Book excerpt: When Congress enacted Social Secuirty in 1935, with the age of retirement set at age 65, average life expectancy was 62 years. By the time Medicare was enacted 30 years later, life expectancy had risen to age 70. Since the enactment of Medicare, life expectancy has risen to age 76 today and may be expected to increase further in the decades to come. Clearly, the increase in post-retirement life expectancy has significant implications for the level of national expenditures attributable to an aging population. One of the approaches suggested as a solution to the so-called income transfer problem is to redefine old age, that is, to push retirement and its associated benefits off to a later age. This would effectively increase the size of the workforce, with older workers continuing to contribute their payroll taxes for an extended period of time. The critical question Sicker poses is, will there be enough appropriate employment opportunities for a growing number of older workers in the workforce of the future? The evidence for a positive response is far from clear or compelling. Sicker examines the prospective place of the aging worker in the employment environment of the 21st century in light of the restructuring of American business and the world of work in the final decades of the last century. In doing so, he raises serious concerns about the validity and utility of some of the neoclassical economic ideas and assumptions that have become part of the conventional wisdom of our time. Sicker contends that these dubious propositions have unwittingly contributed signficantly to the problem through their manifestation in public policy. However, the principal focus of his analysis is not on economic theory as such, but on the realities and uncertainties that an aging American workforce will face in the decades to come. This book is significant reading for scholars, researchers, and the general public interested in labor force and aging policy issues.

But if we are doing so well, many ask, why does it feel like we are working harder for less? Why, despite economic growth, does inequality between rich and poor keep rising? In this wide-ranging and provocative book, Thomas Palley pulls together many threads of "new liberal" economic thought to offer detailed answers to these pressing questions. And he proposes a new economic model--structural Keynesianism--that he argues would return America to sustainable, fairly shared prosperity. The key, he writes, is to abandon the myth of a natural competitive economy, which has justified unleashing capital and attacking unions. This has resulted in an economy dominated by business. Palley's book, which began as a cover article for The Atlantic Monthly in 1996, challenges the economic orthodoxies of the political right and center, popularized by such economists as Milton Friedman and Paul Krugman. He marshals a powerful array of economic facts and arguments to show that the interests of working families have gradually been sacrificed to those of corporations. Reducing unnecessary staff would lower costs, increase profits, and transform these companies into lean, mean production machines. As many American businesses pursued this strategy—often in the wake of mergers and acquisitions that left them with an unwieldy layer of middle management—and raised their bottom line, it seemed the experts were right. Yet as David M. Gordon shows in this iconoclastic book, most of them have really only gone halfway. They are "mean," but far from lean. Tracing the overall employment patterns of the past decade, Gordon shows that most American companies actually employ more managers and supervisors than ever before. These ever-increasing functionaries control company payrolls and pay themselves generous salaries—at the expense of average workers. For despite a steadily growing economy the real wages of the American worker have been falling for the past 20 years. To explain this decline and the much-debated "wage gap" that resulted, pundits and professors invoke various causes ranging from the flow of production jobs overseas to the average worker's lack of the technological skills needed in today's "knowledge economy." But Gordon exposes the single greatest factor in this decline, a corporate strategy that penalizes line workers and hinders businesses from competing effectively in world markets: the simultaneous overstaffing of management hierarchies and the inadequate compensation of workers. Instead of sharing profits with their employees, thus encouraging them to work harder, management has more often opted to prod workers by instilling fear of layoffs. Gordon unerringly plots the shortsighted and disastrous course of U.S. corporations, and documents the tremendous social and personal costs to their employees. Yet in addition to telling the harsh truth about downsizing, he suggests policies to ensure fairer business practices. Wages can increase— indeed, they must—as the economy begins to perform more efficiency. U.S. corporations have become fat and mean. They need to become lean and decent—not just for the sake of their workers, but for the sake of their competitive advantage. This provocative and original book shows how they can.
