Available in PDF, EPUB and Kindle. Book excerpt: A mathematical decision model for information service planning was derived from administrative goals. Program plans are assessed in the context of performance goals for six areas: available staff, available budget, program effectiveness, functional requirements, basic service requirements, investment programs to insure future progress. The technique is an extension of linear programming that calculates optimal solutions to decision problems in the areas of resource allocation, policy analysis and program evaluation according to a set of preemptive priorities established by management. The report includes a program in FORTRAN 4 for computing solutions. (Author).

Book excerpt: Taking advantage of the many specialists visiting Spain prior to the INFORMS Meeting in Barcelona, hold from July 14th to July 17th 1997, we organized a work shop on Decision Analysis Applications at the Real Academia de Ciencias, Madrid, Spain, from J uly 11th to 12th 1997, under the sponsorship of de the Instituto Espaiia. This workshop had a precedent in the International Conference Decision Making: Towards the 21st Century also held at the Real Academia de Ciencias in 1993. The idea of organizing an event, this time devoted to applications of Decision Analysis, was due to Prof. Sixto Rfos, who some four years ago, .sponsored and encouraged by the Royal Academy of Sciences, was the creator of an Interdisciplinary Working Group on Decision Analysis -formed with researchers from within and outside this Academy- which has been active since then, organizing periodical meetings, and whose last project has tumed out into this Workshop. The workshop turned out to be an stimulating opportunity for communicating and discussing the enormous variety of applications of Decision Sciences. In this volume we have included most of the invited papers and a selection of refereed contributed papers. Due to the varied nature of the applications, we have grouped them into five groups ending, as way of an epilog, with a paper by Sarin which contains important insights and reftections on the nature of Decision Analysis in public and private sectors.

Book excerpt: This study develops an approach to the evaluation of plan and project alternatives. The difficult trade offs between technical or social goals and the inevitable environmental impacts are discussed in socio-politcs terms and a case is put for the early mobilization of citizen groups in the process of assessment. Current evaluation methods tend to be either threateningly mathematical or largely intuitive and often ignore the essentially political nature of public choice. The methodology developed in this book enables a final deicision to be made based on the use of rational judgement aids placed alongside formally structured public interest arguments representing the different social policies of the interested groups. This new method informs decision-makers by bringing together the strengths of analysis and richness of human values. Particular attention if paid to the wide range of judgement aids available to the planning professional and examples of their use are presented in appendices.

Book excerpt: This book develops a whole strategy for decision-making, with the full participation of the decision-maker and utilizing continuous feedback. It introduces the use of the very well-known and proven methodology, linear programming, but specially adapted for this purpose. For this, it incorporates a method to include subjective concepts, as well as the possibility of working with many different and even contradictory objectives. The book is liberally populated with diverse case studies to illustrate the concepts. This practical guide will be of interest to anyone undertaking analysis and decision-making, on both simple and complex projects, and who is looking for a strategy to organize, classify, and evaluate the large amount of information required to make an informed decision. The strategy includes methods to analyze the results and extract conclusions from them.

Each method is briefly described and illustrated and provides at least one application from the literature. This briefing will provide you with some ideas of how the methods work and illustrate the usability of these methods in real decision problems. The first four chapters show you how the multiple criteria methods differ by the type of problem they are designed to solve, the timing of decision maker information, the type of information required from the decision maker, and the availability of supporting software. The last chapter provides further discussions and comparisons that guide you in making the appropriate choice and in the use of various multiple criteria methods.

Available in PDF, EPUB and Kindle. Book excerpt: This first-rate text explores the theory and methodology of systems engineering in evaluating alternative courses of action and associated decision-making policies. It treats criteria as multidimensional, rather than scalar, in the development of normative theories. These contribute to a behavioral theory of decision making and provide guidance for exercising judgment. An introductory discussion of the systemic approach to judgment and decision is followed by explorations of psychological value measurements, utility, classical decision analysis, and vector optimization theory. The second section chiefly deals with methods of assessing and evaluating alternatives, including both noninteractive and interactive methods. A taxonomy and a comparative evaluation of methods conclude the text.

Available in PDF, EPUB and Kindle. Book excerpt: Project management for oil and gas projects comes with a unique set of challenges that include the management of science, technology, and engineering aspects. Underlining the specific issues involved in projects in this field, Project Management for the Oil and Gas Industry: A World System Approach presents step-by-step application of project management techniques. Using the Project Management Body of Knowledge (PMBOK®) framework from the Project Management Institute (PMI) as the platform, the book provides an integrated approach that covers the concepts, tools, and techniques for managing oil and gas projects. The authors discuss specialized tools such as plan, do, check, act (PDCA); define, measure, analyze, improve, control (DMAIC); suppliers, inputs, process, outputs, customers (SIPOC); design, evaluate, justify, integrate (DEJI); quality function deployment (QFD); affinity diagrams; flowcharts; Pareto charts; and histograms. They also discuss the major activities in oil and gas risk assessment, such as feasibility studies, design, transportation, utility, survey works, construction, permanent structure works, mechanical and electrical installations, and maintenance. Strongly advocating a world systems approach to managing oil and gas projects and programs, the book covers quantitative and qualitative techniques. It addresses technical and managerial aspects of projects and illustrates the concepts with case examples of applications of project management tools and techniques to real-life project scenarios that can serve as lessons learned for best practices. An in-depth examination of project management for oil and gas projects, the book is a handbook for professionals in the field, a guidebook for technical consultants, and a resource for students.
