However, we lack comparative studies of these participatory institutions in public health. This Element proposes a conceptualization of programmatic participation and distinguishes between two types, monitoring and policy-making. Falleti and Cunial review the origins of state-sanctioned institutions that mandate community participation in health in the two world regions with most advanced social welfare systems, Western Europe and Latin America, implying a comparative analysis of eleven health care systems. They argue that the origins of participatory institutions help account for the resulting types of programmatic participation. They delve deeper into the study of the experience of participation for policy making and analyze two hundred local participatory projects in public health. Book excerpt: The development discourse has long been dominated by best practices prescriptions for reform, but these are not a useful way of responding to the governance ambiguities of the early 21st century. Working with the Grain draws on both innovative scholarship and Brian Levy's quarter century of experience at the World Bank to lay out an alternative-a practical, analytically grounded, "with-the-grain" approach to reducing poverty and addressing weaknesses in governance. Best practice prescriptions confuse the goals of development with the journey of getting from here to there. A strong rule of law, capable and accountable governments, and a flexible, level playing field business environment are indeed desirable end points. But the ability to describe well-governed states does not conjure them into existence. If the only available actions are all or nothing, then efforts at change will almost certainly fall short, leading to disillusion and despair. By contrast, this book takes as its point of departure the realities of a country's economy, polity and society, and directs attention towards the challenges of initiating and sustaining forward development momentum. The book: -- distinguishes among four broad groups of countries, according to whether polities are dominant or competitive, and whether institutions are personalized or impersonal -- identifies alternative options for governance and policy reform-top down options which endeavor to strengthen formal institutions, and options supporting the emergence of "islands of effectiveness" -- explores how to identify entry points for change where there is a good fit between divergent country contexts and alternative options for reform. Sometimes the binding constraint to forward movement can be institutional, making governance reform the priority; at other times, the priority can better be on inclusive growth. Taking the decade-or-so time horizon of practitioners, the aim is to nudge things along-seeking gains that initially may seem quite modest but sometimes can give rise to a cascading sequence of change for the better.

Electoral Management Bodies (EMBs) are central to the delivery and quality of elections. These institutions are mandated to manage most or all aspects of the electoral process. Informed by diverse factors - the design, mandate, extent of powers and even the number of institutions responsible for electoral matters vary in each country. This study is a collaborative effort between the Open Society Initiative for Southern Africa (OSISA), the Open Society Foundation's Africa Regional Office (AfRO) and the Electoral Commissions Forum of the Southern African Development Community (ECF-SADC). For each of the 12 countries, the research covered: Comparative analysis of the legal frameworks the EMBs operate under and of the historical and political contexts they function within; Comparative study of the institutional nature of the EMBs; Assessment of the powers vested in the EMBs in the conduct and management of electoral processes and their role in the drafting of electoral laws, managing electoral operations, certifying and proclaiming electoral results, ensuring that electoral results are credible, and in resolving electoral conflicts; and Comparative assessment of the independence of the EMBs with particular reference to funding and their relationships with the executive, political parties, parliament and the judiciary (electoral justice mechanisms). Findings and recommendations from this pan-African initiative are expected to increase information and knowledge on the strengths, weaknesses and workings of EMBs in sub-Saharan Africa to facilitate peer learning among African election managers, as well as informing policy-makers, legislators, governments and civil society on a progressive reform agenda to strengthen inclusive electoral processes and democratic practice.

Book excerpt: Even in the 21st Century, the manufacture of leather retains an air of the dark arts, still somewhat shrouded in the mysteries of a millennia old, craft based industry. Despite the best efforts of a few scientists over the last century or so, much of the understanding of the principles of tanning is still based on received wisdom and experience. Leather is made from (usually) the hides and skins of animals - large animals such as cattle have hides, small animals such as sheep have skins. The skin of any animal is largely composed of the protein collagen, so it is the chemistry of this fibrous protein and the properties it confers to the skin with which the tanner is most concerned. In addition, other components of the skin impact on processing, impact on the chemistry of the material and impact on the properties of the product, leather. Therefore, it is useful to understand the relationships between skin structure at the molecular and macro levels, the changes imposed by modifying the chemistry of the material and the eventual properties of the leather. This book aims to contribute to changing the thinking in the industry, to continue building a body of scientific understanding, aimed at enhancing the sustainability of an industry which produces a unique group of materials, derived from a natural source. The Science of Leather is the only current text on tanning science, and addresses the scientific principles which underpin the processes involved in making leather. It is concerned with the chemical modification of collagen, prior to tanning and the tanning reactions in particular. The subject is covered in the following order: collagen chemistry, collagen structure, skin structure, processing to prepare for tanning, the tanning processes and processing after tanning. The aim of the book is to provide leather scientists and technologists with an understanding of how the reactions work, the nature of their outcomes and how the processes can be controlled and changed. The objective is to synthesise a scientific view of leather making and to arrive at an understanding of the nature of tanning - how the wide range of chemistries employed in the art can change the properties of collagen, making leather with different properties, especially conferring different degrees of stabilisation as measured by the hydrothermal stability. Environmental issues are not treated as a separate theme - the impact of leather making on the environment is a thread running through the text, with the assumption that better understanding of the science of leather making will lead to improved processing. The book also reflects on the ways leather technology may develop in the future based on the foundation of understanding the scientific principles which can be exploited. It also includes a subject index, references and a glossary.
