Book excerpt: The International Monetary Fund (IMF) launched the data standards initiatives to enhance member countries’ data transparency and to promote their development of sound statistical systems. The need for data standards was highlighted by the financial crises of the mid-1990s, in which information deficiencies were seen to play a role. Under the data standards initiatives, the IMF established the Special Data Dissemination Standard (SDDS) in 1996 to provide guidance to countries that have or seek access to capital markets to disseminate key data so that users in general, and financial market participants in particular, have adequate information to assess the economic situations of individual countries. The SDDS not only prescribes that subscribers disseminate certain data categories, but also prescribes that subscribers disseminate the relevant metadata to promote public knowledge and understanding of their compilation practices with respect to the required data categories. In 1997, the IMF introduced under the initiatives the General Data Dissemination System (GDDS) to provide a framework for countries that aim to develop their statistical systems, within which they can work toward disseminating comprehensive and reliable data and, eventually, meet SDDS requirements. At the Eighth Review of the Fund’s Data Standards Initiatives in February 2012, the IMF’s Executive Board approved the SDDS Plus as an upper tier of the Fund’s data standards initiatives. The SDDS Plus is open to all SDDS subscribers and is aimed at economies with systemically important financial sectors.

Book excerpt: The Data Dissemination Initiative was launched in the mid-1990s as part of a broader internationally-agreed-upon initiative to strengthen transparency and promote good governance practices by establishing standards and codes. Ten years later, the initiative is viewed as an integral part of the international financial architecture, and is considered to have improved the functioning of international financial markets and contributed to global financial stability. This volume reviews certain aspects of the development of and experience with the initiative over the past decade, and concludes by reflecting on potential challenges ahead and possible enhancements.

Book excerpt: The IMF's work on data dissemination standards consists of two tiers: the General Data Dissemination System (GDDS), which applies to all IMF member countries, and the Special Data Dissemination Standard (SDDS), for those members having or seeking access to international capital markets. The GDDS framework provide governments with guidance on the overall development of the macroeconomic, financial, and sociodemographic data that are essential for policymaking and analysis in an environment that increasingly requires relevant, comprehensive, and accurate statistical data. This Guide explains the nature, objectives, and operation of the GDDS; the data dimensions it covers; and how countries participate. It provides national statistical authorities with a management tool and a framework to foster sound statistical methodology, professional data compilation, and data dissemination. The Guide supersedes the version updated in March 2002 and incorporates the UN Millennium Development Goals (MDGs) as specific elements of the GDDS sociodemographic component, which was articulated with the collaboration of the World Bank.

Book excerpt: In our increasingly mobile world the ability to access information on demand at any time and place can satisfy people's information needs as well as confer on them a competitive advantage. The emergence of battery-operated, low-cost and portable computers such as palmtops and PDAs, coupled with the availability and exploitation of wireless networks, have made possible the potential for ubiquitous computing. Through the wireless networks, portable equipments will become an integrated part of existing distributed computing environments, and mobile users can have access to data stored at information servers located at the static portion of the network even while they are on the move. Traditionally, information is retrieved following a request-response model. However, this model is no longer adequate in a wireless computing environment. First, the wireless channel is unreliable and the bandwidth is low compared to the wired counterpart. Second, the environment is essentially asymmetric with a large number of mobile users accessing a small number of servers. Third, battery-operated portable devices can typically operate only for a short time because of the short battery lifespan. Thus, clients are expected to be disconnected most of the time. To overcome these limitations, there has been a proliferation of research efforts on designing data delivery mechanisms to support wireless computing more effectively. Data Dissemination in Wireless Computing Environments focuses on such mechanisms. The purpose is to provide a thorough and comprehensive review of recent advances on energy-efficient data delivery protocols, efficient wireless channel bandwidth utilization, reliable broadcasting and cache invalidation strategies for clients with long disconnection time. Besides surveying existing methods, this book also compares and evaluates some of the more promising schemes.

Book excerpt: The Special Data Dissemination Standard Plus (SDDS Plus) was established in October 2012 to reinforce and supplement the Fund’s Data Standards Initiatives and assist Fund members who decide to adhere to the SDDS Plus with regard to the publication of comprehensive, timely, accessible, and reliable economic and financial statistical data in a world of continuing economic and financial integration. The SDDS Plus also requires adherents to disseminate metadata to promote public knowledge and understanding of their compilation practices with respect to the required data categories. Following consultations conducted between Fund staff and members’ authorities of potential adherents to the SDDS Plus, it appeared necessary to introduce certain modifications to the SDDS Plus legal framework to facilitate adherence. These modifications are consistent with views expressed by Executive Directors in informal discussions with staff, and entail (i) extending the timeliness of three data categories and (ii) maintaining consistency with the principle underlying the SDDS Plus framework under which subscribers may chose to adopt new methodologies or continue to follow older ones. The Executive Board approved, on a lapse-of-time basis, the proposed decision in the paper. The existing rules governing the SDDS Plus are superseded by the new SDDS Plus legal text.

It considers whether the GDDS, in the way it was designed about a decade ago and enhanced along the way, has fulfilled its purpose. Further, it considers whether the GDDS remains relevant to its current and prospective members, given ongoing global integration, increasing emphasis on transparency and governance mechanisms, and increased reliance on the Internet and electronic data transmission.

Book excerpt: In December 2008, the IMF Executive Board discussed the Seventh Review of Data Standards Initiatives, and Directors requested staff to return to the Board within about a year with a proposal for the inclusion of selected financial indicators in the Special Data Dissemination Standard (SDDS). This paper responds to the 2008 request taking into account recent developments. The recent financial crisis has heightened the need for policymakers, financial regulators and capital market participants to put in place conditions that would help prevent the occurrence of similar crises in the future. One of the areas identified by the international community as key in crises prevention is the availability of timely and more detailed financial data that could provide early warning signals of impending risks and vulnerabilities

Book excerpt: This paper analyzes the effects of IMF member countries participation in the IMF’s Data Standards Initiatives (DSI) on the statistical quality of WEO forecasts. Results show that WEO forecasts for SDDS subscribers are in general better than for GDDS participants and those member countries than do not participate in the DSIs. Policy implications are that the DSI positively affect the statistical quality of forecasts and by extension improve the necessary conditions for multilateral surveillance and the provision of member countries with high quality policy advice.

Book excerpt: With the increasing popularization of personal hand-held mobile devices, more people use them to establish network connectivity and to query and share data among themselves in the absence of network infrastructure, creating mobile social networks (MSNet). Since users are only intermittently connected to MSNets, user mobility should be exploited to bridge network partitions and forward data. Currently, data route/forward approaches for such intermittently connected networks are commonly "store-carry-and-forward" schemes, which exploit the physical user movements to carry data around the network and overcome path disconnection. And since the source and destination may be far away from each other, the delay for the destination to receive the data from the source may be long. MSNets can be viewed as one type of socially-aware delay tolerant networks (DTNs). Observed from social networks, the contact frequencies are probably different between two friends and two strangers, and this difference should be taken into consideration when designing data dissemination and query schemes in MSNets. In this book, the fundamental concepts of MSNets are introduced including the background, key features and potential applications of MSNets, while also presenting research topics, such as, MSNets as realistic social contact traces and user mobility models. Because the ultimate goal is to establish networks that allow mobile users to quickly and efficiently access interesting information, particular attention is paid to data dissemination and query schemes in subsequent sections. Combined with geography information, the concepts of community and centrality are employed from a social network perspective to propose several data dissemination and query schemes, and further use real social contact traces to evaluate their performance, demonstrating that such schemes achieve better performance when exploiting more social relationships between users.

Available in PDF, EPUB and Kindle. Book excerpt: Interpretations of Plato, Stéphane Mallarmé, and Philippe Sollers’ writings in three essays: “Plato’s Pharmacy,” “The Double Session,” and “Dissemination.” “The English version of Dissemination [is] an able translation by Barbara Johnson . . . Derrida’s central contention is that language is haunted by dispersal, absence, loss, the risk of unmeaning, a risk which is starkly embodied in all writing. The distinction between philosophy and literature therefore becomes of secondary importance. Philosophy vainly attempts to control the irrecoverable dissemination of its own meaning, it strives—against the grain of language—to offer a sober revelation of truth. Literature—on the other hand—flaunts its own meretriciousness, abandons itself to the Dionysiac play of language. In Dissemination—more than any previous work—Derrida joins in the revelry, weaving a complex pattern of puns, verbal echoes and allusions, intended to ‘deconstruct’ both the pretension of criticism to tell the truth about literature, and the pretension of philosophy to the literature of truth.” —Peter Dews, The New Statesman
