Book excerpt: Conditional cash transfer programs are based on a simple, yet powerful premise: creating adequate incentives today to stimulate the accumulation of human capital in poor families can provide future generations with the opportunity to generate their own higher incomes. Looking at the experience of Progresa-Oportunidades--the oldest such program whose results after 10 years provide valuable lessons--offers the opportunity to examine whether the youth of Progresa-Oportunidades, in a not too distant future, will be able to find productive jobs that allow them to escape the poverty that has trapped their parents. In this study, Santiago Levy looks at this question from an innovative perspective, analyzing how the intrinsic structure of incentives created by a set of social policies can aid or inhibit the achievement of the principal objective of Progresa-Oportunidades: to break the intergenerational transmission of poverty. This study can help spark a discussion in many countries on the links between social policy, productivity growth and, in turn, poverty reduction.

Available in PDF, EPUB and Kindle. Book excerpt: "Many people worry that we're losing genetic diversity in the foods we eat. Over the past century, crop varieties standardized for industrial agriculture have increasingly dominated farm fields. Concerned about what this transition means for the future of food, scientists, farmers, and eaters have sought to protect crop plants they consider endangered. They have organized high-tech genebanks and heritage seed swaps. They have combed fields for ancient landraces and sought farmers growing Indigenous varieties. Behind this widespread concern for the loss of plant diversity lies another extinction narrative about the survival of farmers themselves, a story that is often obscured by urgent calls to collect and preserve. Endangered Maize draws on the rich history of corn in Mexico and the United States to trace the motivations behind these hidden extinction stories and show how they shaped the conservation strategies adopted by scientists, states, and citizens. In Endangered Maize, historian Helen Anne Curry investigates more than a hundred years of agriculture and conservation practices to understand the tasks that farmers and researchers have considered essential to maintaining crop diversity. Through the contours of efforts to preserve diversity in one of the world's most important crops, Curry reveals how conservationists forged their methods around expectations of social, political, and economic transformations that would eliminate diverse communities and cultures. In this fascinating study of how cultural narratives shape science, Curry argues for new understandings of endangerment and alternative strategies to protect and preserve crop diversity"--

Book excerpt: Sometimes we hope to see a "Savior" of the secular world coming from an unknown alien realm. Such imaginings can encourage us to create both new concerns and goals toward which we scramble. We are always looking for the birth of a Venus. Since the "Miracle of East Asia" was pronounced by the World Bank, Asian economic development has been set against a specific background. Tigers have been sought in the jungles of Asia in place of the tragedies found in Africa or South America. However the Asian economic crisis exposed the misconduct of policy advocated by the then dominant worldly consensus. East Asian developments once again gave an urgent impetus to reexamining conventional wisdom. More recently, the coalescence of an "East Asian economic community" forms a backdrop for discussions on the future shape of the global system. Through this new paradigm will it be possible to further cultivate the fruits of Asian economic experiences? Or, by this rhetoric, will we merely be attempting a lonely effort to seek deliverance from the current realities of the savage world of the free market economy? This volume sheds light on various aspects of and phases in the most recent arguments, bringing together the work of European and East Asian scholars. Part One is devoted to the political and economic dynamics contributing to the emergence of an integrating East Asian entity. Part Two illustrates the challenges and problems faced by selected individual countries that would need to be overcome in creating an East Asian economy.

By emphasizing the role played by contemporary social movements such as environmentalists, migrant organizations, world social forum activists and others, these studies grapple with diverse forms of organized resistance in the 21st century. From homeless peoples displaced by Hurricane Katrina to young Muslim women refusing to shun their veils in French schools, the logic of a new generation of protest is deciphered with an eye to learning from as well as informing new social forces demanding progressive change. The result is an affirmation of the continuing relevance of critical sociology in analyzing key socialcontradictions in the United States, Mexico, and beyond"--P. [4] of cover.

Available in PDF, EPUB and Kindle. Book excerpt: In The Chicken Trail, Kathleen C. Schwartzman examines the impact of globalization—and of NAFTA in particular—on the North American poultry industry, focusing on the displacement of African American workers in the southeast United States and workers in Mexico. Schwartzman documents how the transformation of U.S. poultry production in the 1980s increased its export capacity and changed the nature and consequences of labor conflict. She documents how globalization—and NAFTA in particular—forced Mexico to open its commodity and capital markets, and eliminate state support of corporations and rural smallholders. As a consequence, many Mexicans were forced to abandon their no longer sustainable small farms, with some seeking work in industrialized poultry factories north of the border. By following this chicken trail, Schwartzman breaks through the deadlocked immigration debate, highlighting the broader economic and political contexts of immigration flows. The narrative that undocumented worker take jobs that Americans don’t want to do is too simplistic. Schwartzman argues instead that illegal immigration is better understood as a labor story in which the hiring of undocumented workers is part of a management response to the crises of profit making and labor-management conflict. By placing the poultry industry at the center of a constellation of competing individual, corporate, and national interests and such factors as national debt, free trade, economic development, industrial restructuring, and African American unemployment, The Chicken Trail makes a significant contribution to our understanding of the implications of globalization for labor and how the externalities of free trade and neoliberalism become the social problems of nations and the tragedies of individuals.

Book excerpt: Using survey data on technical assistance projects that was collected by the International Competition Network's Competition Policy Implementation Working Group during 2004 and 2005, the author estimates the effect of different types of technical assistance on several performance measures of recipient competition authorities. According to the author, a clear pattern of results emerges. Taken at face value, and supposing that maximizing the positive effect on recipient authority performance is the sole objective of a technical assistance programme in competition law and enforcement, these findings have implications for the mix of technical assistance activities that could be offered to competition authorities.

Book excerpt: This work responds to the increasing global need of measuring and analyzing impacts, vulnerabilities and coping capacity of countries, regions and communities regarding climate change, extreme weather conditions, natural disasters and institutional constraints. The case of Mexico, analyzed in this work, provides lessons for further developing countries to assess natural disasters vulnerability, for making informed adaptation decisions and to optimize resources for reducing country and community vulnerability. This book’s analyses contribute to the current debate of the long-term economic impact of natural disasters (hurricanes, earthquakes, etc.), as well as offer an integral methodology combining natural and social sciences for studies of country and community level vulnerability to climate change. The lessons derived from this analysis provide useful elements for the design and improvement of governmental policies concerning social and economic development as well. In addition, the desegregation of this analysis has the advantage of facilitating the design and evaluation of governmental projects at municipal, sub-national and national level, as well as provides conceptual-empirical elements for international cooperation in matters of disaster risk reduction, climate change adaptation, rural development and poverty reduction.

Book excerpt: The Trump Paradox: Migration, Trade, and Racial Politics in US-Mexico Integration explores one of the most complex and unequal cross-border relations in the world, in light of both a twenty-first-century political economy and the rise of Donald Trump. Despite the trillion-plus dollar contribution of Latinos to the US GDP, political leaders have paradoxically stirred racial resentment around immigrants just as immigration from Mexico has reached net zero. With a roster of state-of-the-art scholars from both Mexico and the US, The Trump Paradox explores a dilemma for a divided nation such as the US: in order for its economy to continue flourishing, it needs immigrants and trade.
