The political transition in May 1998 set the stage for the passing of Indonesia’s framework decentralization laws. These laws include both political and technocratic efforts to devolve authority from the centre (Jakarta) to the peripheries. Contrary to expectations, enhanced public participation often takes the form of adat revivalism - a deliberate, highly contested and contingent process linked to intensified political struggles throughout the Indonesian archipelago. The author argues adat is aligned with struggles for recognition and remedial rights, including the right to autonomous governance and land. It cannot be understood in isolation, nor can it be separated from the wider world. Based on original fieldwork and using case studies from Sulawesi to illustrate the key arguments, this book provides an overview of the key analytical concepts and a concise review of relevant stages in Indonesian history. It considers struggles for rights and recognition, focusing on regulatory processes and institutional control. Finally, Tyson examines land disputes and resource conflicts. Regional and local conflicts often coalesce around forms of ethnic representation, which are constantly being renegotiated, along with resource allocations and entitlements, and efforts to preserve or reinvent cultural identities. Book excerpt: A number of UN conventions and declarations (on the Rights of Indigenous Peoples, the Protection and Promotion of the Diversity of Cultural Expressions and the World Heritage Conventions) can be understood as instruments of international governance to promote democracy and social justice worldwide. In Indonesia (as in many other countries), these international agreements have encouraged the self-assertion of communities that had been oppressed and deprived of their land, especially during the New Order regime (1966-1998). More than 2,000 communities in Indonesia who define themselves as masyarakat adat or “indigenous peoples” had already joined the Indigenous Peoples' Alliance of the Archipelago” (AMAN) by 2013. In their efforts to gain recognition and selfdetermination, these communities are supported by international donors and international as well as national NGOs by means of development programmes. In the definition of masyarakat adat, “culture” or adat plays an important role in the communities' self-definition. Based on particular characteristics of their adat, the asset of their culture, they try to distinguish themselves from others in order to substantiate their claims for the restitution of their traditional rights and property (namely land and other natural resources) from the state. The authors of this volume investigate how differently structured communities - socially, politically and religiously - and associations reposition themselves vis-à-vis others, especially the state, not only by drawing on adat for achieving particular goals, but also dignity and a better future.

It asks how and why Dayak politics has experienced drastic changes since 1945. Book excerpt: Scholars of language ideology have encouraged us to reflect on and explore where social categories come from, how they have been reproduced, and whether and to what extent they are relevant to everyday interactional practices. Taking up on these issues, this book focuses on how ethnicity has been semiotically constructed, valued, and reproduced in Indonesia since Dutch colonial times, and how this category is drawn upon in everyday talk. In doing so, this book also seeks to engage with scholarship on superdiversity while highlighting some points of engagement with work on ideas about community. The book draws upon a broad range of scholarship on Indonesia, recordings of Indonesian television from the mid-1990s onwards, and recordings of the talk of Indonesian students living in Japan. It is argued that some of the main mechanisms for the reproduction and revaluation of ethnicity and its links with linguistic form include waves of technological innovations that bring people into contact (e.g. changes in transportation infrastructure, introduction of print media, television, radio, the internet, etc.), and the increasing use of one-to-many participation frameworks such as school classrooms and the mass media. In examining the talk of sojourning Indonesians the book goes on to explore how ideologies about ethnicity are used to establish and maintain convivial social relations while in Japan. Maintaining such relationships is not a trivial thing and it is argued that the pursuit of conviviality is an important practice because of its relationship with broader concerns about eking out a living.
