Available in PDF, EPUB and Kindle. Book excerpt: How we raise young children is one of today's most highly personalized and sharply politicized issues, in part because each of us can claim some level of "expertise." The debate has intensified as discoveries about our development-in the womb and in the first months and years-have reached the popular media. How can we use our burgeoning knowledge to assure the well-being of all young children, for their own sake as well as for the sake of our nation? Drawing from new findings, this book presents important conclusions about nature-versus-nurture, the impact of being born into a working family, the effect of politics on programs for children, the costs and benefits of intervention, and other issues. The committee issues a series of challenges to decision makers regarding the quality of child care, issues of racial and ethnic diversity, the integration of children's cognitive and emotional development, and more. Authoritative yet accessible, From Neurons to Neighborhoods presents the evidence about "brain wiring" and how kids learn to speak, think, and regulate their behavior. It examines the effect of the climate-family, child care, community-within which the child grows.

Book excerpt: "David Blau has chosen seven economists to write chapters that review the emerging economic literature on the supply of child care, parental demand for care, child care cost and quality, and to discuss the implications of these analyses for public policy. The book succeeds in presenting that research in understandable terms to policy makers and serves economists as a useful review of the child care literature....provides an excellent case study of the value of economic analysis of public policy issues." —Arleen Leibowitz, Journal of Economic Literature "There is no doubt this is a timely book....The authors of this volume have succeeded in presenting the economic material in a nontechnical manner that makes this book an excellent introduction to the role of economics in public policy analysis, and specifically child care policy....the most comprehensive introduction currently available." —Cori Rattelman, Industrial and Labor Relations Review

Available in PDF, EPUB and Kindle. Book excerpt: This monograph focuses on early forms of preschool care and education, the professions and children in the 1920s and 1930s, the federal role in a series of crisis interventions, and social and intellectual changes affecting early education in the 1960s and 1970s. The rise of a two-tier system for care and education of the preschool child is addressed first. On one hand, a nursery school and kindergarten system for middle-income children developed into one whose primary focus was to supplement enrichment available at home. These nursery schools and kindergartens were held together as a system by their aim of educating and socializing the growing child. On the other hand, a childminding or day care system for low-income children developed in response to the necessity of maternal employment outside the home. The report examines consequences of the stratified system of preschool care and education for poor children and their families. The most important of these was the stigmatization of child care as a function of social welfare. It is concluded that various "suitable home" eligibility requirements established for applicants of social welfare benefits have caused minorities (especially blacks) to be consistently excluded from the system. Over 100 references are cited. (RH)

Book excerpt: High-quality early care and education for children from birth to kindergarten entry is critical to positive child development and has the potential to generate economic returns, which benefit not only children and their families but society at large. Despite the great promise of early care and education, it has been financed in such a way that high-quality early care and education have only been available to a fraction of the families needing and desiring it and does little to further develop the early-care-and-education (ECE) workforce. It is neither sustainable nor adequate to provide the quality of care and learning that children and families needâ€"a shortfall that further perpetuates and drives inequality. Transforming the Financing of Early Care and Education outlines a framework for a funding strategy that will provide reliable, accessible high-quality early care and education for young children from birth to kindergarten entry, including a highly qualified and adequately compensated workforce that is consistent with the vision outlined in the 2015 report, Transforming the Workforce for Children Birth Through Age 8: A Unifying Foundation. The recommendations of this report are based on essential features of child development and early learning, and on principles for high-quality professional practice at the levels of individual practitioners, practice environments, leadership, systems, policies, and resource allocation.

Book excerpt: How parents have been set up to fail, and why helping them succeed is the key to achieving a fair and prosperous society. Few people realize that raising children is the single largest industry in the United States. Yet this vital work receives little political support, and its primary workers—parents—labor in isolation. If they ask for help, they are made to feel inadequate; there is no centralized organization to represent their interests; and there is virtually nothing spent on research and development to help them achieve their goals. It’s almost as if parents are set up to fail—and the result is lost opportunities that limit children’s success and make us all worse off. In The Parent Trap, Nate Hilger combines cutting-edge social science research, revealing historical case studies, and on-the-ground investigation to recast parenting as the hidden crucible of inequality. Parents are expected not only to care for their children but to help them develop the skills they will need to thrive in today’s socioeconomic reality—but most parents, including even the most caring parents on the planet, are not trained in skill development and lack the resources to get help. How do we fix this? The solution, Hilger argues, is to ask less of parents, not more. America should consider child development a public investment with a monumental payoff. We need a program like Medicare—call it Familycare—to drive this investment. To make it happen, parents need to organize to wield their political power on behalf of children—who will always be the largest bloc of disenfranchised people in this country. The Parent Trap exposes the true costs of our society’s unrealistic expectations around parenting and lays out a profoundly hopeful blueprint for reform.

Book excerpt: A new release in the Quality Chasm Series, Priority Areas for National Action recommends a set of 20 priority areas that the U.S. Department of Health and Human Services and other groups in the public and private sectors should focus on to improve the quality of health care delivered to all Americans. The priority areas selected represent the entire spectrum of health care from preventive care to end of life care. They also touch on all age groups, health care settings and health care providers. Collective action in these areas could help transform the entire health care system. In addition, the report identifies criteria and delineates a process that DHHS may adopt to determine future priority areas.

Various developmental programs were undertaken for the improvement of children’s status, especially in rural families. This book, first published in 1979, examines these programs and considers the enormous challenge of child care under the wide variety of conditions in this vast country.

Available in PDF, EPUB and Kindle. Book excerpt: A new type of childhood is experienced these days by many children in industrial societies that provide child care services. The studies summarized in this book stem from a conceptual model based on an ecological approach to the study of development. The family day care system in Israel is presented as a "case study" for the discussion of issues derived from this conceptual model -- issues which are of central concern to the investigation of child care in any society. This book establishes how historical and socio-economic processes: *influence the values and goals set by the society for its children, and its social policy concerning child care service; *are interpreted by parents and early childhood educators; *relate to different definitions of "quality care." Unique in its integrative analysis of the daily experiences of infants and toddlers in family day care, this volume examines cultural and social policy issues, family background and parental beliefs, caregiver's background and beliefs, the nature of the child care environment, and the child's personal characteristics. Its "theoretical" and "applied" orientation is important to researchers interested in the study of out-of-home-care for young children, as well as educators, developmental psychologists, sociologists, and social workers interested in the study of environmental influences on the child development. The ecological model and the applied implications of the study are of special relevance to practitioners in the field of early childhood.
