Book excerpt: According to current understanding, Malthus was hostile to an excess of population because it caused social sufferings, while Marx was favourable to demographic growth in so far as a large proletariat was a factor aggravating the contradictions of capitalism. This is unfortunately an oversimplification. Both raised the same crucial question: when considered as an economic variable, how does population fit into the analysis of economic growth? Even though they started from the same analytical standpoint, Marx established a very different diagnosis from that of Malthus and built a social doctrine no less divergent. The book also discusses the theoretical and doctrinal contribution of the liberal economists, writing at the onset of the industrial revolution in France (1840-1870), and those of their contemporary, Pierre-Joseph Proudhon, who shared with Marx the denunciation of the capitalist system. By paying careful attention to the social, economic, and political context, this book goes beyond the shortcomings of the classification between pro- and anti-populationism. It sheds new light over nineteenth century controversies over population in France, a case study for Europe.

According to many thinkers of the time, mankind was on a course of steady improvement with advances set to continuously improve society and life for all. Malthus was a skeptic on this point, and, in a clear example of the skill of reasoning, set about constructing and marshalling a strong argument for a less optimistic view. Central to his argument were the laws of population growth and their relationship to growth in agricultural production; in his view the former would always outstrip the latter. This provided a strong argument that society was limited by finite resources – a closely reasoned argument that continues to influence economists, politicians and scientists today, as well as environmental movements. While Malthus’ proposed solutions have been less influential, they remain an excellent example of problem solving, offering a range of answers to the problem of population growth and finite resources.

There is a widely held view that his macroeconomics lacks coherence and is merely a collection of isolated jottings. This book challenges this view; it presents textual evidence that Malthus’s macroeconomics constitutes a significant system of thought with considerable academic merit. It reawakens debate about the relative merits of Malthus and Ricardo as macroeconomists and contends that Malthus offers important macroeconomic ideas and policy proposals relevant to modern economic problems. It presents and analyses Malthus’ ideas on topics such as the determinants of aggregate economic growth; the causes of general depression; the remedies for mass unemployment; the balance between laissez-faire and government intervention; the optimum division of expenditure between consumption, saving, and investment; the distribution of income between wages, profits, and rents; and the degree of economic inequality. Particular emphasis is given to his view that the pattern of distribution of wealth between the upper, lower, and middle classes is a major determinant or factor in the production of wealth, and that continued economic development depends on the growth of a large and affluent middle class. The radical nature of some of his ideas and policy proposals on the ownership and distribution of land is highlighted.
