Book excerpt: This comparative book debates migration and regional integration in the two regional economic blocs, namely the Southern African Development Community (SADC) and the Economic Community of West African States (ECOWAS). The book takes a historical and nuanced citizenship approach to integration by analysing regional integration from the perspective of non-state actors and how they negotiate various structures and institutions in their pursuit for life and livelihood in a contemporary context marked by mobility and economic fragmentation.

Book excerpt: Despite more than two decades of economic integration efforts, levels of spatial development inequality remain high within the Southern African Development Community (SADC). Owing to persistent delays in the implementation of the SADC integration agenda, infrastructure connectivity is still overly inefficient, while cumbersome customs also continue to impede the free movement of goods and services. This hampers the growth potential of planned spatial development initiatives in the region. This study aims to analyse how the development of regional growth corridors and the deepening of SADC integration could help to ease existing connectivity bottlenecks and unlock the dynamic gains of closer intra-regional collaboration for shared growth. It examines the structural challenges to the emergence of dynamic growth corridors and probes the potential for overcoming them through territorial collaboration between metropolitan clusters and rural areas connected by transport corridors. The development of growth corridors requires the adoption of new production techniques and the application of concomitant skills and know-how. This study therefore also explores the absorptive capacity requirements for structural transformation and surveys existing facilities and incentives for technological capability building.

Available in PDF, EPUB and Kindle. Book excerpt: Africa is not achieving its potential in regional trade. This is of particular importance given the uncertainty surrounding the global economy and stagnation in traditional markets in Europe and North America and the emergence of Africa as a rising growth pole. The contributions to this volume highlight the enormous scope for increased cross-border trade in Africa in both goods and services and the reasons why such opportunities are not being exploited. The varied contributions show that for effective regional integration policy makers must look beyond simply removing tariffs to address barriers on the ground that constrain the daily operations of ordinary producers and traders. This requires a reform agenda, covering both goods and services that puts in place appropriate regulations for integrated markets and builds the capacity of institutions that are essential for trade across borders. The incidence of barriers to regional trade fall most heavily on the poor and women and prevents them from exploiting the opportunities that regional trade provides to diversify exports away from a narrow range of minerals and primary products that have been driving recent growth. Regional trade can play a key role in delivering the jobs that are needed for Africa’s young populations. The chapters have been written in a non-technical way to promote dialogue on regional integration in Africa amongst a broad audience that includes policy makers, officials, academics, entrepreneurs, consumers as well as the international development community.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines how the existence of overlapping regional institutions has presented a daunting challenge to the workings of various Regional Economic Communities (RECs) on the African continent. The majority of the African countries are members of overlapping and, sometimes, contradictory RECs. For instance, in East Africa, while Kenya and Uganda are both members of EAC and COMESA, Tanzania, which is also a member of the EAC, left COMESA in 2001 to join SADC. In West Africa, while all former French colonies belong to ECOWAS, they simultaneously keep membership of UEMOA, an organization which is not recognized by the African Union (AU). Such multiple and confusing memberships create unnecessary duplication and dims the light on what ought to be priority. Various chapters in this book have therefore sought to identify and proffer solutions to related challenges confronting the workings of the RECs in different sub-regions of the African continent. The discourses range from security to the stock exchange, identity integration, development framework, labour movement and cross-border relations. The pattern adopted in the book involves devolution of related discussions from the general to the specific; that is, from the continental level to sub-regional case studies.

Book excerpt: Abstract: Deepening regional integration within the Southern African Development Community (SADC) will raise potential growth for all member countries. Integrated economies will increase market size, trade opportunities and improve resource allocation across member countries. Key pillars of functioning regional integration are the free circulation of goods and services, mobility of workers and interconnected infrastructure. To boost regional integration, remaining tariff barriers and non-tariffs barriers should be removed. Ensuring greater compliance to agreements by SADC members will also facilitate intra-regional trade and cross-investments. More co-operation between competition authorities should facilitate harmonisation of competition rules in particular in services and transport-related services which would ease circulation of good and services. The other key pillars of regional integration (industrial policy, infrastructure, investment, financial integration and tax) are also reviewed
