Available in PDF, EPUB and Kindle. Book excerpt: This is a compilation of two vital and unique government reports issued in 2018 about cyber security issues: Cybercrime and the Darknet: Effects on Cybersecurity Practices (Homeland Security) and the Multiyear Plan for Energy Sector Cybersecurity (Energy Department). DARKNET: Darknet platforms and their growing popularity present unique challenges to cybersecurity. Blocking all Darknet traffic is difficult and often unduly burdensome for many system operators. Command-and-Control (C2) servers hosted on the Darknet are difficult to uncover and shutdown, making the Darknet an attractive haven. The proliferation of stolen credentials on Dark Web markets leave systems vulnerable, even if systems have secure networks. Tor, often called The Onion Router, is a Darknet platform that anonymizes users' Internet Protocol (IP) addresses. Tor is primarily used in two ways: to access the Open Web (the portion of the Web accessible with traditional Web Browsers) or to access the hidden services of the Dark Web (which is only accessible via Darknet platforms). In 2017, Tor use grew more than 50 percent, rising steadily from 2 million daily users at the end of 2016 to 3 million daily users by December 2017. Tor and other Darknet platforms present unique challenges for cybersecurity. ENERGY SECTOR: Protecting America's energy systems from cyber attacks and other risks is a top national priority. Reliable energy and power is the cornerstone of our advanced digital economy and is essential for critical operations in transportation, water, communications, finance, food and agriculture, emergency services, and more. Today, any cyber incident has the potential to disrupt energy services, damage highly specialized equipment, and threaten human health and safety. As nation-states and criminals increasingly target energy networks, the federal government must help reduce cyber risks that could trigger a large-scale or prolonged energy disruption. The U.S. Department of Energy's Office of Electricity Delivery and Energy Reliability (DOE OE) has prepared this DOE Multiyear Plan for Energy Sector Cybersecurity to improve cybersecurity and resilience of the nation's energy system. It lays out an integrated strategy to reduce cyber risks in the U.S. energy sector by pursuing high-priority activities that are coordinated with other DOE offices, and with the strategies, plans, and activities of the federal government and the energy sector. This includes close alignment with the cybersecurity priorities of the 2017 National Security Strategy and with recommendations from private-sector executives in the National Infrastructure Advisory Council's 2017 Securing Cyber Assets study-both of which recognize that energy sector cybersecurity is imperative for national security and economic prosperity. The Multiyear Plan framework helps to align the efforts of government at all levels with those of energy owners and operators and key energy stakeholders in the private sector. Book excerpt: The Network and Information Security (NIS) Directive has been adopted on July 6th, 2016 by the European Parliament, three years after the initial proposal by the European Commission. It paves the way for a much needed common cyber security strategy within the EU. This Edito explains the reasons why the energy industry is particularly vulnerable to cyber attacks, and what tools this new directive brings about to protect European critical infrastructures. In about two decades, the energy industry has been deeply transformed by the digital revolution, which penetrated companies' commercial, administrative and financial branches, but also their industrial systems. From the optimization of electric grids to the precision of oil drilling, information and communication technologies (ICT) are now essential to every stage of energy production, transport and distribution processes. Data mining and analysis are increasingly considered as the energy sector's new "black gold", and generate new activities just like the platform Predix designed by General Electric to help energy companies (among others) collect and analyze industrial data. This silent revolution offers countless economic opportunities and paves the way for a better resource distribution and use. But it also puts physical energy infrastructures at risk.--

Available in PDF, EPUB and Kindle. Book excerpt: Countering Cyber Sabotage: Introducing Consequence-Driven, Cyber-Informed Engineering (CCE) introduces a new methodology to help critical infrastructure owners, operators and their security practitioners make demonstrable improvements in securing their most important functions and processes. Current best practice approaches to cyber defense struggle to stop targeted attackers from creating potentially catastrophic results. From a national security perspective, it is not just the damage to the military, the economy, or essential critical infrastructure companies that is a concern. It is the cumulative, downstream effects from potential regional blackouts, military mission kills, transportation stoppages, water delivery or treatment issues, and so on. CCE is a validation that engineering first principles can be applied to the most important cybersecurity challenges and in so doing, protect organizations in ways current approaches do not. The most pressing threat is cyber-enabled sabotage, and CCE begins with the assumption that well-resourced, adaptive adversaries are already in and have been for some time, undetected and perhaps undetectable. Chapter 1 recaps the current and near-future states of digital technologies in critical infrastructure and the implications of our near-total dependence on them. Chapters 2 and 3 describe the origins of the methodology and set the stage for the more in-depth examination that follows. Chapter 4 describes how to prepare for an engagement, and chapters 5-8 address each of the four phases. The CCE phase chapters take the reader on a more granular walkthrough of the methodology with examples from the field, phase objectives, and the steps to take in each phase. Concluding chapter 9 covers training options and looks towards a future where these concepts are scaled more broadly.

Book excerpt: The United States power grid is a logical target for a major cyber attack because it connects all of the nation's critical infrastructures with electricity. Attackers consistently exploit vulnerabilities of the bulk power system and are close to being able to disrupt electrical distribution. We live in a world that is interconnected, from personal online banking to government infrastructure; consequently, network security and defense are needed to safeguard the digital information and controls for these systems. The cyber attack topic has developed into a national interest because high-profile network breaches have introduced fear that computer network hacks and other security-related attacks have the potential to jeopardize the integrity of the nation's critical infrastructure. The national and economic security of the United States depends on a reliable, functioning critical infrastructure. A comprehensive understanding of the effects of a massive power failure may help promote changes in the way cyber security is run on our most important critical infrastructure: the national power grid. This study investigates the robustness of the power grid's network system, the collaboration between public and private sectors against cyber threats, and mitigation requirements in areas of weakened controls such as program planning and management, access controls, application software development, and system software and service continuity controls. We live in a world that is interconnected, from personal online banking to government infrastructure, which consequently requires network security and defense to safeguard the digital information and controls for these systems. The cyber-attack topic has developed into a national interest because high-profile network breaches have created fear that computer network hacks and other security related attacks have the potential to jeopardize the integrity of the nation's critical infrastructure. The United States requires a functional and resolute critical infrastructure to cultivate its economic and political strength. The most important asset within the nation's 16 critical infrastructure lineup is the national power grid. The Department of Homeland Security (DHS) refers to the energy sector as the "backbone of our nation's economy, security, and health." Without electrical power, just about everything from emergency services equipment to residential lighting, in our information-age reliant society will not work. Parts of the U.S. electrical network are aging past a century, comprised of power plants averaging 30 years old. The massive and outdated electrical grid is a sprawling machine constructed of millions of equipment pieces, many that require replacement or overhaul. Obsolete equipment that are now interconnected to complex automated systems have the potential to leave an entire electrical grid vulnerable to hackers. If hackers were to remotely shut off decrepit but critical electrical transformers at three strategically located substations in the Northeastern part of the United States during a winter when energy demand peaks, power would likely have to be routed from nearby states. The intentional act of shutting off important electrical transmission and distribution equipment can cause a domino effect by creating cascading power outages across multiples cities or states.

Book excerpt: Advocates a cybersecurity “social contract” between government and business in seven key economic sectors Cybersecurity vulnerabilities in the United States are extensive, affecting everything from national security and democratic elections to critical infrastructure and economy. In the past decade, the number of cyberattacks against American targets has increased exponentially, and their impact has been more costly than ever before. A successful cyber-defense can only be mounted with the cooperation of both the government and the private sector, and only when individual corporate leaders integrate cybersecurity strategy throughout their organizations. A collaborative effort of the Board of Directors of the Internet Security Alliance, Fixing American Cybersecurity is divided into two parts. Part One analyzes why the US approach to cybersecurity has been inadequate and ineffective for decades and shows how it must be transformed to counter the heightened systemic risks that the nation faces today. Part Two explains in detail the cybersecurity strategies that should be pursued by each major sector of the American economy: health, defense, financial services, utilities and energy, retail, telecommunications, and information technology. Fixing American Cybersecurity will benefit industry leaders, policymakers, and business students. This book is essential reading to prepare for the future of American cybersecurity.

Book excerpt: Tackling the cyber risks in the energy sector is just not critical for energy security but also is a vital component for a strong nation and economy as identified by the recent World Energy Committee report. The statement also focuses that there has been a steady growth in the total count of successful cyber-attacks over the recent years to this energy sector. Cybersecurity in the energy sector does matters, and since the energy business is primarily preceded by private corporations, their systems are under major targets by both crooks and hostile agencies. Cybersecurity is mostly considered as a negligible item on the board meeting agenda unless and until something comes wrong, by which time it's too delayed. Most big corporations now have Cybersecurity cell with cybersecurity officers but due to the absence of technical knowledge and corresponding details of this cyber world at the board level, their work is confined inside a black box. Energy companies are a definitive target since they deliver important product and services. The dangers are in height, but the risk is doubtful to be broadly valued until a sizable attack takes place. The energy and the utility sector constitute a crucial part of critical national infrastructure, that produces it an expensive target for state or non-state performers in search of gaining military and political leaders or causing chaos and disruption. Being competent to remotely disorder a national electricity grid would have made a shocking effect. Hence, protecting the grid from cyber-attack is an essential component of guaranteeing energy security.

Book excerpt: Industrial control systems (ICS) compose a core part of our nation's critical infrastructure. Energy sector companies rely on ICS to generate, transmit, and distribute power and to drill, produce, refine, and transport oil and natural gas. Given the wide variety of ICS assets, such as programmable logic controllers and intelligent electronic devices, that provide command and control information on operational technology (OT) networks, it is essential to protect these devices to maintain continuity of operations. These assets must be monitored and managed to reduce the risk of a cyber attack on ICS-networked environments. Having an accurate OT asset inventory is a critical component of an overall cybersecurity strategy. NIST SP 1800-23B: Energy Sector Asset Management iii The NCCoE at NIST is responding to the energy sector's request for an automated OT asset management solution. To remain fully operational, energy sector entities should be able to effectively identify, control, and monitor their OT assets. This document provides guidance on how to enhance OT asset management practices by leveraging capabilities that may already exist in an energy organization's operating environment as well as implementing new capabilities.
