Building on the positive aspects of "No Child Left Behind," the "Council of Chief State School Officers," or CCSSO, released a vision for the future of accountability systems. This vision described an accountability system that is grounded in college- and career-readiness standards, collects a broader array of data to more accurately understand school and district performance, and uses those data to better support schools and districts, with an emphasis on the lowest performing. In order to illustrate the variety of innovative approaches to accountability that states are exploring, this report provides examples of next-generation accountability concepts implemented by states. While this study provides an overview of the landscape, it is not fully representative of the variety of state approaches to accountability. CCSSO notes, looking beyond "No Child Left Behind," understandings of innovation at the state level will inform and shape the conversation around accountability systems moving forward. This paper is the first in a series of work from the "Center for American Progress" on accountability, as they partnered with "Council of Chief State School Officers" on this project in order to bring greater transparency and recognition to the innovative work being done at the state level.

These elements were developed from in-depth analyses of the strengths and weaknesses of seven states' accountability systems and provide a framework for Fordham's future analyses of state accountability systems during the early years of Common Core's implementation. Despite varied contexts, demands, and priorities, states charged with implementing transitions in their accountability models may find the experiences of the Accountability Systems and Reporting (ASR) collaborative member states useful in their own planning. Defining "accountability" has become more complex as individuals' understanding of it has grown. In the past, definitions have focused primarily on the interaction of goals, indicators, decision rules, and consequences. Although those components are still central to any accountability model, more recently the focus has expanded to include building capacity and providing appropriate supports. The state experiences described herein reflect the changing purpose of accountability from identifying and punishing ineffective schools and districts to providing appropriate supports and cultivating effectiveness. The audience for this paper is educational leaders responsible for the development, implementation, and evaluation of large-scale, school- and district-based state accountability systems. Using the "Key Elements" paper as a starting point for identifying possible topics, the authors asked state education leaders from participating states to share their experiences of an accountability transition in their state. Each member was asked the following: (1) State event producing transition: What was the accountability transition in your state?; (2) Context of transition: What triggered this transition? What was the event or policy decision?; (3) Effects of transition: What components of the state accountability system were or will be affected by the transition?; (4) Lessons learned: What lessons were learned from the transition in your state?; (5) Changes in goals: How have the goals of your state accountability system changed due to this transition?; (6) Communication, training, and support: What were or will be your plans for communication, training, and support?; and (7) Evaluation and system monitoring: What were or will be your plans for evaluation and system monitoring? Book excerpt: One of the most enduring and contentious debates in education circles concerns the best way to hold schools and districts accountable for improving outcomes for students and closing achievement gaps. Lawmakers, teachers, district administrators, parents, and other stakeholders--all with strong and differing opinions--have wrestled for decades with questions about the appropriate role of the federal government compared with that of states and school districts in the operation of schools and the measurement of their success. The Every Student Succeeds Act, or ESSA, signed into law in December 2015, was in many ways the culmination of the accountability movement. Under ESSA, states must hold schools accountable for student performance in English language arts, or ELA, and mathematics; a second academic indicator, such as growth in ELA and mathematics; progress in achieving English language proficiency; high school graduation rates, if applicable; and at least one measure of school quality or student success. In addition, states are required to disaggregate these indicators, excluding English language proficiency, by individual subgroups of students, including those from low-income families, those from major racial and ethnic groups, those with disabilities, and English language learners. ESSA's new requirements build on the history of school accountability, which began at the state level in the 1990s amid a broader effort to measure school performance. The No Child Left Behind Act, or NCLB--the 2001 reauthorization of the Elementary and Secondary Education Act, or ESEA--increased the federal role in accountability. ESSA, the most recent reauthorization of ESEA, gives states greater flexibility in designing more holistic accountability systems that take into account multiple indicators of school success, while continuing to hold schools accountable for academic achievement. This report analyzes the measures that states currently include in their accountability systems and examines how state systems compare with the new law's provisions, which will take effect in the 2017-18 school year. To this end, the Center for American Progress analyzed ESEA flexibility waivers and accountability workbooks, supplementing the data from those sources with information and materials from state departments of education. The authors find that statewide accountability measures fall into one of seven main categories of indicators: achievement indicators, such as proficiency in reading and mathematics; student growth indicators in multiple academic subjects; English language acquisition indicators; early warning indicators, such as chronic absenteeism; persistence indicators, such as graduation rates; college- and career-ready indicators, such as participation in and performance on college entry exams; and other indicators, such as access to the arts. Growth models are based on tracking change in individual student achievement scores over multiple years. While growth models have been used for decades in academic research and program evaluation, a wide cross section of policymakers at local, state, and national levels are now using different types of growth models. A total of 12 states are utilizing growth models that provide estimates of whether student achievement will meet Adequate Yearly Progress (AYP) state proficiency targets within three years. These models were designed to meet the requirements of the No Child Left Behind (NCLB) Act. In addition, 13 states have developed and implemented growth models as required by state policy; these models use different formulas to measure growth for students and schools. Finally, five states are reporting on growth under both NCLB and state policies. This paper is an overview and description of current state activities with growth models. Policymakers and educational leaders are also seeking more information on basic differences between various types of growth models and the assessments, data, and reporting systems necessary to implement them. CCSSO has developed an annual report and webpage focused on state accountability systems, and this paper provides a current snapshot of differences and similarities in growth models used by state education agencies. Book excerpt: The "Every Student Succeeds Act" (ESSA) replaced the "No Child Left Behind Act of 2001" (NCLB) in December 2015, substantially changing the federal role in education and how schools across the country will be held accountable. For state policymakers, designing new ESSA-compliant accountability systems is a significant opportunity and a serious responsibility. Both NCLB and ESSA are reauthorizations of the "Elementary and Secondary Education Act" of 1964 (ESEA) and have important similarities and striking differences in their approaches to school accountability. Under NCLB, states complied with rigid federal requirements for setting performance goals on grade-level standardized tests for students from all backgrounds and implemented mandated interventions in schools if those goals were not met. ESSA--like its predecessor--continues to require states to conduct grade-level testing, report results by subgroup, and implement school accountability systems; however, ESSA gives states greater authority to determine the specifics of what is measured and how those measures are used in school accountability. The new law does not give "carte blanche" to the states, but it does give significantly increased flexibility. ESSA opens the door for innovation in school accountability systems, while the responsibility for maintaining high expectations for all students rests squarely on the shoulders of the states. This issue of "re:VISION," designed to inform state accountability policy, pairs the specific ESSA accountability requirements with important design considerations in light of these requirements and the opportunity afforded by the new flexibility.
