Book excerpt: At the end of the twentieth century, academics and policymakers welcomed a trend toward fiscal and political decentralization as part of a potential solution for slow economic growth and poor performance by insulated, unaccountable governments. For the last two decades, researchers have been trying to answer a series of vexing questions about the political economy of multi-layered governance. Much of the best recent research on decentralization has come from close collaborations between university researchers and international aid institutions. As the volume and quality of this collaborative research have increased in recent decades, the time has come to review the lessons from this literature and apply them to debates about future programming. In this volume, the contributors place this research in the broader history of engagement between aid institutions and academics, particularly in the area of decentralized governance, and outline the challenges and opportunities to link evidence and policy action.

Book excerpt: "Di Gropello analyzes decentralization reforms in the education sector in Latin America (their status, impact, and ongoing challenges) by making use of the accountability framework developed by the World Development Report 2004: Making Services Work for Poor People. She starts by identifying three main groups of models according to the subnational actors involved, the pattern adopted in the distribution of functions across subnational actors, and the accountability system central to the model. She then reviews the impact of these models according to the available empirical evidence, and explores determinants of this impact, extracting lessons useful to the design of future reforms. The author concludes that the single most important factor in ensuring the success or failure of a reform is the way the accountability relationships are set to work within each of the models and provides some lessons on how to get these relationships to work effectively. She also provides three main general lessons for selecting 'successful' models: (1) avoid complicated models; (2) increase school autonomy and the scope for 'client power,' maintaining a clear role for the other accountability relationships; and (3) place more emphasis on the 'management' accountability relationship and the sustainability of the models"--Abstract.

Book excerpt: Dissatisfied with centralized approaches to delivering local public services, a large number of countries are decentralizing responsibility for these services to lower-level, locally elected governments. The results have been mixed. The paper provides a framework for evaluating the benefits and costs, in terms of service delivery, of different approaches to decentralization, based on relationships of accountability between different actors in the delivery chain. Moving from a model of central provision to that of decentralization to local governments introduces a new relationship of accountability-between national and local policymakers-while altering existing relationships, such as that between citizens and elected politicians. Only by examining how these relationships change can we understand why decentralization can, and sometimes cannot, lead to better service delivery. In particular, the various instruments of decentralization-fiscal, administrative, regulatory, market, and financial-can affect the incentives facing service providers, even though they relate only to local policymakers. Likewise, and perhaps more significantly, the incentives facing local and national politicians can have a profound effect on the provision of local services. Finally, the process of implementing decentralization can be as important as the design of the system in influencing service delivery outcomes.

Using a combination of quantitative and qualitative methods this study is examining varying outcomes of decentralization policy in Indonesia and shows - both theoretically and empirically - that the performance of newly empowered local governments is deeply rooted in local politics. If local political processes are distorted, political and bureaucratic agents face incentives to use the greater fiscal and political independence that comes with decentralization to draw private 'rents' and consequently often fail to deliver basic services. Conversely, higher accountability increases the political costs of inefficient and inadequate public decisions and public service performance is likely to improve. This requires the interaction of local political institutions, the electoral regime and a well informed and a politically active community able to broadly participate directly and indirectly in exacting accountability. Economists, political scientists and practitioners of decentralization and public sector reform in emerging markets will take great interest in this book. The author is an Economist with an international development institution working on public sector reform and fiscal affairs.
