Deanna Gillespie traces the history of the Citizenship Education Program (CEP), a grassroots initiative that taught people to read and write in preparation for literacy tests required for voter registration—a profoundly powerful objective in the Jim Crow South. Born in 1957 as a result of discussions between community activist Esau Jenkins, schoolteacher Septima Clark, and Highlander Folk School director Myles Horton, the CEP became a part of the Southern Christian Leadership Conference in 1961. The teachers, mostly Black women, gathered friends and neighbors in living rooms, churches, beauty salons, and community centers. Through the work of the CEP, literate Black men and women were able to gather their own information, determine fair compensation for a day’s work, and register formal complaints. Drawing on teachers’ reports and correspondence, oral history interviews, and papers from a variety of civil rights organizations, Gillespie follows the growth of the CEP from its beginnings in the South Carolina Sea Islands to southeastern Georgia, the Mississippi Delta, and Alabama’s Black Belt. Book excerpt: In this innovative study, Crystal Sanders explores how working-class black women, in collaboration with the federal government, created the Child Development Group of Mississippi (CDGM) in 1965, a Head Start program that not only gave poor black children access to early childhood education but also provided black women with greater opportunities for political activism during a crucial time in the unfolding of the civil rights movement. Women who had previously worked as domestics and sharecroppers secured jobs through CDGM as teachers and support staff and earned higher wages. The availability of jobs independent of the local white power structure afforded these women the freedom to vote in elections and petition officials without fear of reprisal. But CDGM's success antagonized segregationists at both the local and state levels who eventually defunded it. Tracing the stories of the more than 2,500 women who staffed Mississippi's CDGM preschool centers, Sanders's book remembers women who went beyond teaching children their shapes and colors to challenge the state's closed political system and white supremacist ideology and offers a profound example for future community organizing in the South.

Martha Hodes tells a series of stories about such liaisons in the years before the Civil War, explores the complex ways in which white Southerners tolerated them in the slave South, and shows how and why these responses changed with emancipation. Hodes provides details of the wedding of a white servant-woman and a slave man in 1681, an antebellum rape accusation that uncovered a relationship between an unmarried white woman and a slave, and a divorce plea from a white farmer based on an adulterous affair between his wife and a neighborhood slave. Drawing on sources that include courtroom testimony, legislative petitions, pardon pleas, and congressional testimony, she presents the voices of the authorities, eyewitnesses, and the transgressors themselves—and these voices seem to say that in the slave South, whites were not overwhelmingly concerned about such liaisons, beyond the racial and legal status of the children that were produced. Only with the advent of black freedom did the issue move beyond neighborhood dramas and into the arena of politics, becoming a much more serious taboo than it had ever been before. Hodes gives vivid examples of the violence that followed the upheaval of war, when black men and white women were targeted by the Ku Klux Klan and unprecedented white rage and terrorism against such liaisons began to erupt. An era of terror and lynchings was inaugurated, and the legacy of these sexual politics lingered well into the twentieth century.

Taking readers from the turn of the twentieth century to the dark days of the Depression, Cybelle Fox finds that, despite rampant nativism, European immigrants received generous access to social welfare programs. The communities in which they lived invested heavily in relief. Social workers protected them from snooping immigration agents, and ensured that noncitizenship and illegal status did not prevent them from receiving the assistance they needed. But that same helping hand was not extended to Mexicans and blacks. Using wide-ranging archival work and extensive interviews with movement participants, Charles Payne uncovers a chapter of American social history forged locally, in places like Greenwood, Mississippi, where countless unsung African Americans risked their lives for the freedom struggle. The leaders were ordinary women and men--sharecroppers, domestics, high school students, beauticians, independent farmers--committed to organizing the civil rights struggle house by house, block by block, relationship by relationship. Payne brilliantly brings to life the tradition of grassroots African American activism, long practiced yet poorly understood. Payne overturns familiar ideas about community activism in the 1960s. The young organizers who were the engines of change in the state were not following any charismatic national leader. Far from being a complete break with the past, their work was based directly on the work of an older generation of activists, people like Ella Baker, Septima Clark, Amzie Moore, Medgar Evers, Aaron Henry. These leaders set the standards of courage against which young organizers judged themselves; they served as models of activism that balanced humanism with militance. While historians have commonly portrayed the movement leadership as male, ministerial, and well-educated, Payne finds that organizers in Mississippi and elsewhere in the most dangerous parts of the South looked for leadership to working-class rural Blacks, and especially to women. Payne also finds that Black churches, typically portrayed as frontrunners in the civil rights struggle, were in fact late supporters of the movement.
