What changes these affirmative actions have brought out at ground levels? What needs to be done to make Dalit leadership more effective so that it brings out positive changes in quality of life of its people? Though, situations in different states vary but still there are certain common factors. While education, experience, family, community, economic independence and personal initiatives have been found to be enabling factors for the effectiveness of Dalit leadership, caste practices is the most important inhibiting factor in all the states. But, like many other studies, this study has also recognized the potential of Dalit leadership in panchayats. These local leaders have capacities to bring those irreversible positive changes in our social system, which could not be achieved by democratically elected state and union governments."

It was not in popular use till the last quarter of the 20th century, the origin of the term Dalit, although in the 1930s, it was used as Marathi-Hindi translation of the word "Depressed Classes". The changing nature of caste and Dalits has become a topic of increasing interest in India. This edited book is a collection of originally written chapters by eminent experts on the experiences of Dalits in India. It examines who constitute Dalits and engages with the mainstream subaltern perspective that treats Dalits as a political and economic category, a class phenomenon, and subsumes homogeneity of the entire Dalit population. This book argues that the socio-cultural deprivations of Dalits are their primary deprivations, characterized by heterogeneity of their experiences. It asserts that Dalits have a common urge to liberate from the oppressive and exploitative social arrangement which has been the guiding force of Dalit movement. Based on extensive field research with interviews of 1,200 panchayat representatives and community members in Madhya Pradesh, Rajasthan and Uttar Pradesh (states usually seen as low on social and gender indicators), the book documents awareness, motivation, perceptions, and participation levels of women elected in the first election following the Amendment, with a follow-up survey of the same panchayats in the next two elections. This work maps the empowering impact on women’s self, the attitudes and perceptions of the family and responses of other social institutions. It explodes the myth of women’s disinterest in politics, the entry of only affluent women and relatives of influential politicians, and particularly, of these women as proxy for their male kin. The recent policy announcements reserving more seats for women in panchayats (from one-third to one-half) makes this book topical, and especially interesting in light of the opposition to the reservation of seats for women in state legislatures and the parliament.
