Naoroji’s political career evolved in three distinct phases. He began as the activist who formulated the “drain of wealth” theory, which held the British Raj responsible for India’s crippling poverty and devastating famines. Next, he attempted to influence the British Parliament to institute political reforms. Finally, in his twilight years he grew disillusioned with parliamentary politics and became more radical. She focuses on the writings of figures such as Dadabhai Naoroji, known as the first Asian to be elected to the British Parliament; Surendranath Banerjea, among the earliest Indians admitted into the Indian Civil Service; Cornelia Sorabji, the first woman to study law in Oxford and the first woman lawyer in India; and Mohandas K. Gandhi, who lived in South Africa for nearly twenty-one years prior to his involvement in Indian nationalist politics. In her analysis of the unexpected registers through which they carved out a language of formal equality, Banerjee draws extensively from discussions in both late-colonial India and Victorian Britain on political economy, indentured labor, female professionalism, and bureaucratic modernity. Opium’s Long Shadow shows how diverse local protests crossed imperial, national, and colonial boundaries to gain traction globally and harness public opinion as a moral deterrent in international politics after World War I. Steffen Rimner traces the far-flung itineraries and trenchant arguments of reformers—significantly, feminists and journalists—who viewed opium addiction as a root cause of poverty, famine, “white slavery,” and moral degradation. But rather than taking sole responsibility for their own behavior, states in turn appropriated anti-drug criticism to shame fellow sovereigns around the globe. Rimner relates how an aggressive embrace of anti-drug politics earned China and other Asian states new influence on the world stage. The link between drug control and international legitimacy has endured.
