experience and a collection of 30 individual studies, 25 of which were from African economists, to summarize this African perspective and articulate a path for the future. They underscore the need to be sensitive to each country's unique history and current condition. They argue for a broader policy agenda and for a much more active role for the state within what is largely a market economy. Finally, they stress that Africa must, and can, compete in an increasingly globalized world and, perhaps most importantly, that Africans must assume the leading role in defining the continent's development agenda.

It covers three main areas of comparison: the lessons for Africa from the Asian experience; secondly, the comparisons of various aspects of economic development in Africa and Asia; and finally, convergence: how far the laggard economies are catching up with, or diverging away from, each other.

Available in PDF, EPUB and Kindle. Book excerpt: This excellent book, newly available in paperback, addresses the growing dissatisfaction with the neo-liberal post-Washington consensus. The concern of the contributors in writing this collection was that this consensus has established itself as a new orthodoxy, more powerful and widespread than its predecessor. This broad-ranging critique explains that without a much broader political economy the consensus is unlikely to provide a coherent framework for successful development policies. Development Policy in the 21st Century is unique in its depth and assesses the postures of the new consensus topic by topic, whilst posing strong alternatives. It will improve and stimulate the reader's understanding of this important area, and is required reading for any student, academic or interested reader that wishes to understand one of the most important issues in international economics.

Book excerpt: This volume deals with crisis and renewal in African development policy and management. It digs deep into, takes stock of, and thoroughly analyzes the nature, impact, and future of development policy and management on the continent. It demonstrates the failure of post-independence policy and management in most of Africa, traces the emergence and results of reform measures, and advocates the lessons of success for the rest of Africa derived from Botswana’s approach to sustainable development and its achievement of economic prosperity and the maintenance of political stability and good governance. It concludes, rather optimistically, that the prospects for sustainable development are much better now than they have ever been before with the 21st century likely to be hailed as ‘The African Century’ – bringing with it a durable peace and sustainable growth.

Book excerpt: In its more than 65 years of existence, the International Monetary Fund has evolved from a small, obscure international agency, with new and uncertain responsibilities, into a powerful institution that today has assumed center stage in the international monetary system. It is a remarkable story of how an institution has developed and adapted itself to an evolving world and a changing membership in ways that perhaps no other international agency has been forced or able to do. The third edition of the Historical Dictionary of the International Monetary Fund provides a comprehensive overview of the fund, including a chronology, an introductory essay, appendixes, a bibliography, and over 300 cross-referenced dictionary entries on the organizations, significant leaders, founders, and members. This book is an excellent access point for students, researchers, and anyone wanting to know more about the International Monetary Fund.

Available in PDF, EPUB and Kindle. Book excerpt: An analysis of data for 39 sub-Saharan African countries during 1985–96 indicates that the variations in tax revenue-GDP ratios within this group are influenced by economic policies and the level of corruption. Namely, these ratios rise with declining inflation, implementation of structural reforms, rising human capital (a proxy for the provision of public services by the government), and declining corruption. The paper confirms that the tax revenue ratio rises with income, and that elements of a country’s tax base (such as the share of agriculture in GDP and the degree of openness) influence tax revenue.

Available in PDF, EPUB and Kindle. Book excerpt: Social Citizenship in the Shadow of Competition explores how economic concepts and tools are reshaping regulatory law. Building on studies that link law - both institutionally and discursively - to the legitimation of economic neo-liberalism, the book charts lawmakers' attempts to justify social welfare regulation in the language imposed by economic theory. It presents new qualitative findings from an ambitious regulatory reform programme targeting over 1,700 pieces of legislation. Bronwen Morgan argues that the interplay between economic discourse and lawmaking does not destroy the possibility of social citizenship; however, the subsequent regulatory conversations frequently silence or weaken the claims of vulnerable groups. Thus, even when vulnerable groups secure instrumental success, economic conceptions of bureaucratic rationality impoverish their capacity to express certain kinds of intangible values and aspirations. To expand or retain social citizenship requires that we learn to conceive of what matters in political economy without relying on the logic of utility or other instrumental rationalities.
