Das Potential, das in dieser kulturellen Dimension, die dem Bürger in der EU eine europäische Identität verleihen könnte, steckt, wurde bislang leider nur rudimentär genutzt. Eine Reihe von Europaexperten gehen davon aus, dass der Weg aus der aktuellen Krise fast ausschließlich über eine verstärkte transnationale Kulturpolitik der EU führen kann, da dies letztendlich darauf abzielt, dem Bürger die europäische Integration näher zu bringen und ihn für eine europäische Identität zu sensibilisieren. Europaoffenere Bürger hätten in Frankreich und den Niederlanden mit Sicherheit für den Verfassungsvertrag votiert. Es wird deshalb in letzter Zeit sehr häufig Jean Monnet zitiert, der einst gesagt haben soll, dass wenn er die europäische Integration noch einmal beginnen würde, so würde er mit der Kultur und nicht der Wirtschaft anfangen . Es scheint mir unumstritten, dass der Politikbereich der Zukunft nur die Kultur sein kann. Nur sie allein kann die von der Globalisierung und auch von der europäischen Integration gebauten Brücken zwischen den Völkern und Kulturen befahrbar machen. Der Zugang wurde durch Ökonomie, Wissenschaft und Politik geschaffen, es muss den Menschen jetzt nur noch gezeigt werden, dass er begangen werden kann. Dies ist nicht nur auf europäischer Ebene die zukünftige Rolle kulturpolitischen Handelns, sondern namentlich auch global betrachtet. Da die Kultur, eine Klärung des Begriffes wird noch von Nöten sein, eine so wichtige Rolle in der Zukunft nicht nur der Europäischen Union, sondern auch der gesamten Weltbevölkerung einnimmt, wird sie Thema dieser Abschlussarbeit sein.
