This paper analyses the potential of existing national and global governance mechanisms to address four of these deficits for homeworkers in global supply chains: Instability and insecurity of work; unsafe working conditions; poor wages; and a lack of freedom of association and the right to collective bargaining. We construct a typology that assesses each instruments' potential to address these decent work deficits in terms of: (a) the aspects of decent work that the instrument seeks to regulate; (b) the mechanisms that the instrument relies on to ensure compliance; and (c) the extent to which the instrument is legally enforceable, and by whom. Arguing for a plural, over-overlapping concept of governance − hard and soft, operating at national, regional and international levels − we offer suggestions for improving the instruments that hold most promise for protecting homeworkers. The paper concludes that enforcement of the provisions in these instruments that protect homeworkers is contingent upon strong social movements and, most importantly, the recognition and incorporation of representative organizations of homeworkers into governance processes.

Book excerpt: Platform work – the matching of the supply of and demand for paid labour through an online platform – often depends on workers who operate in a “grey area” between the archetype of an employee and a self-employed worker. This important book explores the utility of the International Labour Organization’s existing standards in governing this phenomenon. It indicates that despite their relevance, many standards have little or no impact. The standards apply to the issue but they fail to connect with it. The author shows how three ILO conventions – the Home Work Convention, 1996 (No. 177), the Private Employment Agencies Convention, 1997 (No. 181), and the Domestic Workers Convention, 2011 (No. 189) – can be revitalised to have an impact on the platform work debate. In the course of the analysis he responds in depth to such questions as the following: What are digital labour platforms? What does decent work mean? Did the ILO centenary fundamentally change anything? What is the link between private employment services and platform work? How do crowdworkers relate to homeworkers and teleworkers? Are platform workers engaged in domestic work? What form could a future ILO standard on platform work take? Given that the ILO plans to start discussions on a potential future standard for platform work in 2022, this book will prove very useful in highlighting the issues and standards that such discussions should consider. Research has shown that the techniques and tools of the platform economy have spread far beyond gig work, resulting in widespread “gigification” and restructuring of workplace behaviours and relationships, jobs, and communities across the world. For this and other reasons, including the book’s detailed analysis of issues not addressed elsewhere, labour lawyers, in-house counsel, researchers, and policymakers will gain valuable insight into what decent work in the platform economy would require, thus greatly broadening the discussion on this difficult-to-regulate phenomenon.

As input into the ILC discussion in 2016, the International Labour Office (ILO) conducted, with the support of the Netherlands’ Ministry of Foreign Affairs, studies of economic and social upgrading in global supply chains in four different sectors of the economy: animation/visual effects (VFX), electronics, gold and retail. These four sectors were selected for their diversity to provide insight into general trends across the global economy. A comparison of the four sectors helps to understand the social and the economic implications of supply chains within the context of the changing global economy and to identify potential areas for future work. In addition, it contributes to promoting decent work in GSCs through expanding and disseminating knowledge about strategies to improve working conditions as well as productivity and competitiveness in different sectors of the global economy. The analysis carried out under this project will help inform the 2016 discussion and feed into the preparations and possible follow-up to the ILC discussion.
