Book excerpt: Promoting decent rural employment, by creating new jobs in rural areas and upgrading the existing ones, could be one of the most efficient pathways to reduce rural poverty. This paper systematically investigates the impact of decent rural employment on agricultural production efficiency in sub-Saharan African countries, taking Ethiopia and Tanzania as case countries. The analysis applies an output-oriented distance function approach with an estimation procedure that accounts for different technological, demographic, socio-economic, institutional and decent rural employment indicators. Data of the most recent round of Living Standards Measurement Study-Integrated Surveys on Agriculture (LSMS-ISA) for the two countries are used, and a set of indicators are derived to proxy core dimensions of decent rural employment. The findings of our analysis show that decent rural employment contributes to agricultural production efficiency.

However, the micro-level processes driving this transformation are still unclear and remain the subject of debate. This collection provides a micro economic foundation for understanding the particular growth processes at work within the region’s rural areas, and in so doing provides important insights for policy action. The book provides valuable household- and farm-level evidence about the drivers of rural labour productivity, improvements in access to markets, investment in food value chains, and indeed the role of rural economic growth in Africa’s ongoing rural transformation processes. Some of the features of Africa’s ongoing rural transformation are similar to those of agricultural transformation as experienced in Asia and elsewhere. However, other features of Africa’s rural transformation are unique, and pose important challenges for development policy and planning. With a fifth, mainly from the rural areas of the world, living below the poverty datum line, the world has a huge challenge to reduce poverty, worse still to eradicate it from the face of the earth. A target was set through the 2000-2015 United Nations (UN) Millennium Development Goals (MDGs) and subsequently through the Sustainable Development Goals (SDGs), to reduce poverty by at least half by the years 2015 and 2030 respectively. In pursuing this goal, livelihoods of poor people though meeting with serious challenges, especially in rural areas, play a major role. This book explores the role played by people-centred Public Works Programmes in the fight against poverty and the development of rural communities in Africa. Whereas a number of countries in Africa have been approaching the issue of poverty through several interventions including Public Works Schemes, it is sad to note that poverty still tops the rankings among numerous economic and social challenges facing the continent. One wonders whether the public works strategy is misguided, misconstrued or mismanaged considering that its main objective is to make the unemployed more employable through the provision of temporary employment and training opportunities. The book concludes that Public Works Programmes, if well managed and people-centred, are one of the best ways to alleviate and even eradicate poverty in rural Africa, as it allows governments to make partnership with people, and facilitates implementation while giving space for economic self-sustenance, growth and development.

Other strategies, including development of rural roads, non-farm activities, and rural finance, may reduce poverty without significantly affecting productivity or land management. Some policies, however, will likely involve trade-offs among different goals and will need to have their negative impacts minimized. Those in government, NGOs, the private sector, or academia who are concerned about sustainably reducing poverty in Sub-Saharan Africa will benefit from this analysis of how to pursue these key development goals.

Book excerpt: The relative contribution of a sector to poverty reduction is shown to depend on its direct and indirect growth effects as well as its participation effect. The paper assesses how these effects compare between agriculture and non-agriculture by reviewing the literature and by analyzing cross-country national accounts and poverty data from household surveys. Special attention is given to Sub-Saharan Africa. While the direct growth effect of agriculture on poverty reduction is likely to be smaller than that of non-agriculture (though not because of inherently inferior productivity growth), the indirect growth effect of agriculture (through its linkages with nonagriculture) appears substantial and at least as large as the reverse feedback effect. The poor participate much more in growth in the agricultural sector, especially in low-income countries, resulting in much larger poverty reduction impact. Together, these findings support the overall premise that enhancing agricultural productivity is the critical entry-point in designing effective poverty reduction strategies, including in Sub-Saharan Africa. Yet, to maximize the poverty reducing effects, the right agricultural technology and investments must be pursued, underscoring the need for much more country specific analysis of the structure and institutional organization of the rural economy in designing poverty reduction strategies.

Book excerpt: Estimates of the current and future structure of employment in sub-Saharan Africa (2005–20) are obtained based on household survey estimates for 28 countries and an elasticity-type model that relates employment to economic growth and demographic outcomes. Agriculture still employs the majority of the labor force although workers are shifting slowly out of the sector. Sub-Saharan Africa’s projected rapid labor force growth, combined with a low baseline level of private sector wage employment, means that even if sub-Saharan Africa realizes another decade of strong growth, the share of labor force employed in private firms is not expected to rise substantially. Governments need to undertake measures to attract private enterprises that provide wage employment, but they also need to focus on improving productivity in the traditional and informal sectors as these will continue to absorb the majority of the labor force.

After many years in decline, the continent's economy picked up in the mid-1990s. Along with this macroeconomic growth, people became healthier, many more youngsters attended schools, and the rate of extreme poverty declined from 54 percent in 1990 to 41 percent in 2015. Political and social freedoms expanded, and gender equality advanced. Conflict in the region also subsided, although it still claims thousands of civilian lives in some countries and still drives pressing numbers of displaced persons. Despite Africa’s widespread economic and social welfare accomplishments, the region’s challenges remain daunting: Economic growth has slowed in recent years. Poverty rates in many countries are the highest in the world. And notably, the number of poor in Africa is rising because of population growth. From a global perspective, the biggest concentration of poverty has shifted from South Asia to Africa. Accelerating Poverty Reduction in Africa explores critical policy entry points to address the demographic, societal, and political drivers of poverty; improve income-earning opportunities both on and off the farm; and better mobilize resources for the poor. It looks beyond macroeconomic stability and growth—critical yet insufficient components of these objectives—to ask what more could be done and where policy makers should focus their attention to speed up poverty reduction. The pro-poor policy agenda advanced in this volume requires not only economic growth where the poor work and live, but also mitigation of the many risks to which African households are exposed. As such, this report takes a "jobs" lens to its task. It focuses squarely on the productivity and livelihoods of the poor and vulnerable—that is, what it will take to increase their earnings. Finally, it presents a road map for financing the poverty and development agenda.
