First, the authors introduce the economic theory of agri-food value chains and value chain governance, focusing on domestic and regional trade in (and consumption of) food crops in a low-income country context. In addition to mainstream and heterodox thinking about value chain development, the book pays attention to political economy considerations. The book also reviews the empirical evidence on value chain development and performance in Africa. It adopts multiple lenses to examine agricultural value chains, zooming out from the micro level (e.g., relational contracting in a context of market imperfections) to the meso level (e.g., distributional implications of various value chain interventions, inclusion of specific social groups) and the macro level (underlying income, population and urbanization trends, volumes and prices, etc.).Furthermore, this book places value chain development in the context of a process the authors refer to as structural transformation 2.0, which refers to a process where production factors (labor, land and capital) move from low-productivity agriculture to high-productivity agriculture. Finally, throughout the book the authors interpret the evidence in light of three important debates: (i) how competitive are rural factor and product markets, and what does this imply for distribution and innovation? (ii) what role do foreign investment and factor proportions play in the development of agri-food value chains in Africa? In addition to these major changes, South Africa is a highly diverse country and a country of extremes in many respects. Within this dynamic and diverse environment the agricultural sector has to survive and grow financially. In order to survive and grow, good decision-making within the agricultural sector in terms of policies and business strategies is extremely important and necessary. However, within the dynamic and extreme environment it is very difficult for decision-makers to make correct decisions since the likely impact of changes in markets and policies is difficult to quantify. The general objective of this dissertation is to identify and construct a type of farm-level model that will have the ability to quantify the likely impact of change in markets and policies on the financial viability of a representative farm. The specific objective is to construct a model of a representative grain and livestock farm in the Reitz district, Free State province, South Africa. The approach to farm-level modelling that is followed is a positivistic approach since questions of 'what is the likely impact' is asked, and not 'what ought to be' questions. Apart from behavioural equations, this farm-level simulation model also consists of accounting identities. The model is of a deterministic type since explanatory and descriptive types of questions need to be answered. The development of this farm-level model contributes to research in the field of farm-level modelling in South Africa due to the fact that it has the ability to simulate the impact of changes in markets and policies on a representative farm's financial position. This is done by linking the farm-level model to a sector-level model developed by Meyer (2002) as well as outputs from several other institutions in terms of macro-economic variables and social variables. There are, however, several issues that became clear in this study. Firstly, positivistic simulation models have the disadvantage that validation and verification are difficult and time consuming due to lack of accurate and detailed data. Secondly, due to the positivistic nature of the model, the assumption is made that very little adjustment in terms of the farm structure takes place during the simulation process. One possible solution to this problem of not being able to simulate adaptation to changing conditions is to develop a model following a normative approach. The third problem with specifically the deterministic type of model is the fact that the model and simulation process assumes no risk. Lastly, in following the positivistic approach, the modeller needs theoretical as well as practical knowledge and understanding of the system modelled and simulated, in order to simulate reality as closely as possible.

Book excerpt: In the last 70 years, Green Revolution technologies, such as inorganic fertilizer and improved seed, have been promoted globally as a means to achieve higher agricultural yields, and reduce poverty and food insecurity. Using long-term ethnography, qualitative and quantitative survey data, and experimental risk games, this dissertation research investigates agricultural decision-making among rural smallholder farmers in the Ntcheu District of central Malawi, a country in the vanguard of the new African Green Revolution. The vast majority of Malawian are rural smallholders who experience chronic and seasonal food insecurity, and their decisions about whether and how to intensely use agricultural technologies are therefore important to understand. This research draws upon 16 years of continued engagement and 15 months of fieldwork with rural Malawian communities exploring the issues smallholders face. First, it explores why rural farmers facing uncertain prices for agricultural inputs, constrained market opportunities, and limited arable land, choose either to use local seed and soil amendments, or to purchase improved seed varieties and expensive inorganic fertilizer. By examining indicators at community and household scales, it demonstrates that input choices are influenced by material wealth and that intensive input use, in communities with economic, political, and social inequality, may lead to greater disparity between rural households. Next, results of a real-rewards risk experiment reveal that when facing chronic and seasonal risk, farmers demonstrate a "safety first" decision-making model that reduces their downside risk, thus they select investment options with a higher probability of obtaining low or negative returns. It further focuses on the cognitive aspects of decision-making, showing that peoples' self-reported experiences of food insecurity are subject to response shifts that reflect changing perceptions of their own food insecurity relative to that of other members of their community across two seasons. By factoring in ecological, economic, and cognitive aspects of people's decision-making, this dissertation illuminates the heterogeneity of smallholders' material, social, and physical constraints, demonstrating that unequal access to the productive resources limits wide-scale or pro-poor growth through Green Revolution strategies.
