Available in PDF, EPUB and Kindle. Book excerpt: This work by the Spanish humanist and philosopher, Juan Luis Vives, is the first tract of its kind in the Western world to treat the problem of urban poverty and propose concrete suggestions for a policy of social legislation. The treatise, published in 1526, is dedicated to the civil authorities of Bruges and deals specifically with the problems of that city, but with potential universal application. Vives calls upon the wealthy to share their blessings with those less fortunate, emphasizing that possessions are not given to us for our own use only but to share them with our neighbour. The reader will often find Vives' reflections and solutions surprisingly modern. The book includes an edition of the Latin text and an English translation.

Book excerpt: Psychology and the Other Disciplines looks at how Aristotelian psychology developed from the medieval to the early modern period, by studying its interactions with other philosophical disciplines, medicine, and theology. The book addresses a wide range of topics, such as the place of psychology in the diverse academic curricula, the influence of theology and medicine on psychology and vice versa. Bringing together specialists in various fields, this volume shows that the transformation from the scholastic to more empirical approaches to psychology was a gradual process. Contributors include: Paul J.J.M. Bakker, Magdalena Bieniak, Lorenzo Casini, Elisa Cuttini, William Duba, Michael Edwards, Hiro Hirai, Matthew Klemm, Gideon Manning, and Nancy Siraisi.

Book excerpt: This book presents new translations of the earliest known studies in Social Policy. Juan-Luis Vives's De Subventione Pauperum (On the Relief of the Poor) is an academic report on the organisation of social welfare, prepared for the senate of Bruges and published in 1526. Forma Subventionis Pauperum (The government of poor relief), published in 1531, is an anonymous evaluation report. It reviews the system of poor relief in the city of Ypres, five years after the policy was introduced. These reports lay out methods and approaches for the delivery of social services within their cities. Unemployed people should be found work or helped to start a business. People with disabilities or mental illness should be treated seriously and recognised for what they can do. Migrants should be helped, even if it is not possible to assist everyone. Special efforts should be made to help people who are reluctant or too proud to claim. Services have to be properly organised, records have to be kept and the use of funds has to be publicly accountable and subject to audit. The sophistication of the arguments developed in these studies will surprise many readers. They deserve to be read by everyone with an interest in social policy or public administration.

Book excerpt: This book offers an introduction to the important idea and practice of unconditional basic income, which is becoming a topic increasingly discussed not only among researchers but also among citizens and the politicians who represent them. The topic is also increasingly making its way into the mass media. Unconditional basic income is a financial sum that is provided to all citizens (or otherwise legally defined residents) by the state (or a city, a county etc.) at regular intervals (usually monthly) without any conditions being attached, i.e. regardless of whether the citizen has other income from wages or other sources, regardless of age, sex and gender, marital status or other characteristics. The provision of a basic income enables citizens' basic needs to be met and their creative potential to be unlocked for their other activities which could then significantly raise their standard of living. This book discusses basic income by presenting the main arguments and experiments with basic income in Europe, the Americas, Africa, and Asia. Basic income offers the possibility of a major social and civilizational change for all.

Available in PDF, EPUB and Kindle. Book excerpt: This book shows how a group of early-seventeenth-century writers excluded theologically grounded argument from a wide range of disciplines, from the natural sciences to international relations. Somos uses richly contextualised portraits of Scaliger, Heinsius, Cunaeus and Grotius to develop a new model of secularisation as a contingent, cumulative, and incomplete process, with some unintended consequences. Facing severe conflict, the Leiden Circle realised that rival claims that staked their truth-content and validity on religious belief were ultimately irreconcilable. Gradually they removed such claims from acceptable discourse, contributing to the comprehensive secularisation that defines modernity. If blindness to religious claims has become definitive of modern politics, Somos concludes, recollecting its historical complexity and contingency is essential for overcoming some of its failures.

Book excerpt: Winner of the 2016 Grawemeyer Award in Religion Global health efforts today are usually shaped by two very different ideological approaches: a human rights-based approach to health and equity-often associated with public health, medicine, or economic development activities; or a religious or humanitarian "aid" approach motivated by personal beliefs about charity, philanthropy, missional dynamics, and humanitarian "mercy." The underlying differences between these two approaches can create tensions and even outright hostility that undermines the best intentions of those involved. In Beholden: Religion, Global Health, and Human Rights, Susan R. Holman--a scholar in both religion and the history of medicine--challenges this traditional polarization by telling stories designed to help shape a new perspective on global health, one that involves a multidisciplinary integration of religion and culture with human rights and social justice. The book's six chapters range broadly, describing pilgrimage texts in the Christian, Hindu, Buddhist, and Islamic traditions; the effect of ministry and public policy on nineteenth-century health care for the poor; the story of the Universal Declaration of Human Rights as it shaped economic, social, and cultural rights; a "religious health assets" approach based in Southern Africa; and the complex dynamics of gift exchange in the modern faith-based focus on charity, community, and the common good. Holman's study serves as an insightful guide for students and practitioners interested in improving and broadening the scope of global health initiatives, with an eye towards having the greatest impact possible.

Book excerpt: Tracing the interwoven traditions of modern welfare states in Europe over five centuries, Thomas McStay Adams explores social welfare from Portugal, France, and Italy to Britain, Belgium and Germany. He shows that the provision of assistance to those in need has faced recognizably similar challenges from the 16th century through to the present: how to allocate aid equitably (and with dignity); how to give support without undermining autonomy (and motivation); and how to balance private and public spheres of action and responsibility. Across two authoritative volumes, Adams reveals how social welfare administrators, critics, and improvers have engaged in a constant exchange of models and experience locally and across Europe. The narrative begins with the founding of the Casa da Misericordia of Lisbon in 1498, a model replicated throughout Portugal and its empire, and ends with the relaunch of a social agenda for the European Union at the meeting of the Council of Europe in Lisbon in 2000. Volume 1, which focuses on the period from 1500 to 1700, discusses the concepts of 'welfare' and 'tradition'. It looks at how 16th-century humanists joined with merchants and lawyers to renew traditional charity in distinctly modern forms, and how the discipline of religious reform affected the exercise of political authority and the promotion of economic productivity. Volume 2 examines 18th-century bienfaisance which secularized a Christian humanist notion of beneficence, producing new and sharply contested assertions of social citizenship. It goes on to consider how national struggles to establish comprehensive welfare states since the second half of the 19th century built on the power of the vote as politicians, pushed by activists and advised by experts, appealed to a growing class of industrial workers. Lastly, it looks at how 20th-century welfare states addressed aspirations for social citizenship while the institutional framework for European economic cooperation came to fruition

As this comprehensive volume demonstrates, however, the question of how to care for the poor has had significant implications for German history throughout the modern era. Here, eight leading historians provide essential case studies and syntheses of current research into German welfare, from the Holy Roman Empire to the present day. Along the way, they trace the parallel historical dynamics that have continued to shape German society, including religious diversity, political exclusion and inclusion, and concepts of race and gender.

Available in PDF, EPUB and Kindle. Book excerpt: This study offers a new view on public services in the early modern Low Countries and answers the following questions: who provided public facilities in urban communities and in which ways did public amenities change in the period between 1500 and 1800? It throws light on the ways in which responsibilities were shared between city dwellers and the factors which influenced the allocation and reallocation of public services between the sixteenth and nineteenth centuries. The present study looks at those who provided various services to their communities, the ways in which they were rewarded and monitored, and the gain they may have sought. It focuses on the situation in the Low Countries, but in many respects, it also describes the development of the provision of public services in most towns in early modern Western Europe. The complex mixture of central and local, private and public, ecclesiastical and secular, individual and corporate initiatives, characterized – to a greater or lesser extent – urban communities everywhere in Western Europe. Above all, early modern towns were civil societies in which community services such as health care, poor relief, and public security were largely shaped and formed by conceptions of citizenship and collective interest.
