Acts of resistance and rebellion by groups designated as "tribal" have fascinated as well as perplexed administrators and scholars in South Asia and beyond. Tribal resistance and rebellion are held to be tragic yet heroic political acts by "subaltern" groups confronting omnipotent states. By contrast, this book draws on fifteen years of archival and ethnographic research to argue that statemaking is intertwined inextricably with the politics of tribal resistance in the margins of modern India. Uday Chandra demonstrates how the modern Indian state and its tribal or adivasi subjects have made and remade each other throughout the colonial and postcolonial eras, historical processes of modern statemaking shaping and being shaped by myriad forms of resistance by tribal subjects. Accordingly, tribal resistance, whether peaceful or violent, is better understood vis-à-vis negotiations with the modern state, rather than its negation, over the past two centuries. How certain people and places came to be seen as "tribal" in modern India is, therefore, tied intimately to how "tribal" subjects remade their customs and community in the course of negotiations with colonial and postcolonial states. Ultimately, the empirical material unearthed in this book requires rethinking and rewriting the political history of modern India from its "tribal" margins.

Book excerpt: In this study of struggles for ethnoterritorial autonomy, Bethany Lacina explains regional elites’ decision whether or not to fight for autonomy, and the central government’s response to this decision. In India, the prime minister’s respective electoral ties to separate, rival regional interests determine whether ethnoterritorial demands occur and whether they are repressed or accommodated. Using new data on ethnicity and sub-national discrimination in India, national and state archives, parliamentary records, cross-national analysis and her original fieldwork, Lacina explains ethnoterritorial politics as a three-sided interaction of the center and rival interests in the periphery. Ethnic entrepreneurs use militancy to create national political pressure in favor of their goals when the prime minister lacks clear electoral reasons to court one regional group over another. Second, ethnic groups rarely win autonomy or mobilize for violence in regions home to electorally influential anti-autonomy interests. Third, when a regional ethnic majority is politically important to the prime minister, its leaders can deter autonomy demands within their borders, while actively discriminating against minorities. Rival Claims challenges the conventional beliefs that territorial autonomy demands are a reaction to centralized power and that governments resist autonomy to preserve central prerogatives. The center has allegiances in regional politics, and ethnoterritorial violence reflects the center’s entanglement with rival interests in the periphery.

Following the recommendations of the States Reorganisation Commission (SRC) in 1956, the territorial boundaries of the states were redrawn. However, within a decade, the geo-linguistic and cultural-ideological criteria could not be considered satisfactory for the future division of states. With the formation of three new states (Chhattisgarh, Uttarakhand and Jharkhand) and the demand for Telangana statehood not accepted as yet, new dimensions and perspectives about state formation as a critical political practice have surfaced yet again in contemporary India. The book addresses a number of significant themes related to states reorganisation and its effects — questions of underdevelopment, size, political participation, governance, cultural identities — and also analyses the demand for smaller states. It focuses on different states, their historical and contemporary trajectory leading to the demand for territorial remapping and thus recognising specific political and cultural resources, and identities in the regions and sub-regions of states in India.
